WASHINGTON — The Senate voted Monday to approve the promotion of a general who oversaw troops during the U.S. withdrawal from Kabul, Afghanistan, after it had been blocked by a Republican senator aligned with President-elect Donald Trump. The Senate voted by unanimous consent, meaning all 100 senators agreed, to approve Army Lt. Gen. Christopher Donahue's promotion to four-star general to oversee U.S. Army forces in Europe. Sen Markwayne Mullin, R-Okla., had blocked Donahue’s promotion, NBC News reported last month, citing a Senate aide. Donahue, who was commander of the 82nd Airborne Division during the Kabul withdrawal in 2021, was the subject of a viral photograph as the last soldier to board a U.S. military plane out of Afghanistan. An inspector general's report in 2022 found that decisions by both Biden and Trump contributed to the troubled exit from Afghanistan.

CNN —The mother of Pete Hegseth, President-elect Donald Trump’s pick to lead the Department of Defense, sent an email to her son in 2018 that sharply criticized his treatment of women, The New York Times reported Friday. Penelope Hegseth told her son in the email that there are “many” women whom he has “abused in some way” and encouraged him to “get some help,” according to the email published by The Times. According to The Times’ report, Penelope Hegseth wrote, “I have no respect for any man that belittles, lies, cheats, sleeps around and uses women for his own power and ego. An attorney for Pete Hegseth declined to comment. Penelope Hegseth sent the email to her son on April 30, 2018, according to The Times’ report — around six months after the alleged assault.

On Tuesday, Trump’s transition team signed an agreement with the White House after months of postponing the traditional transition process – a delay that Biden officials warned could undermine an orderly transfer of power and pose national security risks. In a statement announcing the agreement, the Trump transition said it will use its own security and information systems, its own office spaces and maintain its own ethics plan. The transition team said its ethics plan will be posted online in compliance with federal law. Several of Trump’s picks have vast personal fortunes and deep ties to the private sector. Trump’s transition team has so far relied instead on internal vetting.

A Republican senator is blocking the promotion of Lt. Gen. Christopher T. Donahue, the commander of U.S. troops in the final days of the withdrawal from Afghanistan, in what could be the first salvo in a Trump administration war against America’s generals. Senator Markwayne Mullin, Republican of Oklahoma, put a hold on General Donahue’s promotion to four stars, or general, after his nomination was sent to the Armed Services Committee last week, officials said. Sabrina Singh, a spokeswoman for the Pentagon, told reporters on Monday that the Defense Department was “aware” of the hold. General Donahue was the last American service member to depart Afghanistan as Taliban fighters took control on Aug. 31, 2021. A decorated former Delta Force commander, Army Ranger and paratrooper with multiple tours in Afghanistan and Iraq, he was recently selected to lead the U.S. Army’s Europe Command as the war in Ukraine heads into its fourth year.

Senate Republicans derailed President-elect Donald Trump’s first jaw-dropping pick for attorney general, Matt Gaetz. But it’s unclear if they will be able to block any other controversial nominees despite skepticism from some rank-and-file Republicans. In the weeks since Trump’s dramatic election victory, the power struggle between the president-elect and independent-minded Senate Republicans has been playing out in plain view. Senators are getting a brief reprieve from questions about Trump’s nominees as they celebrate Thanksgiving. Some Senate Republicans who leveled some of the strongest criticism at Gaetz said they could live with Hegseth, despite the 2017 assault allegations.

Republican Sen. Bill Hagerty suggested Sunday that Americans don't care about traditional FBI background checks for President-elect Donald Trump's Cabinet picks as Democrats call for deeper vetting of executive branch nominees. An FBI background check, usually used during confirmation proceedings, would likely look into allegations such as that one. But Democratic lawmakers have argued that background checks for potential nominees are critical tools when vetting potential high-level appointees. “We require these background checks of DEA agents — drug enforcement agents. Many Republican lawmakers have agreed, rejecting the notion of doing away with FBI background checks.

Gabbard and another contentious Trump pick — Pete Hegseth, who has been tapped to lead the Defense Department — came under sharpened scrutiny Sunday as the spotlight shifted from Matt Gaetz, Trump’s toppled choice to be attorney general. Trump’s pick of Hegseth is also facing uncertainty after the release last week of a 2017 police report detailing an alleged sexual assault in California. But the withdrawal of Gaetz — who was already widely disliked in Congress — may leave senators feeling they owe the president-elect on his other highly controversial choices. Trump’s new selection for attorney general, Pam Bondi, is meanwhile being welcomed by many Republicans, suggesting she’ll have an easier path to confirmation than Gaetz. But that would still leave the question of who is acceptable to Trump while being confirmable in the Senate.

After Matt Gaetz withdrew from consideration for attorney general, President-elect Donald Trump selected former Florida Attorney General Pam Bondi for the role. Trump’s choice for second-in-command at the Justice Department is Todd Blanche, who served as his lead criminal defense lawyer in the Stormy Daniels hush money case. Jordan’s government communications minister, Mohamed Momani, described the shooting as a terror attack that targeted public security forces in the country. [END TAPE]KRISTEN WELKER:According to the Washington Post, President-elect Trump plans to fire the team that worked with the special counsel. So, I think President Trump is picking reformers for these Cabinet positions. After the midterms Joe Biden said that there was no way President Trump would ever be back in the White House. He's going to sign some executive actions, but he's also going to then begin to roll out this plan. I also think he's going to face some skepticism by Republicans on using the military, for instance, going kind of into different states.

Hegseth on Thursday huddled with a handful of Republican senators, many of them seen as close allies of Trump, for a series of meetings. But while some members of the party signal support for the nomination, other Republicans on the Hill warn that there are mounting concerns about Hegseth. With a 53-seat majority, Hegseth and other Trump nominees can afford to lose only three Republican votes, leaving little room for error. Trump’s transition team was in the middle of announcing new Cabinet picks when they were informed of the sexual assault allegation against Hegseth, CNN reported, stunning several members of the team. Mullin said that Hegseth voluntarily brought up the sexual assault allegation against him in a meeting on Capitol Hill.

A Republican senator has blocked the promotion of a general who oversaw troops in Kabul during the U.S. withdrawal from Afghanistan, according to a Senate aide. The move by Oklahoma Sen. Markwayne Mullin follows threats from President-elect Donald Trump to fire senior officers and officials who oversaw the chaotic pullout from Afghanistan in 2021. His nomination was among more than 900 proposed nominations sent to the Senate but Donahue’s was put on hold by Sen. Mullin, according to the Senate aide. Senate Republicans offered mixed responses Thursday to President-elect Donald Trump's announcement that he will nominate Pete Hegseth, a Fox News personality accused of sexual assault, to lead the Defense Department following the release of a police report concerning sexual assault allegations against him. Some senators defended Trump's pick, while others voiced some trepidation, and a senator told NBC News "I don't care" when approached about a police report released Wednesday tied to an allegation of sexual assault against Hegseth in 2017. Sen. Markwayne Mullin, R-Okla., also defended Trump's pick, saying he had reviewed the report and would push for Hegseth's confirmation. Two other picks to serve in top jobs in Trump's Cabinet have also faced potentially damaging allegations of sexual misconduct. After Gaetz withdrew his name, Sen. Chris Coons, D-Del., told NBC News that there were “similar, challenging allegations” with Hegseth.

Matt Gaetz’s withdrawal Thursday as a candidate for attorney general illustrates the roadblocks President-elect Donald Trump could face as he attempts to convert his campaign of “retribution” into a governing coalition capable of working within the realities of Washington. In Gaetz, Trump would finally get the loyal attorney general he felt like he never had in his first term. But it was a tough sell from the moment Trump announced Gaetz as his choice eight days ago — in a pick that shocked much of Washington. In the end, it was the “combination of the ethics report and opposition among Senate Republicans,” that doomed Gaetz’s candidacy, a senior Senate aide told NBC News. Before Gaetz’s withdrawal Thursday, Trump allies were pushing hard on GOP senators and other ambitious Republicans to publicly support his embattled Cabinet picks.

WASHINGTON — The House Ethics Committee plans to meet Wednesday to discuss its report into former GOP Rep. Matt Gaetz, President-elect Donald Trump’s pick for attorney general, a source familiar with the meeting confirmed on Monday. But the committee lost jurisdiction over Gaetz when he resigned from the House on Thursday and has not released any public report on its probe. On Friday, an attorney said that his client testified privately before the Ethics Committee that she personally witnessed Gaetz have sex with a minor. The House Ethics panel had been scheduled to discuss the report at its regular Friday meeting but it was postponed after Gaetz resigned. Appearing on NBC's "Meet the Press" on Sunday, Sen. Markwayne Mullin, R-Okla., said senators should "absolutely" have access to the House report.

Not all of Trump’s picks are causing uproar. But in a conventional administration, controversies raging around at least four key Cabinet picks would be seen as a disaster. Speaker Mike Johnson on Sunday left the door open to adjourning Congress so President-elect Donald Trump can appoint his Cabinet nominees outside of the usual Senate confirmation process if necessary. Both chambers usually gavel in for pro forma sessions even during times of recess specifically to prevent the president from making recess appointments and bypassing congressional approval. President Barack Obama once tried to use recess appointments and was rebuked by the Supreme Court, which said in 2014 that recesses needed to be 10 days or longer for recess appointments to be legal. Johnson isn’t the only Trump ally who has left the door open to using a recess appointment to confirm Trump’s Cabinet picks. “I have literally not discussed one word about the ethics report, not once, and I’ve been with him quite a bit this week,” Johnson said.

Former Fox News host Pete Hegseth’s attorney on Sunday confirmed to NBC News that Hegseth, whom President-elect Donald Trump has named as his candidate for defense secretary, paid a woman an undisclosed amount after she accused him of sexual assault. “In 2023, Hegseth paid the complainant as part of a civil confidential settlement agreement and maintains his innocence,” Timothy Parlatore, Hegseth’s attorney, said in a statement. He also denied that the encounter between Hegseth and an unnamed woman, which she alleges happened in 2017, was sexual assault. Parlatore’s statement comes after The Washington Post on Saturday reported that a friend of Hegseth’s accuser sent a memo to the Trump transition team detailing the allegations. Authorities in Monterey investigated the allegation in 2017 and did not file charges against Hegseth.

And by the way, I do believe that President Trump has the ability to pick some really, really good people. We've seen what they've done to President Trump, we've seen the attacks that they continue to go after him with. That's - that’s being taken completely out of context. And President Trump hasn't been the one that weaponized the DOJ to go after his political enemies. "I have said that there's, there's some positives to vaccinations. And if it isn't vaccines, there's no -- nothing wrong with actually taking a hard look and finding out, is that's what's causing it? Recess appointments would allow the president-elect to place the House and Senate into recess so that he could appoint his nominees without having to go through the traditional Senate confirmation process. It's something that the Senate strives to avoid and it's why the chamber gavels into pro-forma sessions even while they're in recess. "It'd be the absolute last resort," Mullin told Welker.

Trump wants Gaetz confirmed “100%,” a source told CNN. He also believes Gaetz is uniquely positioned to defend the Trump administration on television, an attribute prioritized by the president-elect. Trump’s pick for deputy attorney general — his defense attorney Todd Blanche — will carry out the day-to-day work of overseeing the Justice Department’s more than 40 agencies and 115,000 employees. In recent days, Gaetz has been reaching out directly to Republican senators, according to a source familiar with the efforts. The Democratic-controlled Judiciary Committee formally requested the House Ethics Committee report already, but Democrats will lose control of the committee in January.

They’ve pressed forward even though a majority of Americans still see the Capitol rioters as responsible for an attack against democracy, according to the most recent polling. The most pressing concerns are for convicted rioters required to report to prison before Trump’s inauguration in January, and for rioters with sentencing hearings coming up, according to a source familiar with the discussions. “They’re thrilled with the election, but there’s a lot of uncertainty from their perspective,” the source told CNN. For convicted rioters already serving prison sentences, there’s even less hope to get them out based on Trump’s campaign rhetoric, the source said. She later told CNN that her strategy guide has already been sent to Trump and the Republican National Committee.
