Michelle Lujan Grisham said she will not renew a public health order that temporarily banned carrying firearms in public parks and playgrounds in Albuquerque, the state's largest city. Lujan Grisham said in a news release Wednesday that more than 1,700 firearms were collected in gun buybacks over the past year because of the order. So there’s no way we could enforce that order.”Lujan Grisham issued the temporary order, originally a 30-day ban, in September 2023 after an 11-year-old boy was shot and killed in an Albuquerque park. In addition to restricting firearms in public parks and playgrounds in Bernalillo County, it strengthened oversight of firearm sales and implemented wastewater testing for fentanyl in public schools. State Attorney General Raúl Torrez, a Democrat, wrote in a letter last year that he opposed Lujan Grisham’s decision.

Michelle Lujan Grisham has advocated for a more robust spending package, a 10% annual spending increase that would shore up housing opportunities, childhood literacy and health care access. Senate budget amendments apply $75 million in state matching funds to the effort. Under another $1.5 million budget provision, New Mexico would for the first time help compensate landowners and agricultural producers when wolves are confirmed to have killed livestock or working animals. The fund underwrites an array of conservation programs at state natural resources agencies, from soil enhancement programs in agriculture to conservation of threatened and big-game species. The Legislature's budget bill would place $512 million in the trust.

The New Mexico secretary of state's office will accept signature petitions from candidates seeking a major party nomination for Congress or the U.S. Senate. Republicans also are choosing a contender to take on U.S. Rep. Gabe Vasquez in a congressional swing seat along the U.S. border with Mexico. Former one-term U.S. Rep. Yvette Herrell hopes to reclaim the 2nd District seat she lost in the 2022 election. The district is one of about a dozen in the national spotlight as Republicans campaign to keep their slim U.S. House majority in 2024. The Republican Party unsuccessfully challenged a Democratic-drawn congressional map that reshaped the 2nd District as it divvied up a conservative, oil-producing region among three congressional districts.

Lujan Grisham said she'll ask the Legislature to set aside $500 million to underwrite acquisition of treated water. “We're going to turn water — this waste, which is a problem — into a commodity,” Lujan Grisham said at the conference. The state's oil wells draw out far more water than oil, by several multiples, according to oil field regulators. “Creating a state reserve of treated water for renewable energy projects merits serious consideration in the upcoming session,” Wirth said. New Mexico state government is navigating an unprecedented financial windfall from record setting oil production centered in the Permian Basin that extends across southeastern New Mexico and portions of western Texas.

The rules, two years in the making, were announced by U.S. officials at the United Nations COP28 climate change conference in Dubai. Methane tends to leak into the atmosphere undetected from drill sites, gas pipelines and other oil and gas equipment. It has more warming potential than carbon dioxide and breaks down in the atmosphere faster, so reining in methane emissions can have a more immediate impact on limiting climate change. The agency also tweaked the Super Emitter Program so that third parties send information on methane leaks to EPA directly for verification. The American Petroleum Institute, an oil and gas industry trade group, said it was reviewing the rule.

"Governor Grisham's tyranny is temporarily in check today," said Dudley Brown, president of a Colorado gun group that sued the governor. In the days after the gun ban, Albuquerque's mayor and Bernalillo County's sheriff both called for a special session of the state's legislature to deal with gun crime. The sheriff who oversees Bernalillo County and the police chief in Albuquerque said they won’t enforce the governor's order because it violates constitutional rights. Lujan Grisham defended her order as necessary, and rebuffed any calls for impeachment. Some critics have said it’s concerning that only those who want to curb gun rights have the Democratic governor’s ear. Top law enforcement officials and prosecutors have said they weren’t consulted before Lujan Grisham sprung on them an order that even she admits will be ignored by criminals. Michelle Lujan Grisham of New Mexico announced a 30-day ban on carrying firearms in public areas or state property in Albuquerque and its county, a move that she said was a necessary response to gun violence in the region but that critics denounced as unconstitutional. The ban was issued on Friday as a declaration of a public health emergency, which Ms. Lujan Grisham said allowed the state to access different resources. The executive order, which covers Bernalillo County, prohibits open and concealed firearms on state property, public schools or public parks, with exceptions only for law enforcement and licensed security guards. Residents with gun permits can still have weapons on private property. Ms. Lujan Grisham, a Democrat, said she was spurred to action after several recent fatal shootings of children, including an 11-year-old boy who was killed outside a minor-league baseball stadium this week in Albuquerque.

Michelle Lujan Grisham has declared gun violence and drug abuse a public health emergency after a string of recent deadly shootings, some involving children. The order also prohibits firearms on state property, including state buildings and schools, as well as parks and other places where children gather. Michelle Lujan Grisham's emergency order suspending the right to carry firearms in public in and around Albuquerque drew an immediate court challenge from a gun-rights group Saturday, as legal scholars and advocates said they expected. The governor, a Democrat, said the 30-day suspension, enacted as an emergency public health measure, would apply in most public places, from city sidewalks to parks. The top Republican in the New Mexico Senate, Greg Baca of Belen, also denounced Lujan Grisham’s order as an infringement on the gun rights of law-abiding citizens. Levinson said she was not aware of any other governor taking a step as restrictive as Lujan Grisham. “I don’t think it will be a political loss for (Lujan Grisham) to be overturned,” Levinson said.

As a congressman in 1994, Richardson visited reclusive communist-ruled North Korea to discuss a nuclear accord struck by Clinton. As Richardson was traveling to the country, North Korea shot down a U.S. military helicopter that had entered its territory, killing one pilot and capturing the other. Richardson stayed for weeks to negotiate, flying home with the dead pilot's remains while the surviving pilot was released soon thereafter. In 1996, Richardson negotiated the release of an American named Evan Hunziker, jailed on spy charges in North Korea. Richardson later attended a prep school in Massachusetts, where he became a star baseball pitcher with dreams of a professional career.
