U.S. District Judge Matthew Kacsmaryk in Amarillo, Texas, declined to block the rule, which took effect Jan. 30. The judge granted a petition by President Joe Biden's administration to dismiss the Republican-led states' lawsuit claiming the rule will jeopardize millions of Americans' retirement savings. Kacsmaryk in a 14-page opinion rejected the states' claim that the rule violates the federal law governing retirement plans. The rule still requires that financial considerations come first, and does not create "an overarching regulatory bias in favor of ESG strategies," the judge wrote. Kacsmaryk, a Trump appointee, in March rejected the Biden administration's claim that the states were improperly "judge shopping" by filing the lawsuit in Amarillo, where Kacsmaryk is the only judge.

The negotiations must end by Aug. 1, and Medicare will publish its list of new prices on Sept. 1. The order will create a new Office of Environmental Justice in the White House to coordinate all environmental justice efforts across the federal government and require agencies to notify nearby communities if toxic substances are released from a federal facility. The president, who is preparing to announce his reelection bid next week, will make the announcement during a ceremony at the White House Rose Garden. Biden is expected to argue that his administration's historic environmental justice and climate agenda contrasts with "the dangerous vision Speaker McCarthy and his extreme caucus have for our planet, our economy, and public health," the official said. Early in his presidency, Biden pledged that addressing environmental justice would be a core component of his climate agenda and signed an executive order that launched the Justice40 Initiative, which requires agencies to deliver at least 40% of benefits from investments to overburdened communities.
President Joe Biden announced plans to boost U.S. funding to slash deforestation in Brazil's Amazon rainforest and to help developing countries combat climate change during a meeting with world leaders on Thursday. The president, during a virtual meeting with the Major Economies Forum on Energy and Climate, committed $500 million over five years to reduce deforestation in Brazil. Biden also pledged $1 billion to the Green Climate Fund, a United Nations-led program aimed to help developing countries become more resilient to climate change and transition to clean energy sources. The funding comes after the president in 2021 pledged to work with Congress to quadruple U.S. climate support for developing countries to $11.4 billion each year by 2024. The president's request for additional climate funding will likely face strong opposition from the Republican-controlled House.
