MANILA (Reuters) - U.S. Defense Secretary Lloyd Austin has reaffirmed Washington's commitment to a mutual defense treaty with the Philippines and criticised as "dangerous" China's use of water cannon and disruption of a Philippine resupply mission last week. In a phone call on Wednesday with his Philippine counterpart Gilberto Teodoro, Austin "reaffirmed the ironclad U.S. commitment to the Philippines" following Chinese obstruction at the Second Thomas Shoal "of a lawful Philippine resupply mission," said a statement from the Pentagon. Austin emphasised support for the Philippines in defending its sovereign rights and jurisdiction, it said. The Philippines routinely sends boats to the Second Thomas Shoal to deliver supplies to a small group of its soldiers posted to guard a warship that was intentionally grounded on a reef 25 years ago. The Philippines has been furious over what it calls repeated aggression by China's coastguard around disputed features located inside Manila's 200-mile exclusive economic zone.

MANILA/SHANGHAI (Reuters) -China's coast guard said it had taken control measures against Philippine vessels in disputed waters of the South China Sea on Saturday, while the Philippine coast guard decried the moves as "irresponsible and provocative". The incident occurred in the Second Thomas Shoal and Spratly Islands waters, according to the Chinese Coast Guard. A Philippine coast guard vessel was "impeded" and "encircled" by one Chinese coast guard vessel and two Chinese maritime militia vessels, the Philippine Coast Guard said in a separate statement. As a result, the Philippine coast guard vessel was "isolated" from the resupply boat by the "irresponsible and provocative behaviour" of the Chinese maritime forces, the Philippine coast guard said. The China coast guard implements regulations in accordance with laws, and handles matters in a reasonable, legal, and professional manner, Gan said.

Foreign Secretary Enrique Manalo also said tensions in the South China Sea were not all about a rivalry between superpowers the United States and China, and the Philippines, and others, had legitimate rights and interests to uphold. The idea of a code of conduct was hatched more than two decades ago but parties only committed to begin the process in 2017. China has chided the Philippines for encroaching on what it says is its territory. Manalo said a high-level "2+2" meeting of the defence and foreign ministers of the Philippines and United States was planned and dates not yet been finalised.

But using the internet protocol addresses, we pinpointed it to China," Paraiso said, adding the hackers were traced to be using the services of Chinese state-owned Unicom. "We are appealing to the Chinese government to help us prevent further attacks." The thwarted cyber attacks came at a time of heightened tensions with China, largely over disputed territory in the South China Sea. The Philippines is currently working on a five-year cybersecurity strategy to beef up its cyber defences to combat attacks and digital crimes.

Thirteen people died in Davao de Oro province while two were missing, and seven people were killed in neighbouring Davao del Norte, disaster agency officials said. A northeast monsoon and trough of a low pressure area brought rains in southern Mindanao region from Jan. 28 to Feb. 2, resulting in deadly floods and landslides, data from the national disaster agency show. In mid-January, 18 people died due to floods and landslides triggered by heavy rains in southern Philippines. Landslides and floods are frequent in the Southeast Asian nation, an archipelago of more than 7,600 islands that is hit by about 20 tropical storms annually.

MANILA (Reuters) - The Chinese government does not tolerate any form of cyberattacks and will not allow any country or individual to engage in such illegal activities using Chinese infrastructure, its embassy in the Philippines said. It made the assurances after the Philippines on Monday said that hackers from China last month attempted to break into government websites, including President Ferdinand Marcos Jr's personal website, but failed. Manila did not say the hackers were linked to any state, but said they were found to be using the services of Chinese state-owned company Unicom. "The Chinese government all along firmly opposes and cracks down on all forms of cyber attack in accordance with law, allows no country or individual to engage in cyber attack and other illegal activities on Chinese soil or using Chinese infrastructure," a spokesperson at the Chinese Embassy in Manila said late on Monday. Speaking to reporters while on a state visit to Vietnam, Marcos said his relationship with the vice president is "exactly the same", adding his "Uniteam" with Duterte was intact. Marcos and Duterte ran under the "Uniteam" ticket in the 2022 election, both winning a landslide victory. A man and his wife died when a concrete wall collapsed on them, while another woman was killed in a shopping mall, Dacera said. In Davao Occidental province, a 78-year-old man died after being crushed by a rock, Franz Irag, civil defense officer in the Davao region, told DWPM radio. Power supply has been restored and most roads are passable, disaster officials said, adding that reports were mostly of minor damage to homes and buildings. The Philippines lies within the Pacific "Ring of Fire," where volcanic activity and earthquakes are common.

The quake struck off Mindanao island at a depth of 60 km (37.3 miles), according to the German Research Center for Geosciences (GFZ). PHIVOLCS director Teresito Bacolcol told DZRH radio the earthquake's intensity was "destructive, so we would expect damage". The earthquake lasted several seconds, he said, advising residents to be on alert for aftershocks as strong as magnitude 6.2. Radio announcer Leny Aranego in General Santos city, close to Glan, said the quake shook buildings and desks. Michael Ricafort, an economist at the lender RCBC, said in a Facebook post passengers at General Santos City airport were evacuated to the tarmac.

REUTERS/Carlos Barria Acquire Licensing RightsMANILA, Nov 17 (Reuters) - The United States and the Philippines on Friday signed a landmark deal that would allow Washington to export nuclear technology and material to Manila, which is exploring the use of nuclear power to decarbonise and boost energy independence. "Nuclear energy is one area where we can show the Philippines-U.S. alliance and partnership truly works." U.S. Congress approval is needed for the deal, which will allow a peaceful transfer of nuclear material, equipment and information in adherence with non-proliferation requirements. The Philippines wants to tap nuclear power as a viable alternative baseload power source as it seeks to retire coal plants to help meet climate goals and boost energy security. Completed in 1984, the Bataan Nuclear Power Plant was mothballed two years later following the ouster of the older Marcos, the deadly Chernobyl nuclear disaster, and corruption allegations.
