France has backed a plan for the autonomy of the long-disputed Western Sahara territory under Moroccan sovereignty, a diplomatic shift that immediately provoked condemnation from Algeria, a former French colony and Morocco’s rival in the region. In a letter to King Mohammed VI of Morocco that was made public on Tuesday, President Emmanuel Macron of France said that Morocco’s plan was “the only basis for achieving a just, lasting and negotiated political solution in accordance with the resolutions of the United Nations Security Council.”That was a notable departure from France’s prior position. The French authorities previously argued that Morocco’s plan for autonomy, which was put forward in 2007, was a “serious and credible” basis for discussion, but not the only one. Excerpts from Mr. Macron’s letter, which were sent to the king on the 25th anniversary of his ascension of the throne, were made public on Tuesday by Mr. Macron’s office.

Whatever the fate of the villages dotted across the Atlas Mountains, the example of Agadir shows just how difficult it is to repair the trauma of a devastating earthquake. The Managem Group in a statement denied the findings published in German newspaper Suddeutsche Zeitung that pointed to increased levels of arsenic in the water near its century-old cobalt mine at Bou Azzer in the central Moroccan desert. A 6.8 magnitude earthquake struck on Sept 8, killing more than 2,900 people, mostly in the hard-to-reach villages of the High Atlas mountains. The plan would target 4.2 million people in the worst-hit provinces of Al Haouz, Chichaoua, Taroudant, Marrakech, Ouarzazate and Azizlal, the royal palace said, following a meeting of King Mohammed VI with government and army officials. The royal palace said the plan would be funded by the govenrment's budget, international aid and by a fund set up in response to the quake.

When a devastating earthquake hit Morocco on Friday night, killing more than 2,900 people, King Mohammed VI was in Paris, where he spends a great deal of his time. It took him most of a day to return to his country and make his only public statement so far — a terse communiqué. Later on Saturday, television showed him presiding over a cabinet meeting, but there was no sound. But his low visibility and silence, coupled with the government’s response to the earthquake, have been criticized, with some saying officials are paralyzed because they are awaiting authorization for action from the king. Moroccan officials argue that they are on top of the crisis and will ask for help as they need it, adding that the king was guiding the response from the beginning.

The Chinese Red Cross said the donation will be used to help Morocco carry out rescue and disaster relief work, according to the China Daily. Chinese medical workers in Morocco have been actively helping victims, including during aftershocks, state broadcaster CGTN reported. Video in Chinese state media showed a Chinese doctor holding a baby delivered right after the 6.8 earthquake hit the region, killing more than 2,100.

Many people spent a second night in the open after the 6.8 magnitude quake hit late on Friday. The latest Interior Ministry figures put the death toll at 2,012, with 2,059 people injured, including 1,404 in critical condition. Morocco has declared three days of mourning and King Mohammed VI called for prayers for the dead to be held at mosques across the country on Sunday. PULLING SURVIVORS FROM RUBBLEThere were hopes more survivors could be found. Footage captured on Saturday in the town of Moulay Brahim, some 50 km (30 miles) south of Marrakech, showed rescuers pulling someone from the rubble.
