Four students were arrested on felony charges after buildings at the University of Rochester in New York were defaced with "wanted" posters targeting several Jewish faculty members, officials said. The four students were charged with felony criminal mischief and a fifth is being investigated, Quchee Collins, the university public safety chief, said in a news release Tuesday. "The posters identifying faculty, staff, and board members have instilled credible fear among those depicted, their families, and other members of our Jewish community," Mangelsdorf said in a message to the community. The university Department of Public Safety was made aware of the posters last week and immediately began removing them. The posters named certain university staff members and professors for alleged war crimes related to the conflict in Gaza, NBC affiliate WHEC of Rochester reported.

CNN —Investigators are trying to crack the mystery of how two undersea internet cables in the Baltic Sea were cut within hours of each other, with European officials saying they believe the disruption was an act of sabotage and US officials suggesting it was likely an accident. The two cables – the BCS East-West connecting Lithuanian and Sweden and the C-Lion1 linking Finland with Germany – were suddenly disrupted on Sunday and Monday. And the disruption to the cables came just weeks after the US warned that Moscow was likely to target critical undersea infrastructure. Instead, the two officials told CNN they believed it likely caused by an anchor drag from a passing vessel. The Chinese-flagged ship Yi Peng 3 was spotted in the area around the times the two cables were cut.

CNN —Several non-credible bomb threats that briefly disrupted voting at two Georgia polling places originated from Russia, Georgia Secretary of State Brad Raffensperger told reporters Tuesday. “Anything that can get us to fight amongst ourselves - they can count that as a victory.”Raffensperger, a Republican, did not elaborate on how exactly state officials determined the bomb threats came from Russia. The non-credible threats caused the temporary closure of polling places at the Etris Community Center and Gullatt Elementary in Union City, just outside of Atlanta, according to Fulton County Police. An officer told him and other voters they couldn’t enter the site to vote because of a bomb threat. “They had to remove all the workers, they couldn’t let anyone in until they assessed the threats,” said Osborne.

Philip Esformes, whose 20-year prison sentence for a massive, $1.3 billion Medicare fraud scheme was commuted in 2020 by then-President Donald Trump, was arrested over the weekend in Florida on domestic-violence related charges. Esformes is at least the seventh person who received executive clemency from Trump, and has since been charged with new crimes, according to The New York Times, which first reported this latest arrest. Court records show that Esformes was arrested Saturday and then charged with tampering with a victim or witness, and with criminal mischief involving property damage. CNBC also has requested comment from a lawyer for Esformes' ex-wife, Sherri Beth Esformes, whose divorce from him was finalized in July 2020. On Tuesday, a judge in Miami federal court set a deadline of Nov. 4 for Philip Esformes to respond to his ex-wife's filing.

CNN —A California man is facing federal charges after he allegedly tried to choke a flight attendant and “said he was going to kill everybody” while on board a Frontier Airlines flight to San Francisco that had to be diverted on Monday, authorities said. “Flight attendants investigated and discovered that Salva had his hand in the overhead compartment,” the US Attorney’s Office said. According to the Australian Federal Police, a then-32-year-old man from Western Australia was disruptive on a flight headed from Perth to Sydney. A woman has been arrested and charged with a hate crime in connection with splattering red paint on the home of the Jewish director of the Brooklyn Museum earlier this summer. Taylor Pelton, 28, was charged Wednesday with criminal mischief as a hate crime in connection with the June attack, the New York City Police Department said. In the attack, red paint was splattered on the front facade and door of Brooklyn Museum director Anne Pasternak’s Brooklyn home. The Brooklyn Museum told NBC News Friday: "We are aware the District Attorney has filed criminal charges against an individual accused of participating in the June 12 vandalism at the homes of several Brooklyn Museum leaders. Beijing claims “indisputable sovereignty” over almost all of the 1.3 million-square-mile South China Sea, and most of the islands and sandbars within it, including many features that are hundreds of miles from mainland China. Sometimes, more alarmingly, a pellet would whiz by someone outside, nearly striking them. It was, to say the least, “a quality-of-life issue,” as the police put it. It turns out the mayhem was the work of a “serial slingshot shooter,” according to the police.
