CNN —When Joan Chelimo first met Rebecca Cheptegei, she remembers her fellow distance runner simply as a “normal, happy girl,” delighted to be competing at the Olympics. The pair had started talking after competing in the women’s marathon in Paris last month, Chelimo representing Romania and Cheptegei running for Uganda. On Friday, a day before Cheptegei’s funeral in eastern Uganda, Tirop’s Angels hosted a femicide walk in the Kenyan city of Eldoret. There have been plenty of challenges along the way for those involved in Tirop’s Angels, particularly in the early days. “The first time we started Tirop’s Angels, we had a lot of rejection,” says Chelimo.

Since the arrival in late June of a foreign police force known as the Multinational Security Support (MSS) mission, criminal attacks here have slowed. Port-au-Prince, Haiti CNN —Security forces protecting Haiti’s leader provided covering fire as he left a hospital in Port-au-Prince after an interview with CNN, in a stark illustration of the violence that continues to plague the gang-ravaged nation. Conille initially proceeded with the interview and did not remark on the gunfire — which is not an unusual thing to hear in Port-au-Prince. No one was injured and the prime minister was safely returned to his office. In May, Conille was appointed prime minister during the government’s transition period, with the aim to eventually lead Haiti to new elections. Conille had previously briefly served as prime minister from 2011 to 2012 during the presidency of Michel Martelly.

A 26-year-old hair braider named Josephine Owino disappeared one morning last month in the sprawling shantytown of Mukuru Kwa Njenga in Kenya’s capital, Nairobi, after going out suddenly to see someone who had just phoned. Ms. Owino’s younger sister, Peris Keya, was desperate to find her, and went to three police stations pleading for help. But nothing happened until Ms. Keya said she had a startling dream one night: Her sister appeared, led her up a hill and begged her to search in a pool of water. The dump was searched only because Ms. Keya, 24, beseeched some local men to help, paying them for the grisly task. On Monday, the Kenyan police announced that they had arrested a suspected serial killer, who they said had confessed to killing 42 women, including his own wife, in the past two years, and throwing them into the dump.

CNN —A suspected serial killer has confessed to murdering 42 women over the past two years, police in Kenya have said, in a shocking case that has sparked calls for increased measures to combat gender-based violence in the country. Authorities said Collins Jumaisi Khalusha, 33, “lured, killed, and disposed of 42 female bodies,” of which only nine have been recovered. Gerald Anderson/Anadolu/Getty Images“We are dealing with a serial killer, a psychopathic serial killer who has no respect for life,” Amin said Monday. A group of female leaders called for enhanced protections for Kenyan women on Monday after increasing cases of femicide. “It is so sad that someone who killed 42 people was still roaming out there.

CNN —Six decomposing female bodies were found in a quarry in the Kenyan capital of Nairobi on Friday, according to police, sparking a protest at a nearby police station. The identities of the dead or how long the bodies had been at the quarry were not immediately clear. “It appears to be a dumping site for bodies and I suspect there could be more,” Hussein Khalid, executive director of human rights group Vocal Africa told CNN. The CNN crew also filmed Kenyan police beating and later arresting some paramedics who were helping injured protesters in Nairobi. The decision was taken “upon reflection, and a holistic appraisal” of his cabinet, he told reporters from State House Nairobi.

CNN —Kenya is in the grip of nationwide protests against proposed tax hikes, culminating in a planned “total shutdown” of the country on Tuesday. The demonstrations, sparked by the Finance Bill 2024, have seen citizens rally under the banner of “7 Days of Rage,” as the nation faces more days of upheaval. President William Ruto has said he wants to have dialogue with the protesters and that he is “proud” of them. Amnesty International Kenya says it is investigating the whereabouts of up to 12 people who were “abducted in the middle of night” ahead of Tuesday’s planned protests. The list includes bloggers, content creators, human rights defenders, a doctor, and a parliamentary staffer, Amnesty Kenya executive director Irũngũ Houghton told CNN.

The street turmoil that swept Kenya’s capital on Tuesday represented a blow to the Biden administration’s tight embrace of President William Ruto, a strong U.S. ally on a continent where American influence is rapidly waning. Just a day earlier, President Biden had formally named Kenya a major non-NATO ally, and Mr. Ruto had seen off a first group of 400 Kenyan police officers headed to Haiti on a contentious security mission that is largely financed by the United States. At the White House, the Kenyan leader was feted with a state dinner that included celebrity guests and former President Barack Obama, whose father was Kenyan. For Mr. Ruto, the state visit was the high point of a globe-trotting presidency. He has visited dozens of countries since being declared the winner of a fiercely contested presidential election in August 2022.

Photographs and news agency reports showed protesters clashing in the streets of Kenyan capital Nairobi on Tuesday, as the African state passed a controversial finance bill set to raise national taxes. Kenya's Human Rights Commission on Tuesday shared a video of officers shooting at protesters, calling for accountability. At least 50 people were injured by gunfire during the latest demonstrations, Reuters reported, citing a local paramedic outside of the parliament. The news agency further said sections of the parliament building were set on fire, as the compound was stormed. Blood has already been shed in similar protests, after two people died in separate demonstrations held last week, the Associated Press reported.

CNN —Protests have erupted in parts of Kenya, with hundreds detained by police as citizens rejected planned tax hikes in the East African nation already grappling with escalating living costs. Civil society groups said that at least 283 people have been arrested since Tuesday as protests flared over the proposed hikes. Among the taxes suspended was a 16% value-added tax on bread and a 2.5% tax on motor vehicles, a statement from Kenya’s presidency said. Amnesty International’s Kenya office said it was “deeply outraged by the arbitrary arrest of peaceful protestors” in Nairobi on Tuesday. An alliance of civil society groups called for the unconditional release of detained protesters, which it said included journalists.

CNN —The Kenyan government has scrapped some tax increases that were initially included in its controversial finance bill after people took to the streets in protest on Tuesday. “When we started the public participation in the finance bill of 2024, we did make a promise that public participation would not be an exercise in futility. We have listened to the view of Kenyans,” Kimani said in a speech outside the State House in Nairobi. Changes to the finance bill were driven by a “need to protect Kenyans from increased cost of living,” Kimani said. An experienced international aid official, Garry Conille, was unanimously appointed prime minister of Haiti by a Presidential Transition Council on Tuesday, which tasked him with leading the country out of its current crisis until elections for a new president can be held. Mr. Conille will take on his new role just as a U.N.-backed security mission led by Kenyan police is scheduled to begin operations in the violence-torn Caribbean nation, which is battling to restore political stability and tackle armed gangs who control large parts of the capital, Port-au-Prince. Fluent in English, French and Creole, Mr. Conille’s credentials include a 25-year career working for the United Nations and other aid agencies. He also briefly led Haiti as prime minister over a decade ago during another period of crisis following the devastating 2010 earthquake. But Mr. Conille has spent many of the last few years outside the country, and his perhaps rusty domestic political skills are sure to be tested by the highly volatile situation he will encounter as prime minister.

Who are Haiti’s gangs? Complicating the situation is a torrent of smuggled guns and ammunition arming Haiti’s gangs, despite an arms embargo on the island. In October last year, the Multinational Security Support Mission (MSS) was finally greenlit by the United Nations’ powerful Security Council. More equipment, including armored vehicles and radios, is expected to arrive in Haiti for the MSS over the coming days and weeks. “We believe only the Haitian police can provide long term security for Haiti.

Foreign Interventions in Haiti: A Brief History

It is hardly the first time that an international force has gone to Haiti in the name of law and order. For the past century, soldiers from around the world — including the United States — have deployed to, and even invaded, Haiti. In the past 30 years, the United Nations has launched at least six peacekeeping missions to Haiti. International soldiers have restored overthrown presidents, eased them out and helped train the Haitian National Police. But they have also left bleak legacies of sexual exploitation, civilian casualties and deadly disease.

Port-au-Prince, Haiti CNN —In a city silenced by gangs, everyone notices the thrum of a helicopter beating overhead in the night – a brief sign that someone very lucky has been able to leave Port-au-Prince. Boulevards that would ordinarily be packed with cars and vendors are empty, the city’s painted “tap tap” taxis rarely full. Haiti was thrown into crisis at the start of March, as gangs called for the resignation of Prime Minister Henry and his government. Port-au-Prince, Haiti, on March 15, 2024. On Monday, amid enormous pressure to do something to staunch the violence in Port-au-Prince, Henry did announce his resignation.

CNN —Haiti’s embattled Prime Minister Ariel Henry says his country’s constitution states that only he and his cabinet can appoint a council for the transition of power, Henry’s office told CNN exclusively on Wednesday. Henry submitted his resignation, officials of the regional bloc CARICOM announced Monday night. “We acknowledge the resignation of Prime Minister Ariel Henry upon the establishment of a transitional presidential council and the naming of an interim prime minister,” Guyana leader and current CARICOM President Irfaan Ali said. Henry was under pressure from the US to secure a political settlement, but it is far from clear who will step in. One named touted is Guy Philippe, a rebel leader recently deported from the US to Haiti after serving time for money laundering. But his decision only further enraged protesters who had for months demanded he stand down as Haiti slid further into poverty and rampant gang violence.

WASHINGTON (AP) — President Joe Biden plans to welcome Kenyan President William Ruto to the White House in May, hosting a state visit after reneging on his promise to visit Africa last year. Biden hosted a state dinner celebrating close ally Australia in October, which followed the president's skipping a stop in that country earlier in 2023 to focus on debt limit talks in Washington. But those festivities last fall were toned down some given Israel’s ongoing war with Hamas. Biden said in December 2022 that he would visit sub-Saharan Africa the following year, which would have made him the first U.S. president to travel there in a decade. Biden pulled off last-minute trips to Israel and Vietnam, as well as a secretive journey to Ukraine.

Nairobi, Kenya CNN —A man accused of murdering his girlfriend in Boston before fleeing to Kenya has been re-arrested following his escape from a police station in Nairobi nearly a week ago, police said. Kevin Kinyanjui Kang’ethe, 42, was arrested on Tuesday at a relative’s house in Ngong, a suburb of the Kenyan capital, after a tip-off, Nairobi police chief Adamson Bungei told CNN. US investigators say he boarded a plane to Kenya shortly after killing his girlfriend on November 1, 2023. Officers released Kang’ethe from his cell and left them alone in an office, from which he then ran off. Following an application for extradition from the US, Kenyan authorities began the formal process to send him back to Boston to face murder charges.

Gangs have taken over entire neighborhoods in Haiti’s capital, and killings have more than doubled in the past year, but for the organizers of the Port-au-Prince Jazz Festival, the show simply had to go on. So while judges an ocean away deliberated whether to send a contingent of officers to pacify Haiti’s violence-riddled streets, festival organizers made do by shortening the length of the event to four days from eight, moving the acts from a public stage to a restricted hotel venue and replacing the handful of artists who canceled. As 11.5 million Haitians struggle to feed their families and ride the bus or go to work because they fear becoming the victims of gunmen or kidnappers, they also are pushing forward, struggling to reclaim a safe sense of routine — whether or not that comes with the assistance of international soldiers. “We need something normal,” said Miléna Sandler, the executive director of the Haiti Jazz Foundation, whose festival is taking place this weekend in Port-au-Prince, the capital. “We need elections.”

A Kenyan court on Friday prohibited the deployment of 1,000 Kenyan police officers to Haiti, jeopardizing a multinational security force charged with stabilizing the chaos-hit Caribbean island nation before it even got off the ground. The force, which is backed by the United Nations and financed by the United States, had been stalled since October, when Kenyan opponents of the mission challenged it in court, calling it unconstitutional. “An order is issued prohibiting the deployment of Kenyan police officers to Haiti or any other country,” Justice Chacha Mwita said at the conclusion of a judgment that took 40 minutes to read. The international force was meant to help break the grip of the armed gangs that control most of Haiti’s capital, Port-au-Prince, and have turned Haiti into one of the world’s most dangerous nations. Haiti’s government has pleaded for foreign military forces to be sent in to restore order, but the United States and Canada have been unwilling to commit their own troops.
