Minneapolis AP —A federal judge has dismissed a civil rights lawsuit against a white Minnesota state trooper who shot and killed a Black man during a traffic stop last year, ruling that the trooper’s actions did not violate the law. On Wednesday, U.S. District Judge Nancy Brasel granted Trooper Ryan Londregan’s motion to dismiss the suit filed against him by the family of Ricky Cobb II. Brasel found that Londregan did not act unreasonably when he fired his weapon at Cobb as the man’s vehicle began moving forward with another state trooper partly inside. Cobb’s family filed its lawsuit in April accusing Londregan and Seide of excessive use of force and unreasonable search and seizure. Bakari Sellers, an attorney representing Cobb’s family, said the family is considering appealing the decision or amending their complaint against Londregan.

The top prosecutor in Minneapolis has dropped murder charges against a state trooper who fatally shot a motorist last year after a traffic stop, her office said on Sunday, a stunning turnaround in a case that ignited a political firestorm. The trooper, Ryan Londregan, had been charged with second-degree murder in the killing of Ricky Cobb II. But the prosecutor, Mary Moriarty, a longtime public defender who was elected Hennepin County attorney in 2022, said she concluded that the evidence was too weak to take to trial. For months, Ms. Moriarty defended the murder charges amid criticism from both Democratic and Republican officials, as well as law enforcement officials. Trooper Ryan Londregan must surrender his passport and avoid contact with witnesses and Cobb's relatives, the judge ruled. Seide told Cobb he was under arrest while Londregan reached inside, unlocked the doors and began opening the passenger door. The complaint said Cobb’s car began to slowly move forward. Seide and Trooper Garrett Erickson said they believed lethal force was necessary, according to a court document filed by the defense.

The troopers asked Cobb to get out of the car, which had its doors locked and front windows down, according to the complaint. Seide told Cobb he was under arrest while Londregan reached inside, unlocked the doors and began opening the passenger door. According to the complaint, Cobb’s car began to slowly move forward.
