As Election Day approaches, the campaigns are putting significant time and attention toward courting Black men, seen as a crucial — and potentially movable — voting bloc in a tight presidential race. According to an NBC News review of police hiring laws in Illinois, Grayson’s hiring did not appear to have violated state or local police hiring policies. And an NBC News review of hiring practices around the country shows that there is a patchwork of hiring standards that vary from state to state and from community to community. Experts say the hiring standards in many small law enforcement agencies are often lower than those of large city agencies. In Illinois, in addition to its state law, city councils and county commissions can also set their own stricter hiring rules. Using the California hiring standards as a model, Guller tells his clients to send seasoned investigators out to interview a person’s former romantic partners, neighbors, employers and even patrons at their favorite bars.

In the days before she was killed, Sonya Massey was having death premonitions. She kept telling her family that she was going to die, that someone was going to kill her. On July 6, a local sheriff’s deputy became the incarnation of her fears: He shot her in the face in her own kitchen. Massey, a 36-year-old Illinois woman, had called 911 because she thought there was an intruder in her house. Grayson shot her at close range as she ducked behind a counter saying she was sorry.

CNN —Newly released audio recordings show the former Sangamon County, Illinois, sheriff’s deputy who fatally shot Sonya Massey was previously reprimanded at another agency for filing an inaccurate report about a traffic stop and pursuit. “If we can’t trust what you say and what you see, we can’t have you in our uniform,” Miller told Grayson. “Others will say you have no integrity, and you’re lying to get to that traffic stop,” Miller said at another point. He resigned from Logan County in April 2023, state records show. The conversation appears to coincide with an internal review detailed in Grayson’s Logan County Sheriff’s Office disciplinary records previously obtained by CNN.

He also failed to obey a command while working for another sheriff’s office in Illinois and was told he needed “high stress decision making classes,” the agency’s documents reveal. Bodycam footage from another deputy showed Massey saying she rebuked Grayson, and Grayson responded by threatening the 36-year-old. In May 2022, Grayson started working at the Logan County Sheriff’s Office in Illinois, records show. Then he started working full-time with Auburn police, the Logan County Sheriff’s Office, and finally the Sangamon County Sheriff’s Office in May 2023. He resigned from the Logan County Sheriff’s Office in April 2023.

On July 6, Sonya Massey called 911 to report an intruder. The situation escalated after Ms. Massey went to turn off her stove. There still a lot we don’t know about the Massey situation, including if she was experiencing mental distress. But the killing of Ms. Massey is a cold reminder of how little has changed in the years since. In a case that has drawn the attention of President Biden, the Illinois State Police on Monday released disturbing body camera footage that showed a sheriff’s deputy fatally shooting a woman in the head in an exchange over a pot of water. Ms. Massey, who was Black, had called the police early that morning because she believed an intruder had entered her home in Springfield, Ill., according to her lawyers. The deputies followed Ms. Massey inside and asked her for identification while she sat on a sofa, footage shows. Ms. Massey then got up to remove a pot of hot water from the stove. As she was handling the pot, several feet away from the deputies, Ms. Massey said twice to the deputies, “I rebuke you in the name of Jesus.”
