The Securities and Exchange Commission charged Harvest Volatility Management and Merrill Lynch on Wednesday for exceeding clients' predesignated investment limits over a two-year period. The SEC said Merrill connected its clients to Harvest while it knew that investors' accounts were exceeding the set exposure levels under Harvest's management. Both Merrill and Harvest received larger management fees while investors were exposed to greater financial risks, the SEC said. Both companies were found to neglect policies and procedures that could have been adopted to alert investors of exposure exceeding the designated limits. "Today's action holds Merrill and Harvest accountable for dropping the ball in executing these basic duties to their clients, even as their clients' financial exposure grew well beyond predetermined limits."

CNN —Mark Cavendish made cycling history on Wednesday, winning a record-breaking 35th stage at the Tour de France. The 39-year-old has now surpassed legendary cyclist Eddy Merckx after winning a chaotic sprint finish at the end of the 177.4 kilometer fifth stage from Saint-Jean-de-Maurienne to Saint-Vulbas. Breaking Merckx’s record, who last raced in the Tour de France 49 years ago, has seemed almost impossible for any cyclist, even Cavendish. I put a big gamble on this year to make sure we are good here at the Tour de France,” an emotional Cavendish told ITV after the win. His participation in this year’s Tour de France seemed in jeopardy during the first stage, though, as television cameras caught him vomiting on his bike, reportedly struggling from heat exhaustion.

REUTERS/Andrew Kelly Acquire Licensing RightsSept 22 (Reuters) - The U.S. Securities and Exchange Commission on Friday said Citadel Securities LLC, a Miami-based broker-dealer, had agreed to pay $7 million to settle charges it incorrectly handled millions of orders and violated short-selling rules. The SEC in a statement said Citadel Securities over a five-year period had incorrectly marked millions of orders, denoting short sales as long sales and vice versa. It said those incorrect markings resulted from a coding error in the firm's automated trading system. A Citadel spokesperson said the error was identified and addressed by the firm more than three years ago.

May 10 (Reuters) - Favourite Remco Evenepoel crashed twice on stage five of the Giro d'Italia on Wednesday, the first time after a dog strayed on to the road in treacherous conditions caused by driving rain, before Kaden Groves won the stage in a bunch sprint. The second crash did not affect Evenepoel's time as it happened inside the three-km mark, effectively neutralising the general classification times. But the crash left the Belgian world champion fuming while the rest of the bunch surged ahead and Alpecin–Deceuninck's Groves dominated the sprint to win the stage. The breakaway trio of Thomas Champion, Samuele Zoccarato and Stefano Gandin had built up a head of steam before they were absorbed by the peloton with seven km to go. Just super bad luck, with the second crash," he said.
