25 Jump Scares That Still Make Us Jump The floor creaks, the music turns ominous and an uneasy quiet sets in. With Times film writers, filmmakers and stars weighing in, we ranked the 25 jump scares that still get us every time. Jump scares are considered the fart jokes of horror: cheap, easy and lowbrow. More ingenuity goes into certain jump scares than entire movies. Jump scares have an advantage online, where context shifts rapidly.

The nature of illegal lockouts means they are hard to track directly. One of the responding officers calls a sergeant over, who says there's nothing else they can do. While only 14% of lockout calls led to a police report, 86% of calls about shoplifting did. As they walk over, one of the officers tells the other to look up "illegal lockout" on his phone. A 2006 bill that would have defined illegal lockouts for all Illinois residents was defeated.

CNN —Keegan Bradley was unveiled as Team USA’s 2025 Ryder Cup captain on Monday, a surprise turn of events after Tiger Woods was widely tipped to assume the role. The Ryder Cup is unlike any other competition in our sport, and this edition will undoubtedly be particularly special given the rich history and enthusiastic spectators at this iconic course. “I am proud and excited to name Keegan Bradley as Captain of the 2025 United States Ryder Cup Team,” said Lindert. “Keegan’s past Ryder Cup experience, strong relationships and unwavering passion for this event will prove invaluable as he guides the U.S. Despite a positive 4-3-0 record at Ryder Cups as a player, Bradley has never tasted victory at the event.

There are certain things the fashion industry will always love: The young and beautiful. By those metrics, Dan Colen is giving fashion a lot to love right now. A blue-chip artist represented by the mega-gallery Gagosian, he founded a farm called Sky High that donates 100 percent of its food to local pantries in upstate New York. Among the infamous work from that time were the “hamster nests” Mr. Colen created with Dash Snow. Snow ejaculated on newspapers while Ryan McGinley photographed the whole scene, including Mr. Colen’s oft-mentioned genitals.

PUNXSUTAWNEY, Pa. (AP) — Punxsutawney Phil predicted an early spring Friday at Gobbler’s Knob in Pennsylvania, the scene of the country’s largest and best known Groundhog Day celebration in the United States. Just after sunrise Friday, the Punxsutawney Groundhog Club announced Phil did not see his shadow, which will usher in early springlike weather. A bundled-up crowd, some wearing groundhog-themed hats, watched musical performances and fireworks as they waited for sunrise and the appearance of Punxsutawney Phil. Phil predicts more winter far more often than he sees an early spring, not a bad bet for February and March in western Pennsylvania. The 1993 blockbuster film “Groundhog Day,” starring Bill Murray, fueled interest in Punxsutawney Phil and inspired informal observations far and wide.

ATLANTA (AP) — Georgia's state Supreme Court on Wednesday refused to approve rules for a new commission to discipline and remove state prosecutors, meaning the commission can't begin operating. In an unsigned order, justices said they have “grave doubts” about their ability to regulate the duties of district attorneys beyond the practice of law. Beyond the hurdle of state Supreme Court approval of rules, four district attorneys are suing to overturn the commission, arguing that it unconstitutionally infringes on their power. The Georgia law states a prosecutor can't refuse to prosecute whole categories of crimes, but must instead decide charges case by case. It applies both to district attorneys and elected solicitors general, who prosecute lower-level crimes in some Georgia counties.

After Hamas, which controls Gaza, attacked Israel on Oct. 7, photographers documented moments of mourning and later, mobilization. Israel retaliated by bombarding Gaza with airstrikes; a photographer in the Gaza City neighborhood of Al-Nasr captured images of children looking toward the sky, fearing aerial attacks. Over the past two weeks, the photojournalism of The New York Times has relayed the horror and human cost of the conflict. NEW YORK/WASHINGTON, April 10 (Reuters) - A Goldman Sachs & Co (GS.N) unit has agreed to pay $15 million to settle U.S. Commodity Futures Trading Commission (CFTC) charges that it failed to make proper disclosures and communicate fairly to swap customers, the regulator saidon Monday. In 2015 and 2016, Goldman opportunistically sold clients on so-called "same-day" swaps at times that financially benefited the bank and hurt the customers, the CFTC said in a settled order. The firm did not disclose key marks to customers for assessing the swap's value and did not communicate to them in a fair and balanced manner, the regulator said. By depriving clients of transparency into the relative value of the swaps it was offering, Goldman violated CFTC's business conduct standards for swap dealers, the regulator said. The "CFTC will aggressively pursue swap dealers that violate these business conduct standards" that promote fairness in the swaps market, enforcement director Ian McGinley said in a statement.
The CFTC has played a less conspicuous role than the SEC in policing the crypto market but has brought enforcement cases against BitMEX and Coinbase. WASHINGTON—The Commodity Futures Trading Commission hired a former cybercrime prosecutor who oversaw some early federal cases involving cryptocurrencies as its enforcement chief, the latest example of regulators adapting to the risks posed by digital assets and other financial innovations. In his new post, Ian McGinley oversees a team of 120 civil-enforcement attorneys who investigate fraud and misconduct in futures markets tied to energy and agricultural commodities, as well as the newer world of digital assets that qualify as commodities, CFTC Chairman Rostin Behnam said Monday in an interview.
Law firms Akin Gump Strauss Hauer & Feld LLP FollowNEW YORK, Feb 28 (Reuters) - The U.S. Commodity Futures Trading Commission (CFTC) has hired a former New York prosecutor with expertise in cryptocurrency and cyber crimes to lead its enforcement unit, the agency said in a statement on Tuesday. CFTC Chairman Rostin Behnam in the statement described McGinley as a "leader in combatting modern financial fraud". "His background as a prosecutor with unique experience in commodities, crypto, and cyber-crimes and frauds makes him an ideal person to lead the CFTC’s enforcement team," Behnam said. McGinley, whose appointment is effective immediately, replaces the CFTC's acting director of enforcement and veteran CFTC official Gretchen Lowe. Denise Rich and her husband Matt moved from the DC area to Melbourne, Florida, last year. I work in the defense and intelligence industry and my husband works in the defense industry. It would make sense to go there where there are a lot of defense industry jobs. But, the thing we miss the most about the DC area is all of the restaurants and breweries and wineries there. Most of the meet-ups we've been doing are over here in the Melbourne area, but we're doing one over in Winter Park.
A plea bargain may be out of reach for Sam Bankman-Fried, according to a former federal prosecutor. The buck presumably stopped with him. But it's unclear if Bankman-Fried can point the finger at others. He could still offer a quick guilty plea, similar to what Bernie Madoff did in 2009 after his Ponzi scheme was exposed. But Madoff got a substantial sentence anyway, McGinley noted, so "the options here are very limited" for Bankman-Fried.
A Republican-led county in Arizona that flouted a statutory deadline for election certification ended up certifying its results Thursday shortly after a judge ordered officials there to take action. Officials in Cochise County voted 2-0 to accept the results of the Nov. 8 election, enabling statewide certification to move forward Monday. Ann English, the sole Democrat on the three-member Board of Supervisors, and Vice Chair Peggy Judd, a Republican, voted to approve the election results. Hobbs lauded Pima County Superior Court Judge Casey McGinley's order compelling the county to canvass its results. Voters in Cochise County largely favored Lake, a prominent election denier who has refused to concede.
