LONDON — Apple and Google could face a competition investigation into their dominance of mobile web browsers and apps in the U.K. The U.K.'s Competition and Markets Authority issued a report Friday with a provisional decision from an independent inquiry group tasked by the regulator with carrying out an in-depth review of the mobile browser markets. In the report, the group recommended that the CMA investigates Apple and Google's activities in mobile ecosystems under the new Digital Markets, Competition and Consumers Act (DMCC), a new U.K. law coming into force next year which seeks to prevent anti-competitive behavior in digital markets. The DMCC is akin to the Digital Markets Act in the European Union. The group also said it found a revenue-sharing agreement between Google and Apple to make Google the default search engine on iPhone "significantly reduces their financial incentives to compete in mobile browsers on iOS."

By Mark MurrayThe razor-close presidential election could very well come down to this question: Will the infrequent voters who back Donald Trump by double digits actually turn out? And she carries the tiny share of voters who participated in 2022 but not 2020 by 9 points (52% to 43%). And he’s carrying the voters who didn’t partake in either 2020 or 2022 by 10 points (50% to 40%). On the other hand, NBC News recently observed a pair of focus groups of voters who didn’t participate in the 2020 election but are planning to this time around. WASHINGTON — Vice President Kamala Harris’ campaign is seizing on racist comments made by an ally of Donald Trump this weekend about Puerto Ricans to launch a new digital ad targeting Latino voters that argues they “deserve better” than what the former president has to offer. Beyond Pennsylvania, there are sizable Puerto Rican populations in North Carolina, Wisconsin and Michigan as well, where the race could be determined by mere margins. The Trump campaign attempted to distance itself from the remarks and some high-profile Republicans quickly rebuked them. Before Trump's event, Harris had rolled out her economic proposals for the Puerto Rican community during stops in Philadelphia, including at one Puerto Rican restaurant. The Harris campaign posted a video summarizing the policy, which was later shared on Instagram by Puerto Rican superstars like Bad Bunny, Jennifer Lopez, Ricky Martin and Luis Fonzi.

The videos are part of a seven-figure paid media strategy aimed at critical swing voters and a larger effort by the Harris campaign to court Republicans and former Trump supporters. The campaign has also hired strategists to focus specifically on conservative voters, held events to engage Republican voters in battleground states, launched Republicans for Harris to help organize grassroots programs, and rolled out endorsements from prominent Republicans. McCaffery, who lives in Pennsylvania, embodies the type of voter the Harris campaign hopes will back her as polls show the race remains close. This week, the Harris campaign will also be holding Republican voter outreach events in the battleground states across the country. New York CNN —CNN, one of the most popular news websites in the world, is starting to ask some of its visitors to pay $3.99 a month for access. The average visitor to CNN’s website, who may only read a few articles a month, will not be prompted to pay at this time. “Only after users consume a certain number of free articles will they be prompted to subscribe,” MacCallum explained. Under previous management, CNN developed a streaming video product called CNN+ in 2022 to create direct-to-consumer relationships with fans of the network. Some content, though, will remain fully accessible without a subscription, including the CNN homepage; breaking news live stories; standalone video pages; and sponsored articles.

Khan said that dynamic pricing, while a separate pricing strategy, may have helped price targeting become more prevalent as people become increasingly used to encountering it. Dynamic pricing itself has already proven controversial in some areas. Wendy's received major heat from customers after announcing plans to introduce dynamic pricing and AI-enabled menu changes as early as 2025. Later, the fast-food chain clarified that its dynamic pricing would not raise prices but rather only provide discounts.

North Carolina could prove decisive in a close presidential race, and Sen. JD Vance of Ohio, Trump's running mate, said himself that it would be "very hard" for his ticket to win in November if Democrats flip North Carolina. The source familiar with the matter said television advertisements aiming to link Trump with Robinson are "definitely on the table." In March, Trump called Robinson "Martin Luther King on steroids." North Carolina is an vital part of that plan," spokesperson Karoline Leavitt said in the statement. Trump narrowly won North Carolina in 2020, securing 49.9% of the vote to Joe Biden’s 48.6%.

For nearly a decade, governments and civil rights groups have increasingly argued that online platforms have created enormous societal costs. Many social media companies have invested heavily in content moderation over the years. In the European Union, officials are looking to hold social media companies accountable for spreading misinformation under the new Digital Services Act. In the UK, the Online Safety Act could take effect as soon as this year, requiring, among other things, social media platforms to remove illegal content. “We’re going to have to look more broadly at social media after this disorder,” UK Prime Minister Keir Starmer said in a video distributed to media Friday.

CNN —Republicans moved quickly Tuesday to try to define Minnesota Gov. Meta shares jumped 6% on Thursday after the company reported second-quarter earnings that beat Wall Street's expectations and offered a rosy revenue forecast. Revenue in the period increased 22% to $39.07 billion from $32 billion a year earlier, Meta said late Wednesday. The analysts note that Meta's capital expenditures are increasing because of AI infrastructure spend, but it is driving "tangible business results." There are also newer generative AI products that have the potential to open revenue opportunities over multiple years, they said. Barclays analysts wrote in a note Wednesday that Meta is executing at "arguably the best pace of any company in digital advertising."

CNN —Mark Thompson, the CNN chief executive appointed last year to modernize the news network, unveiled a set of sweeping changes to the iconic outlet Wednesday, announcing plans to build a billion-dollar digital business, experiment with artificial intelligence and overhaul key newsroom structures. Mark Thompson officially started on October 9 as CNN's chief executive and chairman and will also act as the network's editor-in-chief. Thompson, who is widely credited for revitalizing The Times, was appointed CNN chief executive last summer, after Licht’s tumultuous run in the job. Since then, Thompson has spoken consistently about the need to transform CNN’s business but has largely avoided offering specifics. Whether Thompson can successfully create a billion-dollar digital news business at CNN remains to be seen.

Former President Donald J. Trump’s silence to some extent reflects his desire for President Biden to stay in the race. But Mr. Trump has largely sat back and allowed the Democratic Party to dominate the debate over Mr. Biden’s political future, in a signal of his preferred opponent. Mr. Trump did appear to delight in mocking his rival in a raw video first reported by The Daily Beast on Wednesday and later shared by Mr. Trump. If Mr. Biden stepped aside, Mr. Trump would lose two lines of attack that have been central to his campaign. That message would be hamstrung if another candidate replaced Mr. Biden on the ticket.
