The regulator said Friday the merger would result in higher prices or reduced services, and could "negatively affect those customers least able to afford mobile services." Vodafone said in a separate statement Friday that it disagrees with the findings that the merger would lead to price increases for consumers.

AT&T says hackers stole call and text records from "nearly all" of its wireless customers. The data includes the phone numbers that customers interacted with. It doesn't include the contents of the calls and texts, or Social Security numbers, AT&T said.
