"Without the ability to rearm at sea, our service combatants must return to port, sometimes thousands of miles away," Del Toro said at the time. It appears that the United States is willing to hit Russia over its invasion of Ukraine a lot harder than the Europeans are. The idea of using Russia's frozen assets is gaining new traction lately as continued allied funding for Ukraine becomes more uncertain and the U.S. Congress is in a stalemate over providing more support. Bipartisan legislation circulating in Washington called the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act would use assets confiscated from the Russian Central Bank and other sovereign assets for Ukraine. Belgium, which is holding the rotating presidency of the European Union bloc for the next six months, is now leading the talks on whether to seize Russia's assets. Belgium is also the country where most frozen Russian assets under sanctions are being held. Maria Snegovaya, a senior fellow at the Center for Strategic and International Studies, cautioned that if Ukraine's immediate needs aren't met, “no amount of seized Russian assets is unfortunately going to compensate for what may happen."

A double-digit gain in the price of rice drove annual inflation to accelerate by 6.1% last month, its fastest pace in four months, according to data from the Philippine Statistics Authority released on Thursday. The country's economic planning agency on Thursday said it would recommend extending the lowered tariff rates on rice until December 2024, a day after Philippine President Ferdinand Marcos Jr lifted the cap on rice prices. The law will require companies to pay delivery workers $17.96 an hour, which will rise to nearly $20 in April 2025. App-based delivery workers are usually treated as independent contractors rather than company employees, so general minimum wage laws do not apply to them. They say city officials based the minimum wage law based on flawed studies and statistics. The companies allege the city's surveys of delivery workers were biased and designed to elicit responses that would justify a minimum wage.

(AP) — Lawyers agreed Thursday to a May trial date for a Maryland man facing hate crime charges after authorities said he fatally shot three Latino men and wounded three other people during a parking dispute earlier this year in the state's capital city. He told Administrative Judge Donna Schaeffer that he understood his decision to waive his right to trial in 180 days. Attorneys agreed to begin jury selection for next year's trial on May 31, with the trial expected to run until June 17. The three who were shot to death — 27-year-old Mario Mireles, his 55-year-old father Nicholas Mireles and 25-year-old Christian Segovia — were Latino. Smith surrendered when the police arrived at his house on the night of the shooting.

Uber — the parent company of Uber Eats — filed a separate lawsuit against the city challenging the law.
