Budget talks dragged out almost three weeks past the April 1 deadline, leading some to wonder whether Gov. Kathy Hochul, a Democrat in her first full term, had lost control of the process. But by the time the budget was officially passed by the Legislature on Saturday, it was clear that Ms. Hochul had achieved her goal: a final $237 billion budget that included a checklist of her priorities. They included new resources to fight retail crime, a statewide artificial intelligence consortium, and a landmark housing deal aimed at bolstering residential construction — all without raising taxes on the wealthy.

In the halls of the New York State Capitol, with a budget deadline bearing down, it seems that all that anyone wants to talk about is adultery. An antiquated but seldom-enforced state law categorizes adultery as a crime, and past efforts to repeal it have gone nowhere. But that seems poised to change. The Assembly overwhelmingly voted in favor of a bill to repeal the adultery law last month, and a Senate committee last week moved a matching bill to the floor for a full vote that could come as soon as this week. The developments have attracted global attention, with the Assembly bill’s sponsor, Charles Lavine, a Democrat from Long Island, fielding interview requests from Europe to South America.

Ten years ago, the agency overseeing the upkeep of the majestic New York State Capitol reported that the granite staircase leading to the main entrance was warped and bulging so badly that part of it might collapse at any moment. Inspectors discovered leaning balustrades, rusted steel supports, cracked and displaced granite, failed drainage systems and load-bearing brick walls so weakened by time and neglect that individual bricks could be removed by hand. A thorough repair, estimated at $17 million, was recommended. Instead, only a handful of urgent fixes were made. The entrance, known as the Eastern Approach, has been closed to this day, with access-blocking barricades now a familiar part of the downtown landscape.

The state’s majority Democratic electorate has not chosen a Republican governor since 2002. But recent polling suggests Zeldin is gaining on Hochul, prompting the governor to put new focus on public safety in the final weeks of her campaign. She released an ad on Friday that pledged “a safer New York for every child” and touted legislation she backed that toughened gun laws and bail restrictions.
