The International Criminal Court issued arrest warrants Thursday for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant, as well as Hamas military chief Mohammed Deif, for alleged crimes against humanity and war crimes. The ICC accused Netanyahu and Gallant of a string of human rights abuses in the Gaza Strip, where local health officials said the death toll from the Israeli military's yearlong assault on the Palestinian enclave had now passed 44,000. Both Israel and the United States do not recognize the jurisdiction of the ICC, which has no police to enforce its warrants. But the warrants do put the Israeli officials at risk of arrest in other countries, including much of Europe. In its announcement Thursday the ICC rejected challenges from Israel to its jurisdiction.

But the order carries significant moral weight, it is likely to restrict the leaders’ travel around the world, and it further isolates Israel as it prosecutes wars in Gaza and Lebanon.

CNN —Israeli strikes on northern and central Gaza killed at least 87 Palestinians in 24 hours, local health authorities said, as the death toll in the enclave surpassed 44,000. At least 65 people were killed in Israeli strikes on northern Gaza overnight, a medical official in the enclave told CNN on Thursday, adding that the toll expected to rise. Dr. Hossam Abu Safiya, director of the Kamal Adwan Hospital in Beit Lahiya, northern Gaza, told CNN on Thursday morning that casualties were still being brought to the hospital. The strikes come as the death toll in Gaza climbs after Israel’s renewed offensive in the north of the territory. Meanwhile in Lebanon, Israel launched airstrikes on the southern suburb of Beirut early Thursday, according to Lebanon’s state-run National News Agency (NNA).

Health care officials in northern Gaza warned of severe shortages in medical supplies on Wednesday as Israeli bombardment in the area intensified. Israeli officials were Wednesday scrutinizing an unusually stern letter from the U.S. government threatening to review military assistance to the government of Prime Minister Benjamin Netanyahu if it continued to block essential aid from entering the Gaza Strip. People involved in aid distribution in Gaza told NBC News that several trucks had entered Gaza City in the north of the enclave, but that aid had not been distributed elsewhere. Since Sept. 30, he said, “only 12 trucks of food have actually made it to the population” through the Erez border crossing in northern Gaza. While the U.N. only counts its own trucks, Israel includes commercial vehicles in its tallies. CNN —For the first time in Rwanda’s history, its health ministry is dealing with an outbreak of Marburg virus disease, a rare but deadly hemorrhagic disease similar to Ebola – but unlike Ebola, there is no treatment or vaccines for Marburg, and it has a fatality rate of 88%. In addition to sending medical supplies, the World Health Organization said over the weekend that it is deploying a team of seven global experts in hemorrhagic disease to Rwanda who can provide guidance for public health experts on the ground. The US Centers for Disease Control and Prevention said Monday that it is also sending experts to Rwanda to help support testing and contact-tracing efforts. There are no cases of Marburg in the United States, and the risk to Americans with this outbreak is low. Unlike in some other sub-Saharan African countries that have dealt with Marburg virus disease, Rwanda has a strong public health system, according to WHO.
