Harris said on Friday in Orangeburg, South Carolina.
Some South Carolina voters said Biden's re-election bid left something to be desired.
South Carolina plays host to the next major Republican presidential nominating battle as well, on Feb. 24.
In a recent speech to state Democrats, Phillips said he expects 95% of the state will go for Biden in the primary.
