In today’s edition, White House correspondent Mike Memoli files a dispatch from Rio de Janeiro on President Joe Biden's final international summit. Biden fades into the background at his final international summitsBy Mike MemoliRIO DE JANEIRO — President Joe Biden’s final international summits almost certainly would have played out differently had the elections back home gone as he had hoped. But President-elect Donald Trump cast a long shadow over a seemingly humbled Biden as he bid farewell to his counterparts here. Authorities announced an arrest Monday in the brutal murder of an exotic dancer whose body was discovered in a burning car on an Arizona interstate more than a year ago. Vega’s mother, Erika Pillsbury, said that for 19 months she felt like her daughter would never see justice. On April 18, the Charger was found in the middle of a road roughly one mile from Vega's apartment, the sheriff’s office has said. The sheriff's office has declined to comment. A defamation case against Kari Lake brought by Maricopa County Recorder Stephen Richer has been settled, representatives for both parties confirmed Sunday to NBC News. Richer, a Republican, filed a claim in June 2023 saying that Lake falsely accused him of "intentionally sabotaging the election" after she lost the 2022 Arizona governor's race. Richer sought nominal, compensatory and punitive damages in unspecified amounts. "We are pleased" the case has been settled, Lake’s lawyer Dennis Wilenchik said, noting that the settlement's terms "are confidential." After the election, Lake falsely accused Richer of having "sabotaged" Election Day.

Biden in 2020 did not gain ground across the country in as large a percentage of counties as Trump did in 2024. In 2020, Biden won Michigan, Pennsylvania and Wisconsin, the three former “blue wall” states that decided the election, by a combined 257,029 votes. “In 2020, Biden picks up everywhere. In 2020, Biden won only a little more than one-sixth of the nation’s counties, but the places he captured generated over 70% of the nation’s total economic output. The highest-output counties Trump flipped were almost entirely in the Sun Belt: from Hillsborough (Tampa) and Tarrant (Fort Worth) to Maricopa (Phoenix).

Bomb threats sent to polling places and ballot-counting locations in at least five battleground states across the U.S. Tuesday targeted mostly Democratic counties, an NBC News analysis has found. Of the 67 locations, 56 were in 11 counties that voted for Joe Biden in the 2020 election, including the eight most populated. Those high-population Democratic counties include voting locations for Milwaukee, Wisconsin; Detroit, Michigan; Phoenix, Arizona; Atlanta, Georgia; and Philadelphia, Pennsylvania. Maricopa County, Arizona, which Biden won by a slim margin, has consistently been the subject of election denialism conspiracy theories. Some of the threats also included counties that voted heavily for Donald Trump in 2020, including the comparatively smaller Blair and Clearfield Counties in Pennsylvania.

As Election Day finally arrives, election officials, legal experts and researchers are bracing for a flood of disinformation and legal claims as vote counting begins. The final week of the campaign featured three dynamics that could lead to a protracted legal dispute if the results are close, legal experts said. Election experts say that if a clear winner emerges quickly and voting proceeds without major disruptions, large numbers of Americans may have faith in the results. A misleading advertisement from the Election Integrity Network says “The Glitch Is In” alongside a carousel of news coverage of such procedural Election Day issues. The Election Integrity Network’s founder, Cleta Mitchell, promotes her thousand-strong group as a kind of “national neighborhood watch.”Researchers also point to a new kind of infrastructure around documenting and sharing such rumors on Election Day.

Here's a look at some of the key counties to watch across the seven presidential battleground states, ordered by the state's final poll closing time (in Eastern Standard Time). Mitt Romney won more than 80% in Forsyth in 2012, but Trump won just two-thirds of the vote there eight years later. In 2020, Joe Biden won this county by only 4 points over Trump, while Hillary Clinton carried it by 13 points in 2016. While Trump won it by 3 points in 2016, Biden won Maricopa by 2 points four years later. And that Democratic gain helped the party flip Wisconsin in 2020, given that Biden won the state by just 20,000 votes.

How CNN projects elections

CNN —Millions of Americans will be tuning in to CNN and other networks on election night as returns roll in. They’ll be waiting to see who wins, something CNN will determine with a series of projections. I talked to Jennifer Agiesta, CNN’s director of polling and election analytics, about how CNN approaches the job of projecting a winner. Voting systems: How we know the election is secure

Musk has used X to spread unfounded allegations about voting systems, laying groundwork to question the election before it happens. To better understand the security of US voting systems and why there’s no indication that they’re not secure, I talked to CNN’s Zachary Cohen, who covers national security, and Sean Lyngaas, who covers cybersecurity. There are three large election equipment vendors in the US: Dominion; ES&S, or Election Systems and Software; and Hart InterCivic. Dominion Voting Systems ballot-counting machines are lined up at a Torrance County warehouse during testing of election equipment with local candidates and partisan officers in Estancia, New Mexico, on September 29, 2022. COHEN: We know people, these pro-Trump operatives and lawyers, have already gotten access to election software – voting software, voting systems in Georgia, copied the entire election database from several counties.

That’s when Election Day turns into election night, and each state starts reporting its vote totals. Virginia is an example of a state that usually has a geography-driven red mirage early on election night. Another factor that can cause vote mirages is partisan differences by vote mode — mail ballots, early in-person votes, Election Day in-person votes, and so on. This will produce a vote mirage if there are partisan differences between the earliest-returned mail ballots and the later-returned ones. As Election Day votes were reported in the next few hours of election night, the size of the blue mirage shrunk to about 3.5 points.

The Trump campaign and surrogates began filing lawsuits the very same day, challenging the results on a variety of grounds well before the final votes were counted. In Arizona, voters and the Trump campaign filed a lawsuit alleging thousands of people in Maricopa County had their ballots disqualified because of ink-bleed caused by Sharpies. In Wisconsin, Trump filed a lawsuit alleging widespread voter fraud and demanding a recount, which ultimately reaffirmed Joe Biden’s victory in the state. Giuliani has been disbarred in New York and D.C., indicted in Georgia and Arizona and has been ordered to turn over his Manhattan apartment and other property to two Georgia election workers he defamed. And dozens of ethics complaints against local attorneys who filed election challenges are still pending nationwide.

Some internal proposals to support election officials’ efforts to combat disinformation have made little headway. Jen Easterly, director of the US Cybersecurity and Infrastructure Security Agency, in an interview in Washington, DC, on October 2, 2024. Ben Curtis/APThe agency has advised election officials on how to communicate clearly with voters and to prepare for security incidents. Some election officials interviewed by CNN were skeptical about the federal government’s ability to debunk election lies that are part of a broader rise of misinformation in America. The agency now has a team of former election officials who provide physical and cybersecurity services to election offices around the country.

But the former president, no stranger to personal attacks, reserved his most violent comments for former Rep. Liz Cheney. In a lengthy and uncompromising riff on Cheney, Trump seemed to insinuate that the former congresswoman would be less of a “war hawk” — as Trump referred to her — if she was in a war herself with guns “trained on her face.”“She’s a radical war hawk. You know when the guns are trained on her face — you know, they’re all war hawks when they’re sitting in Washington in a nice building,” Trump continued. In the aftermath of the Jan. 6 attack on the U.S. Capitol, the relationship between Trump and Cheney frayed. Cheney and her father, former Vice President Dick Cheney, one of the architects of the wars in Iraq and Afghanistan, have endorsed Harris over Trump.

Election officials in pivotal battleground states including Pennsylvania, Michigan and Arizona have all tried – and largely failed – to fact-check Musk in real time. Election officials say they are simply outmatched up against Musk’s followers and the X algorithm. “Election officials, they have a very hard job – their job is to be election officials not to be Tweeters,” said Renée DiResta, an expert in disinformation and an associate research professor at Georgetown University’s McCourt School of Public Policy. Election officials in Pennsylvania are similarly attempting to fact-check Musk’s false claims on X but acknowledge those efforts are unlikely to stymie the spread of election lies. In Georgia, election officials see little point in trying to engage with Musk directly, instead turning to the method they relied on in 2020 to beat back misinformation: Regular press conferences with election officials rebutting the latest election falsehoods.

But for some Arizona voters, only Trump’s election denialism is resonating. But state officials resisted his pressure, judges tossed out his team’s lawsuits, and Pence defied Trump and carried out his constitutional duty to affirm the result of the vote. If Trump sought to challenge the election results, he would have two potential paths to try to overturn the results, and both routes are “long shots,” said Hasen, director of the Safeguarding Democracy Project at UCLA Law School. Given the heightened security risk, some state officials have made plans to scrap public, high-profile ceremonies to certify election results in state capitols. Election officials across the country also have bolstered security at polling places, including expanding police presence and issuing bulletproof vests to election workers. State officials resisted.

A grand jury in Arizona indicted a teenager on terrorism charges, alleging he planned to attack participants at the Phoenix Pride Festival, authorities said Wednesday. The suspect, who will be tried as an adult, acquired materials to make an explosive device, prosecutors alleged. The teen, prosecutors said, discussed his intention to make an “unstable explosive that can propel shrapnel and other dangerous items outward, causing serious injury or death to people in the area." In addition to the suspect, the indictment refers to “Juvenile A” and other “unnamed co-conspirators.”The pride festival was last weekend. The indictment said the suspect's motive was to “further the goals” of the Islamic State group, also known as ISIS.

CNN —An Arizona teen has been indicted on terrorism charges after allegedly planning to launch deadly explosives at the Phoenix Pride Festival last weekend. The teenager has been charged with one count of terrorism and one count of conspiracy to commit terrorism, the Maricopa County Attorney’s Office said in a statement –– both of which are felonies. Prosecutors believe the 17-year-old had intended to cause “serious injury or death” to participants at the festival, the statement read, after an investigation into the planned attack found that the teen had joined online chat rooms where he discussed needing supplies to create an “improvised explosive device,” according to the indictment. Prosecutors also believe that the teenager was motivated by the Islamic State, also known as ISIS, and that he the 17-year-old was operating with at least two other co-conspirators –– one “unnamed” and another referred to as “Juvenile A.”The defendant will be tried as an adult and is being held in jail on a $1 million cash-only bond, prosectors said. CNN is working to determine the suspect’s legal representation and has reached out to the county public defender’s office for further information.

It's a dynamic that has forced many election officials out of the industry, while those who remain have taken in some cases dramatic steps to protect poll workers and voters ahead of Election Day. Some poll workers are also receiving pay bumps as incentives to stay on through a stressful voting period. In interviews, county and state election officials shared details of security plans with NBC News. The county allocated money for so-called panic buttons that would allow election workers to quickly contact authorities in emergencies. They decided to give police radios to election workers instead.

He sat down with BI to talk about the race, the national debt, abortion, and the state of his party. In an era where college-educated voters have been bleeding out of the GOP, Schweikert is increasingly an outlier, and he knows it. In order to keep looking like his district, Schweikert — a one-time conservative rabble-rouser who rode his way into Congress during the 2010 Tea Party wave — has had to make some changes. But now that Schweikert's sharing the ballot with Trump, he's not sweating that either.
