CNN —Ecuador is temporarily suspending a visa waiver agreement with China, citing evidence of irregular migration flows of Chinese citizens through the small South American country. A statement from the Ecuadorian Foreign Ministry on Tuesday said that about half of Chinese citizens who entered the country in recent months did not leave through “regular routes” or within the 90 days they were permitted to stay. In 2023, Ecuador documented 48,381 entries by Chinese nationals and about 24,240 exits, leaving a difference of 24,141 – the highest number of any nationality, according to data from the national statistics institute. By contrast, Ecuador documented around 13,000 Chinese nationals entering in 2022. The exemption will take effect on March 14, Chinese Foreign Minister Wang Yi announced on Thursday during a press conference on the sidelines of the National People’s Congress meeting in Beijing. “I wish to share with you that starting from March 14, China will further extend, on a pilot basis, visa exemption to six countries, including Switzerland, Ireland, Hungary, Austria, Belgium and Luxembourg,” Wang said. In January, China signed a reciprocal agreement with Thailand and Singapore to permanently waive tourist visa requirements for each other’s citizens from March. INDIANAPOLIS (AP) — One year after passing a law that allows Ukrainian immigrants on humanitarian parole to receive driver’s licenses, Indiana lawmakers are trying to repeal it after a federal judge recently ruled that the law must extend to all parolees. A group of Haitian immigrants living in Indiana under the same federal designation sued the state over the law, saying it was discriminatory and unconstitutional. The American Civil Liberties Union of Indiana and the National Immigration Law Center are representing the Haitian immigrants in the ongoing lawsuit, which seeks to permanently undo the Ukrainian stipulation. Gavin Rose, senior staff attorney with the ACLU of Indiana, told The Associated Press it's not clear how the suit would be affected if the bill, House Bill 1162, becomes law. “I think that status is being granted to people that we would have problems with.”The bill passed 89-8 in the Republican-controlled state House without debate and now advances to the state Senate.

With the 2024 presidential campaign shaping up as a likely rematch between Biden and Trump, immigration has moved to the forefront as one of the president's biggest potential liabilities. “If that bill were the law today, I’d shut down the border right now and fix it quickly,” Biden said last weekend. That was due in part to a lack of cooperation from many cities and states whose leaders opposed Trump’s immigration policies. Wayne Bowens, a 72-year-old retired real estate agent in Scottsdale, Arizona, said he's disgusted by both Biden and Trump's recent border moves. Most Republicans, 55%, say the government needs to focus on immigration in 2024, while 22% of Democrats listed immigration as a priority.

Nine Democratic governors have joined together to urge the Biden administration and congressional leaders to address what they call “a humanitarian crisis” created by the surge of migrants seeking refuge in the United States. The governors, led by Gov. “It is clear our national immigration system is outdated and unprepared to respond to this unprecedented global migration,” reads the letter, which is signed by Ms. Hochul and the governors of Arizona, California, Colorado, Illinois, New Mexico, Massachusetts, New Jersey and Maryland. Last year, President Biden proposed a $106 billion package that included aid to states and localities as well as more funding for border security and deportations, along with aid to Ukraine. But like so many other immigration-related proposals of the past, his effort failed to garner the bipartisan support necessary to pass a divided Congress.

CNN —It has been a year since China reopened its borders, but despite loosening its stringent Covid-19 restrictions, foreign travelers have been slow to return to the country with numbers down more than 60% from pre-pandemic levels. China’s border authorities recorded 35.5 million entries and exits by foreign nationals in 2023, according to the National Immigration Administration. That’s nearly seven times more than the number from 2022, when the country was deep in its three-year self-imposed Covid isolation. More than half of the border crossings made by foreign travelers in 2023 were recorded in the last three months of the year, according to data from the National Immigration Administration. Chinese authorities issued a total of 711,000 residency permits of various types to foreign nationals living in the country in 2023, Zhang added.
