While the majority party has elected their nominee on the first ballot over the past century, this year could be different. Members vote "viva voice," meaning they stand when their names are called by a reading clerk and verbally announce who they are voting for. Members can vote for anyone (even people who are not members of the House), vote present, or not vote at all. If every member doesn't show up, or if some vote present instead of supporting a candidate, that decreases what the majority vote needs to be. Political parties are much stronger now than they were then, when House members were often more loyal to their region.
Control of Congress was once so close, Republicans lost power before they ever met in Washington DC. Fourteen representatives-elect died after election day in 1931 and before the start of the new term. The special elections largely went to Democrats, flipping control of the House before the start of the term. Similarly, the 1930 election followed another major economic event: The 1929 stock market crash. With each new special election that took place, the country plunged further into a Depression, giving Democrats an edge to win their races.
Republican leader Kevin McCarthy is struggling to secure the 218 votes he needs to be elected speaker of the House in January. In this game of chicken, if the conservatives don’t blink and McCarthy refuses to back down, it could result in a chaotic floor fight with House members taking multiple votes for speaker — something that has not happened in a century. The House was called to order at noon and the chamber moved to the first order of business: electing the speaker. The House held three more unsuccessful votes for speaker that day before adjourning just after 2 p.m. The date was Feb. 2, 1856, two months after the first speaker vote.
