An Army investigation into the October 2023 mass shooting committed by an Army Reserve soldier, Robert Card II, found that a number of factors contributed to the Army’s inaction as Mr. Card’s mental health careened toward violence, including procedural breakdowns, missteps by commanders and rules that restrict military authority over reserve soldiers when they are out of uniform. But the report said the Army saw no link between his mental health problems and the years he spent working as a grenade instructor, repeatedly exposed to explosions on the practice range. Every summer for eight years, Mr. Card taught cadets at the U.S. Military Academy at West Point to use heavy weapons, including machine guns and shoulder-fired anti-tank guns. For five of those years, he worked on the grenade range, where about 2,400 grenades exploded over a two-week period. By age 40, he wore hearing aids.

Austin’s trip to the Cambodian capital marks his second visit to the Southeast Asian country as Secretary of Defense but is the first time a United States defense chief has traveled to Cambodia specifically to hold a bilateral meeting with his counterpart, Defense Minister Tea Seiha. The outreach reflects the US’ desire to forge a better relationship with Cambodia, defense officials said, particularly as Beijing’s influence over the country has only continued to grow in recent years. “There are no doubts about where our concerns are,” a Pentagon spokesperson said following Austin’s meetings, when asked about Ream. CNN —Staff and visitors have been left stranded and buildings submerged at Kenya’s famous Maasai Mara nature reserve, as the death toll in catastrophic flooding in the country’s southwest rose to at least 188 people. Local authorities ordered some tourist facilities in the National Reserve to close after River Talek, one of the tributaries of the Mara River, burst its banks and swept through more than a dozen riverside tourist lodges and camps. In Maasai Mara, camp owners were told to leave the affected properties and “move to higher ground further away from River Talek,” governor of Narok county Patrick Ole Ntutu said on Wednesday. Parts of Maasai Mara National Reserve were left submerged by the flooding. Authorities said they had deployed two helicopters to rescue stranded tourists and local staff around the national reserve after receiving distress calls.

WASHINGTON (AP) — The Supreme Court is allowing West Point to continue taking race into account in admissions, while a lawsuit over its policies continues. The justices on Friday rejected an emergency appeal seeking to force a change in the admissions process at West Point. The military academy had been explicitly left out of the court’s decision in June that ended affirmative action almost everywhere in college admissions. Lower courts had declined to block the admissions policies at both schools while the lawsuits are ongoing. Only the West Point ruling has been appealed to the Supreme Court.

The court’s order rejected a request for emergency relief from Students for Fair Admissions, a conservative group that has repeatedly challenged the consideration of race in higher education, as a lawsuit moves forward.
