The second largest U.S. bank will lend $10 million toward a $25 million fundraising round for the Veteran Loan Fund, which aims to grow to $100 million nationwide by 2027. The veterans group initially raised $15 million when it launched in 2021, with Bank of America investing $5 million of long-term capital below market rates. Just 23 retailers have opened storefronts or delivery services since the first licensed shop opened in December, and only about 18,000 pounds of cannabis have been sold so far, according to the Office of Cannabis Management. At the current sales rate, 564,000 pounds of legally grown cannabis will remain unsold by the end of the year, agency officials said. Some licensees and lawyers have laid some of the blame on Attorney General Letitia James, whose office is responsible for defending the cannabis program against lawsuits. At the hearing last week, her lawyer struggled to answer basic questions about the program from Justice Bryant, such as distancing requirements between dispensaries. Then, an investor agreed in June to put up $150 million to revive the state’s dispensary plan under terms that have not been disclosed.

Reuters first reported that the agreement would combine the fifth and sixth reviews of Argentina's IMF program -- a move that provides additional loan funds sooner. The IMF said its board would meet to consider the agreement in the second half of August. The Fund said that the program will need waivers because these measures are "against the introduction of multiple currency practices." Argentina is set to have another three reviews on its 2022 IMF programme by September 2024, though the IMF statement didn't specify what would happen with those.

LONDON, July 20 (Reuters) - The European Union said on Thursday it has reached a deal on revising its rules for managers of hedge funds and other alternative investments, easing industry fears of a post-Brexit crackdown on managers in London. Representatives of EU states and the European Parliament reached the deal overnight to update the bloc's Alternative Investment Fund Managers Directive (AIFMD) rules that cover investments in hedge funds, private equity, private debt funds and real estate funds. Under the agreement, European asset managers will have to disclose more details to regulators about their investments with private funds in the United States, Britain and other non-EU countries. But it stops short of toughening up "delegation" rules for managers outside the EU that pick assets for funds listed in the bloc. The agreement includes new rules on funds that issue new loans, including higher requirements to keep money aside to cope with liquidity demands in stressed markets.

CreditSights had previously expected a "minimal credit impact" on Vedanta Resources based on the old arrangement, as Volcan, Vedanta's holding entity was undertaking the semiconductor investments. CreditSights also expects further strain on credit metrics and free cash flows for both Vedanta Resources and India's Vedanta with Foxconn's exit also resulting in a loss of a partner to split manufacturing costs. CreditSights maintained its "buy" rating on Vedanta Resources' bonds saying its refinancing outlook for some debt maturities have improved, helped by $1.3 billion of fresh loan fundraisings.

Ford and SK’s joint venture, BlueOval SK, would use the funds to build three electric vehicle battery plants, two in Kentucky and one in Tennessee. Also, the loan amount is up to $9.2 billion, but Ford could use less than that. The loan would be part of the DoE’s Advanced Technology Vehicles Manufacturing Loan Program, a $25 billion program to reduce US dependence on oil and reduce carbon emissions. Ford previously took out a $5.9 billion loan under the program in 2009. General Motors agreed to a $2.5 billion loan under the program last year.

But several people in the market believe not only is the regional banking sector still under stress, multiple other risks to financial stability also remain. Tighter monetary policy could well cause them to blow up or worsen the impact of other shocks, such as debt ceiling negotiations. "The Fed has no desire to conduct monetary policy through financial crises," said Wendy Edelberg, director of The Hamilton Project at the Brookings Institution. In its most recent financial stability report earlier this month, the Fed listed several areas of concern, including life insurance and some types of bond and loan funds.

NEW YORK, April 13 (Reuters Breakingviews) - Challenges in the banking system are expanding the opportunities available to direct lenders. I believe direct lenders’ market share will increase significantly in the future due to the substantial mismatch of supply and demand that has emerged in the market for funding large-scale LBOs. Direct lenders, including funds at Oaktree, are now seeking to fill this gap. Not all direct lenders will be able to take advantage of this opportunity, though. This, in turn, is attracting interest and capital from those direct lenders able to fill the massive gap.
Upstart shares will likely struggle as the environment for loans worsens, according to JPMorgan. Analyst Reginald Smith initiated coverage of the lending stock at underweight. Smith said the company benefited from pandemic stimulus driving lower default levels with other unsecured credit providers. The company reported record loan originations and profits in 2021. Smith recommended investors avoid buying shares until macro indicators like the company's Upstart Macro Index improve or management announces an expanded loan funding strategy.
