It does not participate in NATO’s nuclear planning group. Talk of a European nuclear umbrella has come from, among others, German members of the European Parliament. But Chancellor OIaf Scholz and other top security policy officials believe there is no alternative to NATO’s nuclear umbrella. NATO’s nuclear deterrence relies in part on U.S. warheads deployed in Europe using local infrastructure. NATO conducts a major nuclear exercise every year to ensure its readiness and to act as a deterrent to any would-be aggressor, primarily Russia.

Scholz arrived in Washington ready to amplify an argument Biden himself has been making for months now: A Russian win in Ukraine would imperil the West and its allies. He's also looking to highlight that Germany continues to provide robust funding for Ukraine despite budget constraints. Scholz is emphasizing the stakes of the debate for Europe and beyond as House Republicans have blocked new U.S. funding. Heather Conley, president of the German Marshall Fund in Washington, said that Scholz will be looking to hear from Biden on his “Plan B” if Congress remains at loggerheads over funding for Ukraine. U.S. National Security Council spokesman John Kirby said that Biden would make clear to Scholz that despite the “dysfunction” in the House over Ukraine funding, there's broad bipartisan support to continue to back Kyiv.

About 100 wives, mothers, children and relatives of Ukrainian soldiers attended a demonstration in the capital, Kyiv. Even so, U.S. officials say that Russian forces are experiencing morale problems as another winter campaign looms. The latest hot spot draining resources is Avdiivka, a city in the eastern Donetsk region that Russian forces partially occupy. The Washington-based think tank noted that Ukrainian military officials said that around 5,000 Russian soldiers have been killed and wounded, and 400 armored vehicles lost in the area since Oct. 10. Satellite images show the Russian military lost at least 109 military vehicles, mostly armored fighting vehicles and tanks, near Avdiivika between Oct. 10 and 20, the institute said.

BRUSSELS (AP) — It was a good thing Ukrainian Prime Minister Volodymyr Zelenskyy had his videoconference address to the European Union summit pre-slotted for the opening session. They didn't come back to the issue of Russia's war in Ukraine again before Friday's closing day of the summit. With Ukraine funding in jeopardy in the U.S. Congress, Zelenskyy is looking to leave the financial lifeline to Europe open. “If we don’t help Ukraine, then what is the alternative, really,” Estonian Prime Minister Kaja Kallas said. Why do you think that you’re safe then?”Irish Prime Minister Leo Varadkar has the answer.

COPENHAGEN, Denmark (AP) — Gale-force winds and floods struck several countries in Northern Europe as the region braced for more heavy rain on Friday. In Scotland, at least two people were reported dead and authorities searched for a man thought to be trapped in his vehicle. On Friday, the Met Office issued a new “red” warning for parts of eastern Scotland for further flooding throughout Saturday. Water levels were expected to begin dropping again on Saturday morning, Swedish meteorologists said. On Germany’s North Sea coast, the high winds had the opposite effect to the flooding on the Baltic coast, pushing the water further out and leading to very low water levels.

Queries about what the move entailed and how extensive its impact on Palestinian aid would be weren't immediately answered. According to the bloc, it has provided humanitarian aid to help meet Palestinians’ basic needs since 2000 through the European Commission’s humanitarian aid department (ECHO) and the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). Since 2000, ECHO has provided 700 million euros of humanitarian aid to Palestinians in the Gaza Strip and the West Bank. The EU’s most populous member, Germany, and its neighbor Austria, also said they were suspending development aid for the Palestinian areas. Germany isn't suspending the humanitarian aid it provides separately via international nongovernmental organizations and the U.N., the Foreign Ministry said.
