Russian President Vladimir Putin formally lowered the threshold for his country's use of nuclear weapons Tuesday, days after the United States allowed Ukraine to strike inside Russia using American missiles. The Kremlin announced that Putin had approved an updated nuclear doctrine — a document that governs how Russia uses its nuclear arsenal — including the declaration that Moscow could unleash a nuclear strike if subject to an attack by a non-nuclear country that has the support of a nuclear state. “The nuclear doctrine update was required to bring the document in line with the current political situation,” Kremlin spokesperson Dmitry Peskov told the TASS state news agency in comments published early Tuesday. Still, the use of nuclear weapons would be a “last resort measure,” he added. CNN —More than half a million people have been evacuated from their homes as Super Typhoon Man-yi made landfall along the eastern coast of Catanduanes, Philippines on Saturday. A further 18,000 were preemptively evacuated from the Eastern Samar and Samar provinces, PNA reported, with patients and staff members of Eastern Samar’s Arteche District Hospital being evacuated to the area’s municipal hall. Man-yi underwent rapid intensification on Friday, jumping from a tropical storm early Friday to a super typhoon early Saturday. Hundreds of thousands of people were evacuated from their homes as others made preparations for the typhoon ahead of its landfall on Saturday. After crossing Catanduanes, Man-yi is expected to make another landfall about 70 miles (110 km) northeast of Manila Sunday afternoon.

Iran sent a written message via Swiss diplomats in mid-October saying that it would not seek to kill Donald Trump, according to a U.S. official. CNN —Protesters stormed the parliament of the Russian-backed breakaway Georgian region of Abkhazia on Friday and opposition politicians demanded the resignation of the self-styled president over an unpopular investment agreement with Moscow. Protesters used a truck to smash through the metal gates surrounding the parliament in the capital Sukhumi. Eshsou Kakalia, an opposition leader and former deputy prosecutor general, said the parliament building was under the control of the protesters. “We will now seek the resignation of the current president of Abkhazia,” he was quoted by Russia’s Interfax news agency as saying. Protesters also broke into the presidential administration offices located in the same building as the parliament.
