CNN —A South African court ordered police to end a standoff with illegal miners and allow emergency workers to gain access to a shaft where hundreds are believed to be holed up. On Friday, the South African Human Rights Commission (SAHRC) said in a statement it was investigating the police for restricting the miners’ essential supplies. The South African Police Service welcomed the court order but said that the ruling does not prevent the detention of illegal miners who are in good health. Three illegal miners resurfaced by Saturday afternoon, according to the police. Also on Saturday, a South African national was arrested in Kanana at a house used as a smelter – a facility used to purify gold – they added.

BEIJING — China's Singles' Day shopping festival saw consumers spend more than expected in what has otherwise been a tepid retail environment, consulting executives told CNBC. "I do think for many brands it probably will have turned out a bit better than they thought, but on a low level. Probably nobody would say we hit it out of the ballpark," said Chris Reitermann, CEO of Ogilvy APAC and Greater China. Many multinational corporations that sell consumer products in China are more cautious on the market, if not struggling, Reitermann said. But he pointed out many of the companies are still "very profitable" in the country, even if their growth has slowed to the low single digits, instead of high double digits.

Advocacy group Tax Justice Network has ranked the British Virgin Islands, followed by the Cayman Islands and Bermuda as "most complicit" in helping corporations underpay corporate income tax. The British Virgin Islands is the territory "most complicit" in helping multinational corporations underpay corporate income tax, followed by the Cayman Islands and Bermuda, according to the latest update to TJN's Corporate Tax Haven Index earlier this month. TJN estimates that the UK and its British tax havens cost other countries an estimated $84 billion in corporate taxes annually. Defending themselves against the charges made by the advocacy group, spokespersons from some of the governments said they were in full compliance with international tax standards set by the Organisation for Economic Co-operation and Development.

The IMF said in the report that emerging markets have seen a decline in the more volatile net portfolio inflows, but net inflows of foreign direct investment (FDI) has been more stable. At the same time, the report said that China saw net capital outflows over the 2022-2023 period, including net negative FDI inflows. Overall, global gross capital inflows declined to 4.4% of global GDP, or $4.2 trillion, in the 2022-2023 period, from 5.8 percent of global GDP, or $4.5 trillion, in 2017-2019. But the U.S. benefited strongly from the shifts, accounting for 41% of global gross inflows during the 2022-2023 period, nearly double its 23% share in 2017-2019. The U.S. share of global gross outflows also increased, to 21% from 14% during the same periods.

Federal prosecutors on Tuesday announced criminal charges against a Russian national, Dimitry Yuryevich Khoroshev, for allegedly creating, developing, and administrating the LockBit ransomware-as-service group. The U.S. State Department at the same time offered a $10 million reward for information leading to the apprehension and arrest of Khoroshev, a 31-year-old from Voronezh, Russia. The Treasury Department also imposed sanctions on Khoroshev, blocking all property and interests he holds in the United States or are in the possession of Americans. Khoroshev, who also is known as LockBitSupp, LockBit, and putinkrab, was charged in a 26-count indictment in U.S. District Court in New Jersey, which accuses him of personally pocketing at least $100 million from victims of the group. He typically received 20% of each ransom payment, authorities said.
