CNN —With an election looming, President Biden’s new executive action on the border aims to send a loud and clear message about his approach to immigration. The president’s proclamation, announced Tuesday, still allows for the normal flow of commerce and legal immigration across the border. But it bars migrants who cross the border illegally from seeking asylum once a daily threshold is met. CNN —A suspect has been indicted in relation to the deaths of two Australian brothers and an American, who died during a surfing trip in Mexico, according to Baja California’s Prosecutor’s Office. The suspect was indicted on a charge of forced disappearance in the case involving the three tourists, whose bodies were found last week dumped in a 50-foot well with gunshot wounds to the head. While Baja California has been plagued by drug cartel violence in recent years, it rarely occurs in tourist areas like Ensenada. Dozens of people held a protest last week in Ensenada calling on authorities to do more to tackle violence facing tourists and locals alike. Mexico City CNN —At least 10 Cuban migrants died and 17 others were injured when the truck they were traveling in overturned in southern Mexico on Sunday, Mexican authorities say. The truck was “irregularly” transporting 27 Cuban nationals on the Pijijiapan-Tonalá highway in the southern state of Chiapas when the accident occurred, Mexico’s National Migration Institute (INM) said in a statement. Officials said initial reports suggested the driver had been speeding and lost control of the unit, fleeing the scene after it overturned. Migrants from Central America and the Caribbean sometimes travel through Mexico in trucks and trailers in the hope of reaching the United States. In 2021, 55 people were killed and more than 100 injured when a truck also believed to be carrying migrants overturned in Chiapas state, which borders Guatemala.

The families grab their belongings and head along a tarmacked path as we join them, long grass mostly hiding them from the view of the highway and Mexican officials. Occasionally, Mexican officials shout out across the grass to the walkers and tell them to come back to the main road. This static game of cat and mouse will play out several times past several checkpoints on the route. The migrants CNN spoke with said this was just another bump in their long road, another set of obstacles that will likely make what is generally a one-hour drive last the whole day.

CNN —At least 16 people have been killed and 36 more injured following a bus crash Tuesday on central Mexico’s Cuacnopalan-Oaxaca highway, according to officials. The bus, which was carrying locals and migrants, collided with a trailer truck on the highway near the border between the states of Oaxaca and Puebla, Oaxaca’s Prosecutor’s Office said in a statement. The injured were transferred to hospitals in Puebla for medical attention. The reason for the collision is unknown, but the prosecutor’s office has said they will conduct an expert-led investigation to uncover what events unfolded that led up to the crash and determine if anyone should be held liable. “I have instructed the heads of the relevant authorities to collaborate and support the injured people,” the governor of Oaxaca, Salomón Jara Cruz, said on X, formally known as Twitter.

CNN —Crowds of people accompanied the coffin of soccer player Jesus Lopez Ortiz in Guanacaste, northeastern Costa Rica, last week after his death following a crocodile attack. Lopez Ortiz was killed shortly after jumping into the crocodile-filled Cañas River in Guanacaste on July 29. CNN —The number of migrants crossing the treacherous Darien Gap, a mountainous rainforest region that connects South and Central America, has broken a new record, according to immigration officials in Panama. The Panama migration authority’s deputy director Maria Isabel Saravia told media that 2022’s already-high number of crossings was surpassed on Monday. “With today and yesterday’s crossings of 1,869 people, there have been 248,901 crossings,” Saravia said Monday. As the figures anticipated, we exceeded last year’s number (…) The last three years have been much higher than the last 11 years in crossings,” Saravia added. The 60-kilometer (37 mile) hike through the Darien Gap brings migrants from Colombia to Panama and is a crucial passage for those hoping to reach the United States and Canada.

Mexico City CNN —The United Nation’s human rights commissioner on Thursday accused Mexico’s military of obstructing an expert investigation into the disappearance of 43 students in a bloody incident that shook that country nearly nine years ago. Last August, a Mexican truth commission report concluded that the students, who disappeared en route to a demonstration in Mexico City, had been victims of “state-sponsored crime.”The students, from a teachers’ college in Ayotzinapa, were intercepted by local police and federal military forces while traveling through the southwestern city of Iguala in September 2014. Survivors from the original group of 100 students said police officers and soldiers suddenly opened fire. But dozens of students on the buses disappeared that night, and their fate remains unknown. CNN —Authorities in Mexico are searching for a man who they say intentionally set a bar on fire after being kicked out, killing 11 people overnight near the Arizona border in the Mexican state of Sonora. The fire broke out at 1:33 a.m. Saturday at a bar in San Luis Rio Colorado, near the United States border city of San Luis, Arizona, according to a statement from the Sonora Attorney General’s Office. The person suspected of starting the fire, who authorities said had “a high degree of intoxication,” threw an object with fire at the drinking establishment’s doors after security staff removed him from the building, according to the statement translated from Spanish. “According to versions (from) several witnesses, the person with a young, male appearance was disrespecting women in that bar and was expelled,” according to the statement. The prosecutor’s office described the object thrown at the bar as “a kind of ‘Molotov’ cocktail, which caused the incident.”The 11 people killed include seven men and four women, and four people with injuries were being treated in hospitals in San Luis Río Colorado and the US, according to the statement.

“The INM rescued 148 migrants who were traveling overcrowded in the box of a trailer and were abandoned in life-threatening conditions on the side of the Minatitlán, Cordova highway,” the institute said in a statement. The truck was abandoned by the driver who is still at large, INM added. Of the 148 people rescued there were women and men traveling solo, 23 unaccompanied minors and 44 families – which consisted of 115 people. CNN —Four young children have been found alive after more than a month wandering the Amazon where they survived like “children of the jungle,” according to Colombia’s President Gustavo Petro. Petro said the children were all together when they were found, adding they had demonstrated an example of “total survival that will be remembered in history.”“They are children of the jungle and now they are children of Colombia,” he added. The children, who appear gaunt in the photos, are being evaluated by doctors and will be taken to the town of San Jose del Guaviare. When we found the children we felt joy, we don’t know what to do, but we are grateful to God,” he said. CNN —One month after four children vanished into the Colombian Amazon, a preliminary report by the country’s Civil Aviation Authority offers clues to how they could have survived the devastating airplane crash that killed every adult onboard. “…Mayday, Mayday, Mayday, 2803, Mayday, Mayday, Mayday, I have the engine at minimum, I’m going to look for a field,” he said. Air traffic control later tracked the plane veering right, the report said. The report says the plane likely first hit the trees of the dense forest, tearing the engine and propeller off, followed by a vertical drop to the forest floor. Two of three seats occupied by the children remained in place and upright despite the crash, according to the report, while one child’s seat came loose from the plane structure.
