Washington CNN —The Israeli government has failed to meet criteria set out by the US to improve the humanitarian situation in Gaza, a group of eight humanitarian aid organizations said in a joint “scorecard” released Tuesday. “Israel not only failed to meet the U.S. criteria that would indicate support to the humanitarian response, but concurrently took actions that dramatically worsened the situation on the ground, particularly in northern Gaza,” the organizations said. Section 620i of the US Foreign Assistance Act requires the US to halt security assistance to governments who restrict US humanitarian aid. “Israeli forces repeatedly attacked humanitarian sites and frontline responders during the 30-day period,” the scorecard said. The humanitarian scorecard noted that “the effectiveness of international diplomatic efforts to alleviate the humanitarian crisis in Gaza hinges on the willingness of the United States and other countries to push Israel to comply with these priorities.”

On the anniversary of the October 7 Hamas attacks, Gaza’s north was hit with more Israeli strikes, with no end in sight to the war devastating the enclave. Israel’s objective of defeating Hamas still seems far from reach as its military offensives in Gaza continue to ramp up. Israel launched a new ground operation in northern Gaza on Sunday and encircled the Jabalya refugee camp, where it says it saw signs of Hamas regrouping. A new military ground operation was launched on Sunday in Jabalya, northern Gaza, where the military said it is encircling the area after it saw signs of Hamas rebuilding. Earlier this year, Israel’s military said it had defeated Hamas in northern Gaza, only to announce new operations there in May. Ahead of the Israeli military announcements Monday, hospitals said they had received five bodies and several injured people following Israeli “artillery fire” in Beit Lahia, northern Gaza. The Israel military said it intercepted five projectiles launched from northern Gaza on Monday. Earlier in the day, nine projectiles were launched from southern Gaza, injuring two people, the military said.

UNITED NATIONS, Dec 28 (Reuters) - The United Nations said on Wednesday that some "time-critical" programs in Afghanistan have temporarily stopped and warned many other activities will also likely need to be paused because of a ban by the Taliban-led administration on women aid workers. "Banning women from humanitarian work has immediate life-threatening consequences for all Afghans. But we foresee that many activities will need to be paused as we cannot deliver principled humanitarian assistance without female aid workers." The ban on female aid workers was announced by the Islamist Taliban-led administration on Saturday. Four major global groups, whose humanitarian aid has reached millions of Afghans, said on Sunday that they were suspending operations because they were unable to run their programs without female staff.
“While respect for human rights is unquestionably a high priority, we have many other equities at stake,” McCulley wrote. He said the focus on human rights had sent relations between the two countries into the “lowest ebb” in his three years there. Nigeria’s human rights record wasn’t only a moral issue – it was a legal one. Working under these laws provided “openings to incentivise and institutionalise” human rights protections within the Nigerian military, the State Department said.
