For many families, child care is often the biggest. Thanks to a state program launched during the recovery from the pandemic, they pay nothing for child care. Vice President Kamala Harris proposes capping child care costs at 7% of working families’ incomes, along with an up-to-$6,000 expanded child tax credit for those with newborns. The permanent fund now funnels more than $150 million from fossil fuel producers into child care subsidies, state officials estimate. As elder care costs continue to outpace inflation, the Democratic ticket sees that constituency as key to victory.

Michelle Lujan Grisham said she will not renew a public health order that temporarily banned carrying firearms in public parks and playgrounds in Albuquerque, the state's largest city. Lujan Grisham said in a news release Wednesday that more than 1,700 firearms were collected in gun buybacks over the past year because of the order. So there’s no way we could enforce that order.”Lujan Grisham issued the temporary order, originally a 30-day ban, in September 2023 after an 11-year-old boy was shot and killed in an Albuquerque park. In addition to restricting firearms in public parks and playgrounds in Bernalillo County, it strengthened oversight of firearm sales and implemented wastewater testing for fentanyl in public schools. State Attorney General Raúl Torrez, a Democrat, wrote in a letter last year that he opposed Lujan Grisham’s decision.

WASHINGTON — The Harris campaign is launching its largest effort yet to reach Latino voters, with new spending on Spanish-language radio and an organizing push around boxing matches and baseball games as National Hispanic Heritage Month kicks off this weekend. Vice President Kamala Harris will address the Congressional Hispanic Caucus Institute’s annual conference on Wednesday, according to a senior campaign official, and Minnesota Gov. Tim Walz is expected to pitch Latino voters in swing states in the coming weeks. The Harris campaign is also planning to host gatherings around Mexican Independence Day on Monday, including voter contact events at churches. As President Biden insists he will stay in the presidential race, Democrats are growing increasingly alarmed that his presence on the ticket is transforming the political map, turning light-blue states into contested battlegrounds. Down-ballot Democrats, local elected officials and party strategists say Minnesota, New Hampshire, New Mexico and Virginia — all of which Mr. Biden won comfortably in 2020 — could be in play in November after his miserable debate performance last month. On Tuesday, the Cook Political Report, a prominent elections forecaster, downgraded New Hampshire and Minnesota from “likely” wins for Mr. Biden to only leaning in his direction. And in a meeting at the White House last week, Gov. Michelle Lujan Grisham of New Mexico told Mr. Biden that she feared he would lose her state, according to two people briefed on her comments.

At a news conference on Tuesday, Gov. Michelle Lujan Grisham of New Mexico emphasized how dangerous the wildfires had become in a short time. “We have two devastating, enormous fires,” she said. “When I say enormous, it means they are getting more and more complicated to address.”The expected combination of rain and wind on Wednesday was both good news and bad news, Laura McCarthy, a New Mexico State Forester, said at the same news conference. “It also means that this fire is going to be dynamic, at least until we see what rainfall amounts materialize,” she said, adding that the increasing winds might also put homes in danger.

Held: Plaintiffs lack Article III standing to challenge FDA's actions regarding the regulation of mifepristone. (a) Article III standing is a “bedrock constitutional requirement that this Court has applied to all manner of important disputes." Causation requires the plaintiff to establish that the plaintiff's injury likely was caused or likely will be caused by the defendant's conduct. Because plaintiffs do not prescribe or use mifepristone, plaintiffs are unregulated parties who seek to challenge FDA's regulation of others. Plaintiffs advance several complicated causation theories to connect FDA's actions to the plaintiffs' alleged injuries in fact.

New Mexico's Legislature has approved a bill aimed at reducing pollution from cars and trucks by creating financial incentives for transportation fuel producers and importers to lower the carbon intensity of their products. The bill calls for a reduction in the intensity of greenhouse gas emissions for transportation fuels used in the state — of 20% by 2030 and 30% by 2040. It would require producers of high-polluting fuels to buy credits from producers and importers of low-carbon fuels. The transportation sector is the second largest source of greenhouse gas emissions in New Mexico behind the oil and natural gas industry. “I am concerned about what this bill will do to the price of transportation fuel," Sen. Greg Nibert of Roswell said during Tuesday's Senate floor debate.

Michelle Lujan Grisham has advocated for a more robust spending package, a 10% annual spending increase that would shore up housing opportunities, childhood literacy and health care access. Senate budget amendments apply $75 million in state matching funds to the effort. Under another $1.5 million budget provision, New Mexico would for the first time help compensate landowners and agricultural producers when wolves are confirmed to have killed livestock or working animals. The fund underwrites an array of conservation programs at state natural resources agencies, from soil enhancement programs in agriculture to conservation of threatened and big-game species. The Legislature's budget bill would place $512 million in the trust.

New Mexico is the first state to partner with Google for such an endeavor, state officials said, noting that the payoff could be significant in terms of curbing losses and saving municipalities and ratepayers money over the long term. The water plan notes that some systems in New Mexico are losing anywhere from 40% to 70% of all treated drinking water because of breaks and leaks in old infrastructure. “We don't need to make that choice between safe drinking water and your business," the governor said. One proposal calls for funneling another $100 million to the state water board to disperse for shovel-ready projects. In 2018, New Mexico rolled out a water plan that included details about policies at the time, historical legal cases and regional water plans.

SANTA FE, N.M. (AP) — An effort to modernize state oversight of a thriving petroleum industry in the nation's No. 2 state for oil production advanced past its first committee vetting Thursday at the New Mexico Legislature. The bill also would give regulators greater authority over applications to transfer ownership of wells that often change hands when oil and natural gas output declines. The Democratic-led Legislature and governor are being sued over alleged failures to meet constitutional provisions for protecting against oil and gas pollution, as fed-up residents living near oil wells and environmental groups turn to the judiciary for relief. Voting against the bill, Republican state Rep. Larry Scott of Hobbs, said the initiative represents an existential threat to small-scale oil and natural gas producers, echoing concerns raised by several businesses.

SANTA FE, N.M. (AP) — A U.S. District Court judge is standing by her decision to block portions of a public health order from New Mexico's governor that would suspend the right to carry firearms in many public parks in the Albuquerque area, with appeals pending before a higher court. The Monday order from Albuquerque-based Judge Kae Riggs denied a request from the governor to leave in place a temporary ban on firearms in some public places in greater Albuquerque, including most public parks. “Judge Riggs’ opinion ignores this caselaw and the massive amount of historical evidence in the record supporting the constitutionality of the temporary restrictions imposed by the public health order,” Hayden said in an email. The rest of the public health orders have remained intact, including directives for monthly inspections of firearm dealers statewide, reports on gunshot victims at New Mexico hospitals, wastewater testing for illicit substances at schools and more. Votes against the bill were cast by two Republican lawmakers who are pursuing impeachment proceedings against the governor for her emergency health orders on gun violence.

SANTA FE, N.M. (AP) — Two Republican legislators filed a resolution Wednesday aimed at initiating impeachment proceedings against Democratic Gov. Michelle Lujan Grisham over her emergency public health orders suspending the right to carry firearms in some public places in greater Albuquerque, such as parks and playgrounds. Gun rights advocates have filed legal challenges to the orders and are urging the New Mexico Supreme Court to block them. In the federal court system, a judge has allowed enforcement of the gun provision to continue while legal challenges run their course. New Mexico lawmakers convened Tuesday for a 30-day session and could take up a broad slate of firearms proposals from the governor that aim to reduce gun violence, including a permanent statewide ban on firearms in public parks and playgrounds.

Lujan Grisham said she'll ask the Legislature to set aside $500 million to underwrite acquisition of treated water. “We're going to turn water — this waste, which is a problem — into a commodity,” Lujan Grisham said at the conference. The state's oil wells draw out far more water than oil, by several multiples, according to oil field regulators. “Creating a state reserve of treated water for renewable energy projects merits serious consideration in the upcoming session,” Wirth said. The rules, two years in the making, were announced by U.S. officials at the United Nations COP28 climate change conference in Dubai. Methane tends to leak into the atmosphere undetected from drill sites, gas pipelines and other oil and gas equipment. It has more warming potential than carbon dioxide and breaks down in the atmosphere faster, so reining in methane emissions can have a more immediate impact on limiting climate change. The agency also tweaked the Super Emitter Program so that third parties send information on methane leaks to EPA directly for verification. The American Petroleum Institute, an oil and gas industry trade group, said it was reviewing the rule.

WASHINGTON — Senators took a bipartisan stance against abusive robocalling on Tuesday, appealing to experts for enforcement measures as more scammers employ deceptive artificial intelligence. Witnesses told the Senate Commerce's Subcommittee on Communications, Media and Broadband that generative AI can also work in regulators' favor. Mike Rudolph, chief technology officer for robocall-blocking firm YouMail, Inc., said the AI could flag insufficient mitigation controls in the Federal Communications Commission's Robocall Mitigation Database. "That's a great place where you could apply that [AI] technology and probably discard half the entries in the database in an afternoon or a week of work," Rudolph said. Sen. Ben Ray Luján, D-N.M., chair of the subcommittee, said robocalls have eroded the public's trust in the nation's communications networks.

Governor of New Mexico Michelle Lujan Grisham speaks at a Democratic Party of New Mexico campaign rally featuring U.S. President Joe Biden at the Gallegos Community Center in Albuquerque, New Mexico, U.S., November 3, 2022. Amid fury from gun advocates and a ruling from Judge Urias, her original order was frozen, and a new, tailored-down version was made to restrict guns at just public parks and playgrounds in the area. Gun rights groups and some gunowners still filed lawsuits seeking to overturn that scaled-back version which they said would deprive Albuquerque-area residents of 2nd Amendment rights to carry guns in public. Last month, Albuquerque's mayor Tim Keller urged Lujan Grisham to call a special session of the state legislature on gun violence. But Lujan Grisham said she had no plan to call a special session as she believed her public health order, which includes measures on drugs and juvenile offenders, would at this time achieve more than new legislation.
