KAZAN, Russia — Almost 700 miles east of Russia's war in Ukraine, the city of Kazan is a safe enough distance for President Vladimir Putin to try and reposition himself as an international ambassador. The countries gathering for the BRICS summit, where Gavrilov is helping to chaperone delegates, share a similar mix of apparently contradictory views. Russia and Iranian protocol teams huddled together in a Kazan hotel Sunday planning the arrival of Iran’s President Masoud Pezeshkian. Russian President Vladimir Putin and UAE President Sheikh Mohammed bin Zayed Al Nahyan sign a wall at newly opened education center in Moscow on Monday. While Ukraine is a “long, long way away, the modern ballistic missile can very easily come here,” Gavrilov said.

The UAE president’s visit to the US “was mostly and almost exclusively about the future,” Gargash said. One of the US’ closest allies in the Middle East and a major recipient of US arms, it hosts 5,000 US military personnel. Wary of being deprived of US technology, the UAE has since abandoned closer cooperation with China in the field of AI and semiconductors in favor of the US. Earlier this year, Abu Dhabi’s state-backed technology firm G42 announced it had agreed not to engage with Chinese companies for advanced technology. U.S. President Joe Biden said on Thursday that a temporary port would be built in Gaza to facilitate a flow of aid by sea, initially from Cyprus. "The maritime corridor can make a real difference ... but, in parallel, our efforts to provide assistance to Palestinians through all possible routes of course will continue," Von der Leyen said. CNN —King Charles III told world leaders Friday that the warning signs of the climate crisis are being ignored and that the world is heading for “dangerous uncharted territory,” with devastating consequences for lives and livelihoods. The King called for a series of measures, including a ramp-up of public and private finance, to tackle the climate crisis and rapidly increase renewable energy. The King did not attend last year’s COP27 summit in Egypt, after the then UK Prime Minister, Liz Truss advised him against going. CNN understood at the time that, the monarch and government jointly agreed that the climate summit wasn’t the right occasion for the King’s first trip overseas as sovereign. The US announced a commitment of $17.5 million, which some experts and advocacy groups said was “embarrassing.”World leaders including India’s Prime Minister Narendra Modi, Brazil’s President Lula Da Silva, UK Prime Minister Rishi Sunak and Prime Minister of Barbados Mia Mottley are due to address delegates later.

COP28’s big challenge: green cash for poor states

Rather than drawing attention to this paucity of ambition, al-Jaber wants states to commit to trebling global capacity of renewable energy by 2030. Progress in China and the West is largely a function of cash: these regions accounted for 84% of the $1.3 trillion committed to global climate finance in 2022. They calculate that by 2030, developing countries need to invest around $2.4 trillion a year in order to decarbonise their economies. The problem is that the developed world has consistently missed targets to channel climate cash to less developed counterparts. In September al-Jaber announced a $4.5 billion scheme to deploy UAE state cash and private sector resources to help Africa decarbonise.

Saudi state news agency SPA showed footage of Crown Prince Mohammed bin Salman, the kingdom's de facto ruler, receiving UAE President Mohammed bin Zayed Al Nahyan at Riyadh's airport. Public meetings between the crown prince and Sheikh Mohammed have been rare in recent years as the close allies competed for investment and regional influence. Sheikh Mohammed attended a summit between the Gulf Cooperation Council (GCC) and the Association of Southeast Asian Nations (ASEAN) in Riyadh on Friday, Saudi and UAE state media said. Last year, Prince Mohammed and Sheikh Mohammed met when Prince Mohammed visited Abu Dhabi to offer his condolences on the death of Sheikh Khalifa, the UAE's previous president. Sheikh Mohammed also visited Jeddah last year, and the two leaders met on the sidelines of the G20 summit in November.

DUBAI, Oct 9 (Reuters) - The United Arab Emirates is refashioning state-owned Abu Dhabi National Oil Company (ADNOC) in the image of an international oil major by stepping up its global expansion and finding new revenue streams to maximise earnings for the Gulf state. The state-owned company also told Reuters it was investing in energy trading, without giving further details. ADNOC has two trading arms, both set up in 2020: ADNOC Trading, which is focused on crude oil, and ADNOC Global Trading, a joint venture with Italy's Eni (ENI.MI) and OMV which is more focused on refined products. Other recent hires include Bart Cornelissen, who left Deloitte to become ADNOC's senior vice president for group strategy and portfolio last month, according to LinkedIn. Recent senior hires for ADNOC's trading arms include alumni of Gunvor, Litasco, Shell and TotalEnergies, the employment network showed.

Chinese arms sales in the Middle East have increased by 80% over the past decade, a result of Beijing's expanding relationships there and its willingness to deliver arms faster and with fewer stipulations than Washington. Chinese arms sales to the region are "substantial and expected to continue to increase," said Ahmed Aboudouh, an associate fellow at Chatham House. The ruler of the United Arab Emirates, Sheikh Mohammed bin Zayed, is a key American ally who counts on the United States to defend his country. These deepening relationships show how a Middle Eastern leader viewed by the U.S. government as an important partner is increasingly striking out on his own path. American officials have had limited success in persuading Sheikh Mohammed to align with U.S. foreign policy — particularly when it comes to limiting Chinese military ties and isolating Russia after the invasion of Ukraine. Instead, the Emirates has thrived on inflows of Russian money, oil and gold, fueling a feeding frenzy in real estate in the glittering metropolis of Dubai. The growing ties with both American rivals and expanding economies like India are all in preparation for a world that may someday be no longer dominated by the United States.

Saudi Arabia and the UAE have signed multibillion-dollar deals for Turkish drones in recent months. Azeri Ministry of DefenseSaudi Arabia previously showed interest in procuring Turkish drones and securing rights for local production. Bakir told Insider that Turkish drones have gained "global recognition" due to their "affordability, efficiency, and lethal capabilities" and documented successes over modern battlefields. "Moreover, Saudi Arabia could use such capabilities to balance Iran's drone technology in the long run," Ozeren said. Ozeren said the Saudi deal could help Baykar "monopolize" drone technology in Turkey but noted that crucial details about the agreement remain unknown.

DUBAI, June 22 (Reuters) - Abu Dhabi National Oil Company (ADNOC) and Abu Dhabi artificial intelligence company G42 are having early discussions about a possible flotation of their joint venture technology firm AIQ, two sources with knowledge of the matter told Reuters. AIQ, which is 60% owned by ADNOC and 40% by G42, uses artificial intelligence and machine learning to optimise processes, improve planning and increase profitability for ADNOC and the wider oil and gas industry. AIQ recently hired veteran investment banker Youssef Salem as chief financial officer, the sources said. G42, which is backed by Abu Dhabi state fund Mubadala Investment Co, AIQ and Salem did not immediately respond to a request for comment. It listed its gas business in March after raising $2.5 billion from the IPO, which was the world's biggest in the first quarter.
