SEOUL, South Korea — North Korea has sent troops to Russia, the U.S. said Wednesday, its first public confirmation of a move that has rattled Western allies and could mark a major escalation of Moscow’s war in Ukraine. North Korean leader Kim Jong Un visiting Korean People's Army soldiers at an undisclosed location on Oct. 17. South Korean lawmakers said Wednesday that North Korea had sent 3,000 troops to Russia out of a promised 10,000 to be deployed by December. That is twice the 1,500 the South Korean intelligence agency had reported being sent last week. Ukrainian President Volodymyr Zelenskyy said Tuesday that two units of North Korean troops, with as many as 6,000 people each, were being trained for deployment.

After surging across the border last week, Russia’s army appears to be advancing more slowly in northeastern Ukraine, Ukrainian officials and military analysts said on Wednesday, with the two sides engaged in fierce combat around villages about five miles from the border. In a sign of the concern that Russia’s northeastern offensive is causing in Kyiv, President Volodymyr Zelensky of Ukraine canceled his participation in all international events for the coming days, including a visit on Friday to Spain where he was expected to sign a security agreement. Civilians continued to flee areas of northeastern Ukraine under heavy shelling by Russian forces, the Ukrainian officials said, warning that their troops had to contain relentless assaults and that the situation on the ground could change fast. Gen. Kyrylo Budanov, the head of Ukraine’s military intelligence agency, told Ukrainian television on Tuesday that conditions in the area under attack were moving “toward stabilization,” with additional Ukrainian units being rushed in to repel Russian advances. CNN —Ukrainian President Volodymyr Zelensky dismissed the head of the the agency responsible for his protection after two of its officers were detained over an alleged assassination plot against him. The sacking of State Guard Service (UDO) chief Serhii Rud was revealed in a decree published on the presidential website. According to Ukrainian state media Ukrinform, Rud was appointed to be Zelensky’s top bodyguard in October 2019. Earlier this week it emerged that Ukraine had detained two security officials allegedly involved in a Russian plot to assassinate Zelensky. The prosecutor’s office said one of the suspects received two drones and ammunition from Russia’s state security service (FSB), which they intended to transfer to another accomplice to carry out an explosion.

CNN —Two Ukrainian security officials have been detained for planning to assassinate President Volodymyr Zelensky, according to the country’s State Security Service (SBU). Two Ukrainian government protection unit colonels have been detained and are accused of leaking classified information to Russia, the SBU said Tuesday, after it “exposed a network of agents” belonging to Russia’s state security service (FSB). A woman from the southern Ukrainian region of Mykolaiv was arrested in August 2023 in connection to a plot to assassinate Zelensky. She was accused of gathering intelligence about Zelensky’s planned visit to Mykolaiv in order to plan a Russian airstrike to kill him. The plot was uncovered by Ukrainian authorities and the man was later detained and charged in Poland.

Ukraine’s security services said on Tuesday that they had foiled a Russian plot to assassinate President Volodymyr Zelensky and other top military and political figures. Two Ukrainian colonels accused of participating in the plot have been arrested on suspicion of treason. According to the Ukrainian agency, the agents working at Russia’s direction were tasked with identifying people close to Mr. Zelensky’s security detail who could take him hostage and later kill him. It is not the first time that Ukraine has reported a potential assassination attempt aimed at its top leaders. Mr. Zelensky himself said in an interview with an Italian television channel earlier this year that his security services had told him of more than 10 such attempts.
