CNN —Up to 600 people were shot dead in a matter of hours by al Qaeda-linked militants in an August attack on a town in Burkina Faso, according to a French government security assessment that nearly doubles the death toll cited in earlier reports. A series of coups across Mali, Burkina Faso and Niger led to the departure of French and American forces. The Russian mercenaries summoned by the juntas to bolster their grip have instead left a vacuum in which jihadists have thrived, says the assessment, given to CNN by a French security official. ABUJA, Nigeria (AP) — Three West African nations of Mali, Burkina Faso and Niger have withdrawn from the regional economic bloc known as ECOWAS, their respective juntas announced Sunday, accusing the bloc of “inhumane” sanctions to reverse the coups in their nations. The juntas said in a joint statement read on state television that they have “decided in complete sovereignty on the immediate withdrawal of Burkina Faso, Mali and Niger from the Economic Community of West African States (ECOWAS), alleging that the bloc has “moved away from the ideals of its founding fathers and pan-Africanism” after nearly 50 years of its establishment. “Furthermore, ECOWAS, under the influence of foreign powers, betraying its founding principles, has become a threat to its member states and its populations whose happiness it is supposed to ensure,” their statements read. It is the latest twist in a series of events that have deepened political tension in West Africa since it experienced its latest of a string of coups — in Niger — last year. ABUJA/WASHINGTON (Reuters) - Secretary of State Antony Blinken on Tuesday said the United States is determined to remain a strong security partner for Nigeria, whose military is backed by the U.S., Britain and other allies in a long war against Islamist insurgents. "The United States is determined to be and remain a strong security partner for Nigeria," Blinken told reporters. Blinken added that he discussed how it is vitally important there be a focus on ensuring civilians are protected and humanitarian considerations. The coup in Niger was one of a series of military takeovers or attempted power grabs that occurred in West and Central Africa over the past three years. So far, about $2 billion of the backlog across sectors such as manufacturing, aviation, and petroleum have been paid, CBN spokesperson Hakama Sidi Ali said in a statement.

It comes amid criticism that the lending institutions are not taking climate change and the vulnerabilities of poor countries enough into account in their funding decisions. Dysfunctional because the system as a whole is too slow to respond to new challenges, such as climate change. Lee pointed to an IMF program that launched last year to help poor countries address problems like climate change. “The national policy to address climate change is lax — little or no focus is on climate change and the nexus between climate change and conflict in the Sahel is underappreciated,” Hassan said. “Go beyond the conflict itself to start prioritizing climate change as the root cause of the problem affecting these countries."

CNN —Four army officers were arrested in Burkina Faso, a military prosecutor said, a day after the country’s ruling military junta announced it had thwarted a coup attempt. Two other officers were “on the run,” according to a statement from the public prosecutor’s office at the military court in Ouagadougou, the capital city. Burkina Faso’s military junta said in an earlier statement that intelligence and security services had foiled a “proven coup attempt” on Wednesday. “A number of officers and other alleged actors involved in this destabilization attempt have been arrested, while others are being actively sought,” the statement said. Earlier this month, Burkina Faso’s military leaders signed a mutual defense pact with the juntas in Mali and Niger.

Demonstrators hold placards and Niger's flags as they gather outside Niger's embassy in support of the President of Niger Mohamed Bazoum in Paris, France, August 5, 2023. Crowds of junta supporters have spent days camping outside a French military base to demand the troops' departure. Some analysts have expressed concern that the withdrawal of French troops from Niger could further hamper Western efforts to stem the violence, which has risen since the coups, and bolster Russian influence in the region.

REUTERS/Francis Kokoroko/File Photo Acquire Licensing RightsBAMAKO, Sept 16 (Reuters) - Mali, Niger and Burkina Faso, three West African Sahel nations ruled by military juntas, signed a security pact on Saturday promising to come to the aid of each other in case of any rebellion or external aggression. Mali and Burkina Faso have vowed to come to Niger's aid if it is attacked. "Any attack on the sovereignty and territorial integrity of one or more contracted parties will be considered an aggression against the other parties," according to the charter of the pact, known as the Alliance of Sahel States. "I have today signed with the Heads of State of Burkina Faso and Niger the Liptako-Gourma charter establishing the Alliance of Sahel States, with the aim of establishing a collective defence and mutual assistance framework," Mali junta leader Assimi Goita said on his X social media account. France has been forced to withdraw its troops from Mali and Burkina Faso, and is in a tense standoff with the junta that seized power in Niger after it asked it to withdraw its troops and its ambassador.

After the coup, the United States paused certain foreign assistance programs for Niger and military training has been on hold. "The leaders of this attempted coup are putting Niger's security at risk, creating a potential vacuum that terrorist groups or other malign groups may exploit," the official said. The United States has been pressing for a diplomatic resolution of the crisis that erupted on July 26 when Niger military officers seized power, deposed President Mohamed Bazoum and placed him under house arrest. Military juntas have come to power through coups in Mali and Burkina Faso - both neighbors of Niger - in recent years. But so far, Paris has rejected calls by the coup leaders to withdraw their 1,500 troops.

CNN —Former Thai prime minister Thaksin Shinawatra has submitted a request for a royal pardon, the outgoing justice minister said, just over a week after his dramatic return to the country from more than 15 years in self-exile. Thaksin, the head of a famed political dynasty, was prime minister from 2001 until he was ousted in a military coup in 2006. Outgoing Justice Minister Wissanu Krea-ngam confirmed to reporters Thursday that he had received Thaksin’s letter requesting a royal pardon from King Maha Vajiralongkorn. It is unclear how long the application process for a royal pardon will take. In Thailand, prisoners can request a royal pardon through the justice minister, who passes the application to the prime minister and then on the the King for final approval.

If successful, Wednesday's coup in Gabon would be the eighth in West and Central Africa in three years. Two weeks ago, a military junta suddenly deposed Niger’s pro-American, democratically elected president. Already at least one leader of the Niger junta has met with Wagner representatives in neighboring Mali, where Wagner has developed a firm presence. Given the stakes, the initial responses by those who support Niger’s ousted president have been ill-considered and anemic. But the Wagner-supported ruling juntas in two of Niger’s neighbors immediately pledged to join with Niger’s military in fending off any such invasion, calling it a “declaration of war” against them. All have been grounded since Niger’s junta declared the entire country a no-fly zone.

[1/5] Niger's Prime Minister Ouhoumoudou Mahamadou speaks about the situation in Niger during an exclusive interview with Reuters, in Paris, France, August 5, 2023. Niger's military takeover, the seventh in West and Central Africa in three years, has rocked the western Sahel region, one of the poorest in the world, which has strategic significance to global powers. Still, as the deadline loomed, Bazoum's Prime Minister Ouhoumoudou Mahamadou believed a last-minute intervention was possible, he said in an interview in Paris. France said on Saturday it will support efforts to overturn the coup, without specifying whether its backing would entail military assistance for an ECOWAS intervention. Niger's neighbours Mali and Burkina Faso, where military juntas have also seized power in recent years, said they would support Niger in the event of military intervention.

The country’s president, a trusted ally of France, was taken hostage in the presidential palace by his own guards in late July. A colonel in uniform appeared late Thursday on state television and announced that the military was ending its cooperation with France. The coups have fanned the flames of popular anger against France, a former colonial power that critics say never really let go of its former possessions. Now, France has become a scapegoat of sorts in a region buckling under the forces of poverty, climate change and surging Islamist militancy. “France did not see this coup coming, so they have not learned from Mali or Burkina Faso,” said Mujtaba Rahman, the managing director for Europe at Eurasia Group, a consultancy.
