Despite having led India for a decade, Modi has in some ways kept his country guessing about his vision. On major issues — India’s relationships, its economy, its society and its government — it’s still unclear what sort of country Modi wants India to be. India has spent recent years deepening its relationship with the United States. It has gotten closer to American allies, including Japan and Australia, and ordered high-end American weapons systems — the kind that create dependence down the road. After Russia invaded Ukraine, the United States tried in vain to persuade India to take a stand against the war.

Tuesday’s election results, in which Prime Minister Modi sealed a rare third term, only enhance the sense of gloom and doom for Indian Muslims like me. With the BJP back in power – albeit without the supermajority it had vowed – my only hope lies in a politically weakened Modi now. A weakened Modi shall, hopefully, translate into a more robust India and more secure minorities. In the days and months to come, things could get seriously tough for Indian Muslims. It could be the norm for the rest of India soon as the BJP tries to deny Indian Muslims the right to follow Islamic laws in civil matters, a right granted by the Indian Constitution.

Jailing Ms. Roy would be not unlike America imprisoning a writer of the moral stature of Toni Morrison or James Baldwin. The charges against her represent a pivotal moment for India; If Ms. Roy is incarcerated, she will become the country’s highest-profile prisoner of conscience. Mercilessly attacked by the ruling Bharatiya Janata Party’s cheerleaders and other Hindu nationalists on Twitter, Ms. Siddiqui was accused of being a biased Pakistani Islamist hatemonger with an anti-India agenda. Eventually the White House had to step up and condemn the harassment as “antithetical to the very principles of democracy.” It felt as if everything that the White House had sought to gloss over had become embarrassingly manifest. The same cannot be said of the State Department and the White House. They would have known plenty about the man for whom they were rolling out the red carpet. Nobody in the 21st century should have to live as they do, with a boot on their throats.

India is both the world’s most populous country and the only country among the top 10 economies that has not clearly chosen a side in what President Biden calls the struggle between democracy and autocracy. On the one hand, India is skeptical of a Western-led world and has helped to finance Vladimir Putin’s invasion of Ukraine by continuing to buy Russian oil. At a White House news conference with Biden yesterday, Modi brushed aside reporters’ questions about these issues. Were the Biden administration to choose its international friends based only on their commitment to freedom and democracy, Modi’s India would be a strange nation to celebrate with White House pomp. But the reality is that the U.S. can’t have everything that it wants in foreign policy.

The message couldn’t be plainer: In Cold War II with China, the United States wants India on its side. Since Mr. Modi took power in 2014, India’s once-proud claim to being a free democratic society has collapsed on many fronts. Of the 180 nations surveyed in the 2023 World Press Freedom Index, India sits at 161, a scant three places above Russia. The Freedom in the World index has tracked a steady erosion of Indian citizens’ political rights and civil liberties. On the Economist Intelligence Unit’s Democracy Index, India has tumbled squarely into the ranks of “flawed democracies.”
