Trade between the US and Mexico reached $263 billion during the first four months of this year. That pushed Mexico past China and Canada as the top trade partner since the start of the pandemic. The Biden administration is taking aggressive action that includes cutting off supplies of advanced semiconductors and machines used to make them, according to Mr. Burns. “The next challenge is aligning on industrial policy with outcomes measured in 5 to 10 or even 15-year horizons. But in a capital-intensive industry like semiconductor fabs, where other countries have long supported private manufacturers, “it’s problematic that the U.S. isn’t involved,” Mr. Burns said.
