New York City declared a drought warning on Monday, its first in 22 years, as the Northeast deals with severe dry conditions and brush fires during a historically dry autumn. The last drought warning in New York City was issued in 2002. Under a warning city agencies adopt drought protocols and voluntary water conservation is encouraged for New Yorkers. New York City's water supply needs almost 8 inches of rain to reach normal levels, officials said. Kathy Hochul also declared a statewide drought watch on Monday citing “a historic shortage of rainfall” and elevated 15 counties in the Mid-Hudson region and New York City, to a drought warning.

An 18-year-old New York state employee was killed while battling a wildfire in Orange County's Sterling Forest Saturday. Dariel Vasquez, an aid working for the New York State Parks, Recreation, and Historic Preservation Department, was helping mitigate the forest fire when he was killed, New York State Police said in a statement. “I am deeply saddened by the passing of one of our New York State Parks employees while responding to a wildfire in Orange County yesterday," Gov. In Massachusetts, a brush fire is burning in Lynn Woods Reservation, a forest park in Essex County. A train operator is dead and 23 are injured after a New Jersey Transit train hit a tree early Monday, officials say. But the lack of toilet paper isn’t a direct result of a major port strike Tuesday. Reports of shortages filled social media Tuesday, showing empty shelves where toilet paper and, to a lesser extent, paper towels were supposed to be. The overwhelming majority — more than 90% by some estimates — of US toilet paper consumption comes from domestic factories. Bob Menendez, the New Jersey Democrat convicted last week in a federal bribery case, will resign his Senate seat effective Aug. 20, NBC News reports. Menendez said last Wednesday that that he would quit the Senate as a result of his criminal conviction, but he had not given a date. New Jersey Gov. Phil Murphy, who is also a Democrat, will appoint a senator to fill out the brief remainder of Mendendez's term. Menendez was found guilty of all 16 criminal counts on July 17 in Manhattan federal court in a case where he was accused of accepting bribes, which included cash and gold bars, in exchange for taking actions that benefited the governments of Egypt and Qatar.
