APIA, Samoa — The leaders of the Commonwealth grouping of nations met on Thursday ahead of a summit in the South Pacific nation of Samoa that will feature talks on climate change and the question of reparations for Britain’s role in transatlantic slavery. More than half of the Commonwealth’s members are small nations, many of them low-lying islands at risk from rising sea levels caused by climate change. Among them is Tuvalu, whose climate change minister, Maina Vakafua Talia, urged the grouping to strive for the Paris Accord’s warming goal of 1.5 degrees C (2.7 degrees F), calling new fossil fuel projects a “death sentence” for his country. Island leaders are expected to issue a declaration on ocean protection at the summit, with climate change being a central topic of discussion. “Climate change is an existential threat,” Australian Foreign Minister Penny Wong told a press conference after a meeting with counterparts.

More bones followed, and at first, archaeologist Thomas Sutikna and his team thought they had uncovered the ancient fossils of a child. And the newly studied fossils represent an earlier hobbit who was 2.4 inches (6.1 centimeters) shorter than the first specimen. Homo erectus was the first ancient human to migrate out of Africa about 1.9 million years ago. Together, the Homo floresiensis fossils paint a portrait of a hardy species able to adapt and thrive despite the presence of hulking Komodo dragons. Liang Bua cave is the only other place where hobbit fossils have been found. The Mata Menge humerus fragment (left) is shown at the same scale as the humerus of Homo floresiensis from Liang Bua. Artist Abel Ortiz (L) gives US Attorney General Merrick Garland (R) a tour of murals of shooting victims on January 17, 2024 in Uvalde, Texas. The Justice Department is planning this week to release findings of an investigation into the 2022 school shooting in which 21 people were killed. Poor coordination, training and execution of active-shooter protocol contributed to a law enforcement response that can only be described as a "failure," the report said. The 600-page findings describe a chaotic scene that should have triggered a number of coordinated responses by law enforcement officers who first arrived at the school. Steven C. McCraw, Director and Colonel of the Texas Department of Public Safety, speaks during a press conference about the mass shooting at Robb Elementary School on May 27, 2022 in Uvalde, Texas.

“One of the biggest problems is the fragmentation of the forest,” said Luís Paulo Ferraz, executive director of the Golden Lion Tamarin Association, known by its Portuguese acronym AMLD. In the canopy above, the small golden monkeys with long tails were jumping from one branch to another. In the specific region of the Atlantic forest where golden lion tamarins can be found, the forest is down to just 2% of its original size, Ferraz said. In the 1970s, when scientists began efforts to save the species, there were just 200 golden lion tamarins left, according to AMLD. And in spite of a bad bout of yellow fever in 2018 — when the population dropped more than 30% in a matter of months — there are now more golden lion tamarins than at any time since conservation efforts began.

Kimberly Mata-Rubio, whose daughter was killed last year in a mass shooting at an elementary school in Uvalde, Texas, lost a special election to become mayor of a city that has struggled with divisions in the aftermath of the tragedy, The Associated Press reported. Mr. Smith, a senior vice president at First State Bank of Uvalde, was first elected to the City Council in 1994, and then as mayor in 2008 and in 2010. In his campaign, he also called for better communications among police agencies and mobilizing volunteers from the community to help those in need. During her campaign, many voters responded to Ms. Mata-Rubio’s many tributes to the daughter she lost, Lexi Rubio, whose image and favorite color were enshrined on some of her mother’s campaign materials. Ms. Mata-Rubio demanded more accountability for the slow police response to the shooting and advocated stronger gun laws, in addition to calling for more attention to fixing roads and adding stop signs.

On a recent Saturday morning, a day after what would have been Lexi Rubio’s 12th birthday, dozens gathered in the Texas city of Uvalde for a run in her honor. Blasting Lexi’s playlist, Kimberly Mata-Rubio, her mother, took off from under a towering mural of Lexi, one of 19 children and two teachers killed in a shooting at her school last year. This was more than a fund-raising run for charity — it was also a campaign event of sorts, as Ms. Mata-Rubio and the other competitors made their way past a series of signs in yellow (Lexi’s favorite color) announcing her candidacy for mayor. Ms. Mata-Rubio, a former news reporter, would be the first woman and only the third Latino to lead the Hispanic majority city, one that has been bitterly divided in the aftermath of one of the nation’s deadliest mass shootings. Her campaign, in which she is vying with a veteran local politician and an elementary school art teacher, often prominently features her daughter’s favorite color and reminders of a tragedy that many would prefer to leave in the past.

NASHVILLE, Tenn. (AP) — For nearly a week, families whose lives were upended by a Nashville elementary school shooting took turns sharing dark details to Tennessee lawmakers. Meanwhile, families have waded into the legislative process, uncovering and reliving personally painful details before lawmakers — privately, publicly or both — with mixed results. The inaction this year in Tennessee was markedly different than how Florida reacted five years ago to a massive school shooting. Parents offered similar pleas in Tennessee last month during a brief special legislative session called by Republican Gov. For many parents, it signaled they would likely retell and relive these dark moments for many more months, as they pledged to seek change next legislative session and in the 2024 statehouse elections.
