Such legislation would make Pennsylvania the first major fossil fuel-producing state to adopt a carbon-pricing program. Shapiro's proposal comes as environmentalists are pressuring him to do more to fight climate change in the nation’s No. 2 gas-producing state and as the state's highest court considers a challenge to his predecessor's plan to adopt a carbon-pricing program. Currently, about 60% of the state's electricity comes from natural gas-fired power plants, and the 50% requirement could hurt demand for electricity from those plants. Shapiro’s administration did not provide many details of his strategy Wednesday, including how much money power plants would pay or how the average household electric bill would be affected.

The White House calls clean hydrogen “essential to achieving the president’s vision of a strong clean energy economy" and net-zero greenhouse gas emissions in the U.S. by 2050. Some environmentalists call hydrogen a false solution because it frequently relies on natural gas or other fossil fuels as feedstocks. Among those selected were the Appalachian Regional Clean Hydrogen Hub, based in West Virginia, and the Philadelphia-based Mid-Atlantic Clean Hydrogen Hub. Other projects selected include the Alliance for Renewable Clean Hydrogen Energy Systems in California, which will produce hydrogen from renewable energy and biomass. Big fossil fuel companies, renewable energy developers and researchers in university and government labs are involved, too.

The LatestA federal court in Richmond has halted construction of the Mountain Valley Pipeline, setting off a battle with Congress that could end up at the Supreme Court. It was a highly unusual provision that was tucked into legislation that had nothing to do with pipelines — the law to raise the debt ceiling. Congress also included provisions to expedite construction of the pipeline and insulate it from judicial review. Those elements were added as a concession to Senator Joe Manchin III, the West Virginia Democrat whose vote has been crucial to President Biden’s domestic agenda. But environmentalists, Democratic members of the Virginia congressional delegation and some constitutional law experts argue that by directing a change in courts, Congress has violated the separation of powers clause in the Constitution.

Feb 22 (Reuters) - U.S. natural gas producer Chesapeake Energy Corp (CHK.O) on Wednesday said it would pull back on drilling and completing wells this year as natural gas prices have crashed to a quarter of what they were last summer. Earlier this month, Comstock Resources Inc (CRK.N) said it would cut drilling rigs to seven from nine this year. Henry Hub natural gas futures on Wednesday briefly dipped below $2 per million British thermal units (mmBtu) for the first time since September 2020, and were down from last year's $8 peak. Chesapeake, which previously announced plans to sell its oil position to focus on gas production, on Tuesday said it would sell oil assets in South Texas to chemical maker INEOS for $1.4 billion. Rival shale oil producer Diamondback Energy (FANG.O) on Wednesday said it was increasing its non-core asset sale target to at least $1 billion by the end of this year, up from $500 million previously.
Nov 29 (Reuters) - U.S. shale producer Coterra Energy (CTRA.N) pleaded no contest for contaminating well water in Dimock, Pennsylvania, and will pay $16.29 million to construct a new means of water supply to its residents, the state attorney general said on Tuesday. "Under this historic settlement, Coterra will now pay to build a new public water line that will provide clean, reliable drinking water for generations to come," said Attorney General Josh Shapiro. The attorney general charged Coterra in 2020 after a grand jury investigation showed that drilling unconventional gas wells by the company had been responsible for methane pollution in the local water supply. Dimock was at the heart of the Marcellus Shale gas fracking boom that began in 2007. Residents complained that Cabot's drilling caused methane gas to seep into their wells, to the extent that the contaminated water even caught fire.
Companies Coterra Energy Inc FollowNov 4 (Reuters) - Shares of shale oil and gas producer Coterra Energy fell as much as 8% on Friday after the company cut its estimate of proven oil reserves, a key measure of future production growth. Coterra, which formed a year ago through the merger of Cimarex Energy and Cabot Oil & Gas, said proved reserves on its books will drop roughly 15% to 20% year-over-year at December 31, 2022. The decline was driven by a roughly 32% to 36% decline to gas reserves in its Marcellus shale properties in the Eastern United States that came with the Cabot acquisition. Rival U.S. shale oil producer EOG Resources said oilfield costs could increase by 10% next year, on top of a 7% increase in 2022, as inflation continues to snarl the energy industry. EOG, which this week announced it had extended operations into Ohio, said it will maintain low single-digit oil production growth next year.
