CNN —The United Nations has accused Israel of “severe violations” of a 50-year-old agreement with Syria, saying it has engaged in “engineering groundwork activities” that encroach on a key buffer zone in the Golan Heights. The Israeli military said the strikes were part of a larger effort to target the capabilities of a Hezbollah unit responsible for weapons smuggling. Saban said that Hezbollah is unlikely to try and trigger an Israeli military offensive from the Golan, however. In July, the IDF said it struck Syrian military infrastructure in retaliation for alleged breaches. “The IDF holds the Syrian military responsible for all activities occurring within its territory and will not allow any attempts to violate Israeli sovereignty,” the Israeli military said.

As tension grows between Israel and Hezbollah, the dominant political and military force in Lebanon, neither side wants a full-scale war. But one could explode inadvertently — precipitated by an attack like the launch of what Israel said was a Hezbollah missile that hit Majdal Shams in the Golan Heights on Saturday, for example — or deliberately, should Israel see a post-Gaza opportunity to rid itself of another one of its enemies. In the best case, a cease-fire in Israel’s war on Hamas in Gaza would prompt Hezbollah to stop firing rockets into the Jewish state, and the possibility of war would fade. A siren warning of incoming rocket fire had sounded at about 6:18 p.m. on Saturday, but the strike arrived within seconds, local residents said, and there was no time to run.

One projectile was identified crossing from Lebanon toward the area. A rocket from Lebanon struck a soccer field on Saturday in the Israeli-controlled Golan Heights, killing at least 10 people, including some youths, according to an Israeli emergency rescue service and the Israeli military. It was the deadliest single attack from across Israel’s northern border in months of hostilities. The rescue service, Magen David Adom, said that in addition to the 10 dead, 19 people had been wounded, some of them seriously, in the Golan town of Majdal Shams. Mr. Avshalom described a “gruesome” scene at the soccer field, with bodies on the ground and fires burning. “We immediately began triage; several casualties were evacuated to local clinics,” said Mr. Avshalom.
