HANOI, Vietnam — A flash flood swept away an entire hamlet in northern Vietnam, killing 22 people and leaving dozens missing as deaths from a typhoon and its aftermath climbed to 141 on Wednesday. Vietnamese state broadcaster VTV said the torrent of water gushing down from a mountain in Lao Cai province Tuesday buried Lang Nu hamlet with 35 families in mud and debris. Floods and landslides have caused most of the deaths, many of which have come in the northwestern province of Lao Cai, bordering China, where Lang Nu is located. Lao Cai province is also home to the popular trekking destination of Sapa. Many roads in the province were blocked by landslides and unrelenting rainfall, said Sapa tour guide Van A Po.

Allman, a free-spirited journalist who challenged American mythmaking in pointed, personal reporting over five decades on topics as varied as the Vietnam War and contemporary Florida, died on May 12 in Manhattan. In March 1970, as a 25-year-old freelance journalist, Mr. Allman, accompanied by two other reporters, walked 15 miles over the mountains in Laos to report for The New York Times about Long Cheng, a secret C.I.A. “At the end of the paved runway were three Jolly Green Giant rescue helicopters,” Mr. Allman reported. “Their presence is believed to be one of the reasons the United States tries to keep Long Cheng secret. The Jolly Green Giants are regarded as proof that the United States bombs not just the Ho Chi Minh Trail but northeastern Laos as well.”

During recent military drills with Cambodia, China’s military showed off a robot dog with an automatic rifle mounted on its back, essentially turning man’s best (electronic) friend into a killing machine. The latter part of the video also shows an automatic rifle mounted under a six-rotor aerial drone, illustrating what the video says is China’s “variety of intelligent unmanned equipment.”Military use of robot dogs – and of course small aerial drones – is nothing new. And the dogs have been popping up on China’s heavily regulated social media for at least a year. According to the state-run Global Times, the presence of the robotic dogs at exercises with foreign militaries indicates an advanced stage of development. “Usually, a new equipment will not be brought into a joint exercise with another country, so the robot dogs must have reached a certain level of technical maturity,” Global Times quoted an unnamed expert as saying.

Vietnam aims to start building two high-speed railway lines linking its capital Hanoi with China before 2030, the Ministry of Planning and Investment said, another sign of a recent warming of ties between the two Communist-ruled neighbors. The two countries are already connected via a system of highways and two railway lines that are old and need upgrading on the Vietnam side. Earlier this month, Vietnam said it was seeking to learn from China to develop its first high-speed railway network and had sent its officials to work with Chinese railway companies. A massive high-speed railway line linking capital Hanoi with business hub Ho Chi Minh City is also being planned in the country. Trade between Vietnam and China in the first quarter of this year rose 22% from a year earlier to $43.6 billion, according to Vietnamese government data.

It’s hard to pinpoint exactly when we reached peak chile crisp in the United States, but if you were to inspect my kitchen today you’d see, alongside an old jar of Lao Gan Ma — years ago, the only chile crisp I could easily find in the food shops nearby — at least a half-dozen others. While each jar contains a spicy crimson sediment under oil, some have the sweetness of star anise, while others are deepened with tiny dried shrimp or fried shallots. Some have the delicate crunch of fried sesame seeds, garlic or crushed peanuts, or the mouth-numbing tingle of Sichuan peppercorns. Some of these preparations are rooted in regional Chinese or diasporic traditions, family customs or someone’s idiosyncratic taste, and each is different from the others. You might call these condiments chile oil or chile crisp or chile crunch, and the truth is that I didn’t give the precise language of the category too much thought until Thursday.

UNITED NATIONS (AP) — Nine members of the United Nations Security Council condemned “indiscriminate” airstrikes by Myanmar's military against civilians before an envoy briefed the council Monday as part of regional efforts to implement a peace plan that has so far been largely ineffective. Before the council meeting, nine of the 15 council members stood before reporters to support a statement read by Britain’s U.N. The United States pushed for an enforceable Security Council resolution to prevent Myanmar from getting jet fuel, the council diplomat said. According to the council diplomat, China, which has close ties to Myanmar, emphasized the need to give ASEAN's efforts time and space. Russia, which also has links to Myanmar, reiterated that the council shouldn’t be interfering in the country’s internal affairs.

LUANG PRABANG, Laos (AP) — Landlocked Laos doesn't have the famous beaches of its neighbors to attract tourists, but instead relies on the pristine beauty of its mountains and rivers and historical sites to bring in visitors. The crown jewel is Luang Prabang, a UNESCO World Heritage Site where legend has it that Buddha once rested during his travels.
