10 House races to watch on election night (and beyond)

With so much at stake, CNN has identified 10 races to watch on Tuesday – grouped into buckets that nod to broader themes across the House landscape. Democratic Rep. Abigail Spanberger decided against seeking a fourth term, instead launching a campaign for governor in 2025. Democratic Rep. Jared Golden has crafted a moderate profile by challenging his party on issues ranging from spending to immigration. This year she faces a challenge from GOP state Rep. Gabe Evans, a fellow Mexican American and a former Army helicopter pilot and police officer. GOP Rep. Zach Nunn, an Air Force officer, was first elected in 2022 – defeating Democratic Rep. Cindy Axne by about 2,000 votes.

Michigan and Wisconsin are looking like the best of the bunch for Harris, according to the campaign’s internal numbers. As pumped as Harris aides are about her debate performance earlier this week, they don’t think it changed any of that. “There’s a quiet confidence and security in what we’re doing and the mission, but no one thinks we have this in the bag,” said a Harris campaign aide. We’ll definitely be having some fun,” an Obama aide told CNN. The former president will kick off his work at a fundraiser he’s hosting for Harris next week in Los Angeles.

Approximately 80 House Democrats and at least six Democratic senators are expected to skip Netanyahu’s speech on Wednesday, according to sources and public statements reviewed by CNN. House Democratic leadership has given their members room to make their own decisions about whether to attend the speech. Right-wing lawmakers are ramping up their threats to remove Speaker Mike Johnson from his role after Johnson’s supporters pushed him to make it harder to oust him from the speakership. The House is finished with floor action for the day, which means that the earliest that Greene could make a motion to oust Johnson would be on Friday. At one point, Johnson was surrounded on the House floor by a number of far-right lawmakers in a heated discussion. CBO Director Phillip Swagel testifies during the House Budget Committee hearing titled "The Congressional Budget Office's Budget and Economic Outlook," in Longworth Building on Wednesday, February 14, 2024. The director of the nonpartisan Congressional Budget Office warned House lawmakers Wednesday that the ballooning national debt and the cost of paying interest on it could become an existential threat to the U.S. economy. "Rising interest costs will crowd out other possible uses of government resources, and then also pose a risk to our economic stability" in the coming decade, CBO director Phillip Swagel told the budget committee at a hearing on Capitol Hill. Swagel's testimony centered around CBO's semi-annual report on the federal budget and the economy, released Feb. 7. The CBO report projected that the yearly U.S. budget deficit would grow by an estimated $1 trillion over the next 10 years.

CNN —It won’t suck up anywhere near the oxygen of the presidential election, but the race for the US House of Representatives may be the most exciting campaign to watch in 2024. But in the House, Republicans’ shrinking majority has underscored the importance of the balance of power in Washington. House Republicans currently control 219 seats to Democrats’ 212, with four vacancies. Santos was expelled from the House last year, but he’s not absent from the race. Washington CNN —The United Auto Workers union on Wednesday endorsed President Joe Biden, a long-awaited announcement that is an important pickup for the president. Biden won the endorsement of the UAW in the 2020 campaign, even though many rank-and-file members supported Trump. Ahead of endorsing Biden, UAW President Shawn Fain said the choice union workers face in 2024 “isn’t about who you like. … Donald Trump stands against everything we stand for as a union – as a society.”The choice between Trump and Biden, Fain said, was clear. Trump has found support among the rank-and-file of the UAW despite Fain’s strong criticisms and union leadership’s consistent support of Democratic candidates.

With a salary of $174,000 per year, members of Congress make more than 80% of American households. Stunted salary growth and limited perksThe salaries for members of Congress haven't budged in nearly 15 years. Historically, Democrats have been more willing to push for higher pay for members of Congress, including Rep. Alexandria Ocasio-Cortez of New York. For simplicity's sake, let's put the number at $274,000 — a $100,000 raise for members of Congress. CNN —House Democrats have begun internal discussions about how to deal with the prospects of a chaotic situation: The possibility that Speaker Kevin McCarthy could lose his job in an unprecedented vote on the floor. One of the strategies being discussed by Democrats is to vote “present” or vote to kill it all together if a motion to oust McCarthy is brought to the floor. Bacon warned that he would cut a deal with Democrats if they reach an impasse with conservative hardliners. Democrats considering bailing out McCarthy say it wouldn’t necessarily stop there. Biden vetoes legislation to block solar panel tariffs waivers
  + stars: | 2023-05-16 | by ( ) www.reuters.com   time to read: +2 min
May 16 (Reuters) - President Joe Biden said on Tuesday he has vetoed legislation passed by the U.S. Congress that would repeal exemptions on American tariffs on imported solar panels from four Southeast Asian nations. Biden said the waivers will create a "bridge" while U.S. manufacturing ramps up enough to supply the domestic projects needed to achieve goals in fighting climate change. Top clean energy trade groups, whose members rely on cheap imports to keep their costs low, support the exemption and praised Biden's veto. Domestic solar manufacturers have said the tariffs are needed now to compete with cheap panels made overseas. Solar Energy Industries Association (SEIA) said the legislation would have eliminated 30,000 jobs in the solar sector by stalling development.
[1/3] Solar panels are set up in the solar farm at the University of California, Merced, in Merced, California, U.S. August 17, 2022. Biden suspended tariffs last June as part of a key pillar of his clean energy policy. The resolution passed the House Ways and Means committee 26 to 13. "The Ways and Means Committee just took a hammer to business certainty and American energy independence," Solar Energy Industries Association President Abigail Ross Hopper said in a statement. Months later, Commerce issued a preliminary decision to extend existing tariffs on Chinese solar products to goods from those nations.
House Democrats are annoyed with President Joe Biden and Republicans can't get enough of it. In the last month, Biden has twice withheld vetoes on GOP-led bills that most House Democrats opposed – and after the White House signaled that Biden opposed them, too. However, before a Senate vote Wednesday night, the White House put out the word that Biden wouldn't veto the bill. House Republicans' campaign arm on Wednesday is seizing on the schism, including a popcorn emoji in an email highlighting such quotes from House Democrats. "House Democrats remain rip-roaring angry at the White House for once again exposing their extremism to voters," said Will Reinert, of the National Republican Congressional Committee.
The bill, introduced in the U.S. House of Representatives, follows a similar Democrat-led effort proposed this month in the Senate. The Department of Labor has also taken steps to increase enforcement of child labor violations and called on Congress to boost penalties. The Labor Department has seen a nearly 70% increase in child labor violations since 2018, including in hazardous occupations, with 835 companies found to have violated child labor laws in the last fiscal year. Under current federal law, the maximum civil monetary penalty for a child labor violation is $15,138 per child. In February, 33 Democratic lawmakers led by Michigan Congressman Dan Kildee signed a letter to the Labor Secretary urging immediate action to rid Hyundai's supply chain of child labor.
In a letter addressed to Secretary of Labor Marty Walsh, the group of Democratic lawmakers, led by Michigan Congressman Dan Kildee, pressed the department "to take immediate action to rid Hyundai's supply chain of child labor." The news agency reported that state and federal authorities were investigating as many as ten suppliers for potential child labor violations there. In their letter to Walsh, the lawmakers commended the Labor Department for its enforcement actions in the matter so far. After Reuters' first story about child labor at SMART last July, the department and Alabama state authorities launched a probe into the supplier. The lawmakers said they want the Labor Department to take further action because "additional automotive parts suppliers for Hyundai, mainly in Alabama, are also suspected of child labor violations."

Tim Burchett, R-Tenn., whose office is just down the hall from Santos’, suggested all that attention could benefit Santos. “You always know more than I do about myself.”Later that night, Santos strolled into Hill Country, where he spent more than an hour schmoozing and chatting up patrons. A Santos staffer belted “Build Me Up Buttercup.”Approached by NBC News at Hill Country, Santos said: “You’re not going to try to interview me.
The move is aimed at propping up domestic solar manufacturers, which have struggled to compete with cheap panels made overseas - often by Chinese companies. A Commerce Department probe last year found that some solar panel makers were dodging U.S. tariffs on Chinese-made goods by moving their products through Cambodia, Malaysia, Thailand and Vietnam. New proposed duties on imports from those countries will not kick in until June of 2024 because of a two-year waiver from Biden. Months later, the Commerce Department issued a preliminary decision to extend existing tariffs on Chinese solar products to goods from those nations. The White House has said the tariff exemption will serve as a bridge while the U.S. sector ramps up.
