The recall last week of two Bay Area officials who both championed progressive crime policies reflects long-held frustrations around a previous increase in violence targeting the Asian American community, experts say. The vote is indicative of Asian Americans’ rightward shift toward tougher crime policies like much of the state, analysts say. From March 2020 to December 2021, Asian Americans and Pacific Islanders across the country reported nearly 11,000 hate incidents, including verbal and physical abuse, being coughed at or spat on, and facing discrimination in the workplace. “And a lot of people say, ‘Oh, we’ve moved on from that era.’ I don’t think Asian Americans have,” said James Zarsadiaz, author of “Resisting Change in Suburbia,” whose research focuses on Asian American conservatism. HONG KONG — A pair of giant pandas began their journey Monday from China to the Smithsonian's National Zoo in Washington, where they will begin a 10-year residence in the nation’s capital, weeks before the presidential election. The pair left for the airport from the China Conservation and Research Center's Dujiangyan Panda Base in the country's southwest Sichuan province, the China Wildlife Conservation Association said in a statement. The impending arrival of the National Zoo’s two new bears was announced in May in a video with first lady Jill Biden. The bears are endemic to China and viewed as a national symbol.

There’s a buzz of energy in downtown San Francisco from a source that has been missing for years: occupied storefronts. One of those shops is Paper Son Coffee, a roaster with flavors popular among Latin and Asian American communities that has been operating in the South of Market neighborhood since June. “People who work or live in the neighborhood stop in and are like, ‘Wow, there is something here!’” said Alexander Pong, an owner of Paper Son. “They’re excited.”Paper Son is part of an initiative to help San Francisco return to the days before it became a devastating example of what could go wrong with U.S. cities during the pandemic. CNN —China will send giant pandas to live at San Francisco’s zoo for the first time, Mayor London Breed has announced. “The memorandum of understanding signed by Mayor Breed and the (China Wildlife Conservation Association) this morning is the first official leased agreement for Giant Pandas to have residency at the San Francisco Zoo,” a media release from the city on Friday reads. “In 1984 and again in 1985, the San Francisco Zoo temporarily hosted Giant Pandas from China as part of a global tour.”In February, it was announced that China would be sending two giant pandas to the San Diego Zoo – marking the first time it has granted new panda loans in the US in two decades, CNN previously reported. The National Zoo was the first US zoo to showcase pandas, and the end of its program had left Zoo Atlanta as the only other US zoo to feature pandas. Fewer than 2,000 giant pandas remain in the wild, according to the World Wildlife Fund, which lists the species as vulnerable.

Has San Francisco Lost Its Liberal Soul?

Have San Francisco voters lost the bleeding hearts they have been known for — or are they just frustrated? City voters resoundingly passed two ballot measures this week that probably wouldn’t have seen the light of day a few years ago. Critics of the measures said that residents had veered to the right and that billionaires had bought the city by throwing money at campaigns for the measures. But Mayor London Breed, who faces a tough race for re-election in November and who placed the two measures on the ballot, brushed off claims that the city had lost its liberal soul. In her annual State of the City address on Thursday, Breed argued that it was progressive to invest in public safety to protect vulnerable older residents and immigrants, and to push for drug treatment for those who need it.

The effort to undo some aspects of Prop 47 comes amid a broader check on some other liberal crime enforcement policies in America. Police data shows that larceny theft, which includes retail theft and car break-ins, is down 37% from this time last year. On Tuesday, San Francisco voters approved two ballot measures spearheaded by Breed. Last September, the state announced it would be sending $267 million to law enforcement agencies throughout the state to tackle organized retail theft.

In 2004, voters approved legislation that imposed a tax on millionaires to finance mental health services, generating $2 billion to $3 billion in revenue each year that has mostly gone to counties to fund mental health programs as they see fit under broad guidelines. San Francisco Mayor London Breed said she supports the measure. The 14-year-old center with a mission of breaking the cycle of trauma in the Black community relies heavily on mental health funding from the county. The state needs some 8,000 more beds to treat mental health and addiction issues, according to researchers who testified before state lawmakers last year. “From a humanitarian and civil rights perspective, we vehemently oppose Proposition 1,” said Mark Salazar, executive director of Mental Health Association of San Francisco, which serves more than 15,000 people monthly.

Famously liberal San Francisco is irritable these days. But what’s not so clear is what kind of mayor they want to fix what’s broken. He’ll test his platform — which he calls common sense and his detractors will surely label too conservative for San Francisco — on the November ballot. Mr. Farrell, the city’s 44th mayor, plans to announce on Tuesday that he wants to be its 46th one too. “I’ve watched San Francisco crumble over the last five years,” Mr. Farrell, 49, said recently over coffee at a downtown cafe.
