WASHINGTON — Divided House Republicans stumbled last week in their effort to pass Speaker Mike Johnson’s bill to fund the government. “A government shutdown is always a bad idea, at any time,” Senate Minority Leader Mitch McConnell, R-Ky., told reporters. The speaker’s initial strategy had called for a six-month continuing resolution (CR) tied to the SAVE Act, legislation backed by Republican presidential nominee Donald Trump requiring proof of citizenship to vote. It’s unclear whether Johnson this week will try to tweak the SAVE Act approach or try something entirely different. Republicans see the SAVE Act as a mechanism to try to force politically vulnerable Democrats into a difficult position.

Following Donald Trump’s lead, Johnson has tied a six-month funding bill to the SAVE Act, which would overhaul voting laws to require people to show proof of citizenship when registering to vote. Senate Majority Leader Chuck Schumer, D-N.Y., Democrats and some Republicans are pushing for a “clean” funding bill that would keep the government open until December, after the election. The government will shut down at 12:01 a.m. on Oct. 1 unless Republicans and Democrats strike a deal to extend funding. Because of their miniscule majority, House Republicans can only afford four GOP defections if all lawmakers vote. “I’m a firm NO on bankrupting the nation and a YES on election integrity,” Mills said.

Washington CNN —GOP Rep. Marjorie Taylor Greene announced Wednesday she will force a vote over House Speaker Mike Johnson’s ouster next week – a move that comes after Democrats have said they will vote to kill the effort and ensure Johnson doesn’t lose his job. “This motion is wrong for the Republican Conference, wrong for the institution, and wrong for the country,” the speaker said in a statement after Greene’s announcement. Greene originally filed the motion to oust Johnson in March amid conservative anger over the Louisiana Republican’s handling of the government funding fight. A floor vote to oust Johnson would require a majority to succeed, but it can still be preempted. Speaker Mike Johnson’s push to advance an aid package for Ukraine in the face of vehement opposition from his own party was never going to be easy. Both of those concessions, agreed to by former Speaker Kevin McCarthy more than a year ago, are now tormenting Mr. Johnson as he tries to push through a $95 billion aid bill for Ukraine, Israel and Taiwan. House Republicans took a critical step late Thursday night toward bringing up the long-stalled foreign aid bill for Ukraine and Israel, after being forced to rely on Democratic votes to move a plan to consider it out of a key committee and onto the floor. The 9-to-3 vote in the critical Rules Committee was an early step in the convoluted process the House is expected to go through over the next couple of days to approve the $95 billion aid package. But Democrats on the panel stepped in to save it in an extraordinary breach of custom. All Democrats voted to advance the plan out of committee. The Rules Committee has traditionally been an organ of the speaker, and legislation is typically advanced to the floor in a straight party-line vote.

Speaker Mike Johnson’s elaborate plan for pushing aid to Ukraine through the House over his own party’s objections relies on an unusual strategy: He is counting on House Democrats and their leader, Representative Hakeem Jeffries of New York, to provide the votes necessary to clear the way for it to come to the floor. Given Republicans’ tiny margin of control, Mr. Johnson will need their support on the aid itself. But before he even gets to that, he will need their votes on a procedural motion, known as a rule, to even bring the legislation to the floor — an unconventional expectation of the minority party. That puts Democrats once again in a strange but strong position, wielding substantial influence over the measure, including which proposed changes, if any, are allowed to to be voted on and how the foreign aid is structured. After all, Mr. Johnson knows that if they are unsatisfied and choose to withhold their votes, the legislation risks imploding before it even comes up.

Still, sources believe Emmer is working to improve his stock inside both the House GOP and MAGA world, and keeping his options open for the future. Others who could be waiting in the wings: House Majority Leader Steve Scalise, who also previously ran for speaker, and House GOP Conference Chair Elise Stefanik, a top Trump ally. During the press conference, Johnson got some key backup from the former president. And a large swath of the House GOP conference agrees. Louisiana GOP Rep. Garret Graves warned against the idea of ousting Johnson without another speaker candidate waiting in the wings.

They scuttled House Speaker Mike Johnson’s plan to extend the FISA Section 702 program with minimal tweaks. It is true that the FBI obtained warrants through FISA to wiretap Carter Page, an adviser to Trump’s first presidential campaign. According to the National Security Agency, 60% of what appears in the Presidential Daily Brief has some data that comes from the 702 program. The 702 program has been updated in the years since its inception, including in 2018, to include new protections to minimize Americans’ communications from being accessed without a warrant. Additionally, these proposals would bar the government from sidestepping warrant requirements by simply buying the data of Americans from so-called data brokers.

In the letter, Greene laid out a detailed case against the speaker, accusing Johnson of failing to deliver on promises he ran on and breaking legislative procedural rules. She even blamed him for jeopardizing the House Republican majority by not doing more to prevent some retiring GOP members from leaving Congress early. Part of the argument to try and dissuade Greene from moving forward with the process, according to sources, is that ousting Johnson would only deliver Democrats the House majority. “And no, electing a new Republican Speaker will not give the majority to the Democrats. That only happens if more Republicans retire early, or Republicans actually vote for Hakeem Jeffries.
