The United States imposed sanctions on Monday on an Israeli settler group it accused of helping perpetrate violence in the occupied West Bank, which has seen a rise in settler attacks on Palestinians. The sanctions also target a subsidiary of Amana called Binyanei Bar Amana, described by Treasury as a company that builds and sell homes in Israeli settlements and settler outposts. Israel has settled the West Bank since capturing it during the 1967 Middle East war. Israel views the West Bank as the biblical Judea and Samaria, and the settlers cite biblical ties to the land. Last week, nearly 90 U.S. lawmakers urged Biden to impose sanctions on members of members of Israeli Prime Minister Benjamin Netanyahu’s government over anti-Palestinian violence in the West Bank.

A call from Israel’s ultranationalist finance minister to use Donald Trump’s election win as an opportunity to annex parts of the occupied West Bank has drawn international condemnation and fueled fears about the U.S. ally’s plans. Bezalel Smotrich said Monday that “the time has come” to extend Israeli sovereignty over settlements in the area — land recognized by the international community as belonging to Palestinians in their quest for a future state. The Israeli minister welcomed the president-elect’s victory and said that he would seek Trump's support for the move. Discussions on plans to annex parts of the West Bank were held between Israel and Washington during Trump’s first term, and Smotrich said that he would push his government to engage with the incoming administration to gain support. Smotrich added that he would seek international recognition for sovereignty over the West Bank, but his announcement quickly drew global condemnation.

CNN —Israel’s far-right finance minister, Bezalel Smotrich, has ordered preparations for the annexation of settlements in the Israeli-occupied West Bank. President-elect Donald Trump’s victory in the US election “brings an important opportunity for the State of Israel,” Smotrich told the Knesset, or Israeli parliament. The “only way to remove” the “threat” of a Palestinian state, Smotrich added, “is to apply Israeli sovereignty over the entire settlements in Judea and Samaria,” the biblical term by which Israelis refer to the West Bank. Around half a million Israelis live in West Bank settlements. Smotrich, himself a settler, has long called for Israeli law to apply in the settlements, and previously opposed the creation of an independent Palestinian state.

Israeli Prime Minister Benjamin Netanyahu appointed U.S.-born Yechiel Leiter, an official who previously served as chief of staff in the finance ministry, as the next Israeli ambassador to the United States. “Yechiel Leiter is a highly capable diplomat, an eloquent speaker, and possesses a deep understanding of American culture and politics,” Netanyahu said in a statement. His appointment was also welcomed by Yisrael Ganz, the head of the Yesha Council, an umbrella organisation representing councils of Jewish settlements in the Israeli-occupied West Bank, a territory Palestinians want as part of a future state. As well as serving in the finance ministry, Leiter also held positions as deputy director general in the Education Ministry and acting chairman of the Israel Ports Company. His son was killed last year in the Gaza war against Palestinian militant group Hamas while serving with the Israeli military.

London CNN —A twice-stolen painting by Italian Renaissance master Titian, which was once found in a plastic bag at a bus stop in London, sold for $22.3 million at auction on Tuesday. Titian, whose real name was Tiziano Vecellio, made the work in the first decade of the 16th century, at the beginning of his career. Measuring just 18.25 inches by 24.75 inches (46.2 centimeters x 62.9 centimeters), the painting is tiny compared with some of the massive works for which Titian became known later in his life. In 1995, it was stolen from Longleat, the home of Thynne’s descendants, and disappeared for seven years, before it was found at a bus stop in London by art detective Charles Hill. “This picture has captured the imaginations of audiences for more than half a millennia and will no doubt continue to do so,” he added.

CNN —Israeli Finance Minister Bezalel Smotrich has spoken about preventing the occupied West Bank from becoming a part of an independent Palestinian state, according to leaked audio of a speech he gave earlier this month. Smotrich, a leading far right member of Prime Minister Benjamin Netanyahu’s cabinet, said the way to prevent a Palestinian state that would endanger the state of Israel was to develop Jewish settlements. Israel’s Supreme Court defines Israeli control over the West Bank as a temporary military occupation rather than the annexation of territory under a civilian administration. But Smotrich, who lives in a settlement himself, has opposed the creation of an independent Palestinian state. The official position of the government is that the status of the West Bank is subject to future negotiations.

CNN —Israel’s government says it is looking to “strengthen” Jewish settlements in the occupied West Bank after several countries unilaterally recognized a Palestinian state. The statement also said Israel would look at what actions to take against the Palestinian Authority as it took actions against Israel in international bodies. Earlier this month, the Palestinian Authority applied to join South Africa’s case against Israel at the International Court of Justice. Israel’s far-right finance minister, Bezalel Smotrich, said in May that Israel should approve 10,000 settlements in the West Bank, establish a new settlement for every country that recognizes a state of Palestine, and cancel travel permits for Palestinian Authority officials. CNN —A lost Caravaggio painting that was almost mistakenly sold at auction for a bargain price has gone on display at the Prado Museum in Madrid, Spain, after being rescued and restored. The oil on canvas work depicts Jesus wearing a crown of thorns with blood running down his face and onto his chest. Michelangelo Merisi da Caravaggio, better known simply as Caravaggio, is known for his visceral depictions of violence. “Ecce Homo” will be displayed at the Prado Museum until October 13. On Thursday, the State Department announced the first round of sanctions targeting Israeli settlers accused of perpetrating violence in the West Bank. There are more than 450,000 Jewish settlers in the occupied West Bank. Settlers in the West Bank fall under Israeli civilian rule and have their own road and transportation networks, while Palestinian residents fall under Israeli military rule, are forced to go through Israeli military checkpoints, and are largely barred from entering Jewish settlements. And in Area C, which is 60% of the West Bank, Israel retains full security and administrative control. The report rejected the applicability of the Fourth Geneva Convention to the West Bank, arguing that the West Bank was never a legitimate part of any Arab state.

JERUSALEM, Nov 1 (Reuters) - Israel's defence and finance ministers clashed on Wednesday over whether some West Bank tax revenues should be transferred to the Palestinian Authority, underlining the tensions straining the government as Israeli forces push on with the war in Gaza. Defence Minister Yoav Gallant called for tax revenues collected by Israel on behalf of the Palestinians in parts of the West Bank under direct Israeli control, to be disbursed without delay. "I think it is only appropriate to uphold the decision of the cabinet as decided several days ago," he said. There is a reason so many Jews cannot stop shaking right now. The concept of intergenerational trauma doesn’t begin to describe the dark place into which this month’s attack plunged Jewish communities around the world. Many American Jews, like Jews around the world, are descendants of those who survived. As was true in ancient times, the ties between global Jewish communities and Israel are concrete, specific, intimate and personal. Millions of American Jews, not to mention Jews in Britain, France, Australia and elsewhere, have friends and relatives in Israel.

CNN —A Hamas spokesman is reportedly among more than 60 members of the militant organization that Israel arrested in overnight raids across the West Bank, the Israeli-occupied Palestinian territory that is increasingly feeling the impact of the fighting in Gaza. Hassan Yousef, a leading Palestinian political figure who served as the official Hamas spokesperson in the West Bank, was arrested in his home, according to the Palestinian Prisoners Club, an NGO representing Palestinian detainees. “Occupation forces arrested Hamas leader Sheikh Hassan Yousef from his home in Beitunia, as part of a wide-scale arrest campaign in the occupation (sic) West Bank,” the Palestinian Prisoners Club statement reads. Three Palestinians were shot dead in clashes with Israeli forces in the occupied West Bank on Thursday, according to the Palestinian Authority’s Ministry of Health. Israel views the West Bank as “disputed territory,” and contends its settlement policy is legal.
