BEIJING, China — China will offer the Taliban tariff-free access to its vast construction, energy and consumer sectors, Beijing’s envoy to Afghanistan said on Thursday, as the ailing resource-rich but diplomatically-isolated regime looks to build up its markets. “China will offer Afghanistan zero-tariff treatment for 100% tariff lines,” Zhao Xing, Chinese ambassador to Afghanistan, wrote on his official X account late on Thursday, above a photo of him meeting acting deputy prime minister Abdul Kabir. The country exported no commodities to China last year, the data shows, but Zhao has regularly posted photos of him meeting Taliban officials responsible for mining, petroleum, trade and regional connectivity since his appointment last September. “In the Horn of Africa, China’s Special Envoy Xue Bing said that the best way to resolve security and terrorism challenges is through economic development. I think they are bringing that same mindset to Afghanistan,” said Eric Orlander, co-founder of the China-Global South Project.

SRINAGAR, India — Voters lined up outside polling stations in India’s Jammu and Kashmir on Wednesday to vote in the first provincial election being held in a decade in the Himalayan region that has grappled with years of militant violence. Jammu and Kashmir is India’s only Muslim-majority territory and has been at the center of a dispute with neighboring Pakistan since 1947. Until 2019, Indian-ruled Jammu and Kashmir had a special status of partial autonomy that was revoked by Prime Minister Narendra Modi’s government. Modi’s Bharatiya Janata Party-led (BJP) government has said that revoking the region’s special status restored normalcy in the area and helped its development. The contest this time is between regional parties promising to restore the special status, India’s main opposition Congress party which has allied with a prominent regional group, as well as the BJP, which is pitching development and a permanent end to militancy.

Delhi CNN —India said Monday it had joined the world’s top nuclear powers by mastering the ability to put multiple warheads atop a single intercontinental ballistic missile. The successful test of multiple independently targetable reentry vehicle (MIRV) technology on the indigenously developed Agni-V ICBM puts India in a club that includes the United States, Russia, China, France and the United Kingdom. Neighboring Pakistan has also claimed to have MIRV technology, but experts say the claim is unverified. “Various Telemetry and radar stations tracked and monitored multiple re-entry vehicles. India did not give an exact number of reentry vehicles released during the Agni-V test, but MIRVed missiles can carry a dozen or possibly more MIRV warheads.

NEW DELHI (AP) — India has successfully conducted its first test flight of a domestically developed missile that can carry multiple warheads, Prime Minister Narendra Modi said Monday. The missile is equipped with multiple independently targetable re-entry vehicles, Modi said in a post on X, formerly known as Twitter. India has been developing its medium- and long-range missile systems since the 1990s as its strategic competition with China grows. In 2021, India successfully tested Agni-5, a nuclear-capable intercontinental ballistic missile with a range of 5,000 kilometers (3,125 miles) that is believed to be capable of targeting nearly all of China. Agni missiles are long-range surface-to-surface ballistic missiles.

Critics say Shah’s case highlights declining press freedoms in the contested region. ISLAMABAD (AP) — A senior Taliban delegation was visiting western Afghanistan’s Herat province on Monday in the aftermath of the powerful earthquake that killed at least 2,000 people over the weekend and flattened entire villages, a statement said. Aid agencies and nongovernmental groups have appealed for the international community to come forward but only a handful of countries have publicly offered support, including neighboring China and Pakistan. “CARE is deeply saddened by the devastating earthquake that struck the western province of Herat," said Reshma Azmi, the group's deputy director for Afghanistan. "This comes less than seven months after another powerful earthquake hit the country, leaving thousands homeless and displaced.”Azimi was referring to the magnitude 6.5 earthquake in March that struck much of Pakistan and neighboring Afghanistan.
