But it wasn’t enough, and by 11 a.m. the largest power plant went offline, causing a grid failure. In some provinces outside the capital, Havana, many people have been facing power outages that last up to 12 hours at a time. Cuba’s ally and main oil supplier, Venezuela, has decreased the amount of shipments it sends to the island. Oil shipments from other countries, like Russia and Mexico, have also been greatly diminished.

Cuba's prime minister, Manuel Marrero, on Thursday blamed the ongoing blackouts on the deteriorating infrastructure, fuel shortages and rising demand among its people.

Havana CNN —Cuba’s electrical grid shut down on Friday, putting the country into a blackout after the failure of one of the island’s major power plants, according to its energy ministry. In a statement on X, the ministry said “the failure” of the Antonio Guiteras Power Plant caused “the total disconnection of the National Electrical System” from 11 a.m. This week, Cuba’s increasingly energy-strapped government called for draconian measures to save power, including telling many workers to stay home. Millions of people on the communist-run island have been left without power over the last several days as the aging Cuban electrical grid repeatedly collapsed. The Cuban Electric Union has also reported that 37 power generation plants are out of service due to lack of fuel.

CNN —After decades of somewhat distant relations, Russia and Cuba are working closely together again — this time, as part of Vladimir Putin’s war in Ukraine. Cuba's Minister of Foreign Affairs, Bruno Rodriguez, and Russian Foreign Minister, Sergey Lavrov, meet in Havana on April 20, in a show of deepening ties between the countries. In addition to deepened connections with Russia, Cuba has allowed China to build a secret espionage facility on the island. Washington will respond to Russian military escalation in Cuba with its own escalating force, as it already has done with the recent deployment of a nuclear submarine. Military escalation around Cuba is a dangerous temptation for Russia and a difficult trap for the US.

“The culture in Cuba is in mourning for the death of Pablo Milanes,” Cuban Prime Minister Manuel Marrero Cruz tweeted Monday night. Milanés and Rodríguez in particular became close, touring the world’s stages as cultural ambassadors for the Cuban Revolution, and bonding during boozy sessions. “If Silvio Rodríguez and I got together, the rum was always there,” Milanés told El Pais in 2003. Cuba’s aging leaders “are stuck in time,” Milanés told Spanish newspaper El Mundo. “These freedoms have been seen in small doses, and we hope that with time they will grow,” Milanés told The Associated Press.

HAVANA, Nov 15 (Reuters) - Cuba on Tuesday said it had signed 30 foreign investment deals valued at around $400 million this year, more than in 2021 but far short of pre-pandemic levels of at times around $2 billion. Cuba is struggling through its worst economic crisis in decades, and desperately needs foreign investment to help underwrite the purchase of food, medicine, fuel and raw materials needed to jumpstart sputtering output. “We have to banish all that unnecessary bureaucracy and generate new opportunities that are attractive to foreign businessmen,” Marrero said at an investment forum in the capital. Some at the trade fair told Reuters they were willing to bet on Cuba despite the downturn. "Definitely we are not afraid as investors in Cuba, we are already making arrangements and making alliances with a well-established (private) company,” he said.
