CNN —Alleged Sinaloa cartel cofounder Ismael “El Mayo” Zambada appeared Thursday in federal court in Texas for his latest hearing since his arrest a week ago in an intrigue-packed case centered on one of the world’s most powerful and deadly drug trafficking organizations. The scene outside the courthouse in El Paso showed a heavy security presence, with federal agents and bomb-sniffing dogs patrolling the perimeter. Under an 80-year-old treaty, the United States and Mexico share waters from the Colorado River and the Rio Grande, respectively. They say the lack of water from Mexico is propelling them into crisis, leaving the future of farming in the balance. Pain in both countriesThe water from Mexico goes to the Falcon and Amistad Reservoirs which straddle the border and provide water to homes as well and farms. To rely only on storms to reduce water scarcity would make Mexico “totally exposed to what nature decides about our water future,” UNAM’s Magnaña Rueda said. Ultimately, there needs to be a recognition that water sharing agreements must adapt to a changing climate, Rueda said.

CNN —Thousands of dead fish have blanketed the surface of a lagoon in Mexico’s northern state of Chihuahua, with local officials blaming an intense drought. Chihuahua state has been hit particularly hard with most of its territory engulfed by the most extreme levels of dryness. Mass fish deaths in the area have happened in previous years when the lagoon dried up, stranding fish. Biden unveiled the sweeping executive action Tuesday afternoon at the White House, attempting to use executive action to affect the situation on the border after a bipartisan measure failed earlier this year. The new executive action bars migrants who cross the border illegally from seeking asylum – a departure from decades-long protocol – once a daily threshold is met. Senior administration officials told reporters Tuesday it would be lifted when there’s a daily average of less than 1,500 encounters in between ports of entry. Senior administration officials acknowledged that federal resources are strained, which could pose a challenge, but they maintain that the measure will help them remove people more quickly. Senior administration officials Tuesday cited the measure as a tool to help head off that potential increase.

Mike Blake | ReutersSince 2019, immigration has added 2 million workers to the U.S. labor supply, according to an April analysis by Tedeschi. Without immigrants, Tedeschi estimated that the size of the U.S. labor supply would have shrunk by 1.2 million during that period. The short answer is that this executive order will probably not increase inflation. Some experts say the executive order could bring down costs by smoothing out the U.S.-Mexico supply chain. Biden's executive order could help clear some of these supply chain bottlenecks.

Complicating her administration’s debut, Sheinbaum will also have to contend with the shadow of her polarizing mentor, the outgoing President Andres Manuel López Obrador, from the same Morena party. In a speech following the election, Sheinbaum promised to govern for all and to be an investor-friendly president. Mexican President Andres Manuel Lopez Obrador raises Sheinbaum's hand after she was sworn in as Mexico City's mayor on December 5, 2018. Sheinbaum condemned the violence following Hamas’ October 7 attack on Israel and has previously called for a Palestinian state. Still, under López Obrador, the Mexican government has accepted US deportations of tens of thousands of non-Mexican citizens under a 2023 Biden administration rule.

But it’s not just the massive scale of the event that makes it so important in the eyes of observers across the border in the United States. Key to facilitating this shift was the creation of the USMCA trade agreement, which came into effect in 2020 between Mexico, the United States and Canada. “Mexico committed to addressing the two main Mexican issues affecting the United States and that will determine the next election: migration and fentanyl. “But the United States also has to dismantle the network of traffickers within (its own borders). There is a significant network of organized crime in the United States that the administration must arrest, bring to trial, and whose activities it must restrict,” she added.

CNN —As US supply chains decouple from China, Mexico’s manufacturing sector is emerging as a winner. Ramos said Mexico and China have been competing for the US manufacturing market for years, but amid a shifting US-China relationship, Mexico looks poised to pull ahead. Those exports were driven by manufacturing, which comprises 40% of Mexico’s economy, according to Morgan Stanley. Meanwhile, Chinese exports to the US were down 20% in 2023, compared to 2022. Analysts at Morgan Stanley see the value of Mexico’s exports to the United States growing from $455 billion to about $609 billion in the next five years.

This is Mexico's tenth flexible credit line arrangement since 2009, and the country has reduced amounts of the lines granted in recent years, the IMF said. In 2017, the IMF granted Mexico a credit line worth around $88 billion, which by 2021 was reduced to $50 billion. Authorities will reassess the external risk outlook and their implications on access under the agreement in November 2024, the IMF added.

In Mexico, many journalists work outside of the profession to pay the bills. Investigators have not ruled out the possibility that Villagomez was killed due to his work as a journalist, said Salas. "A journalist is a journalist 24 hours a day, whether or not they were working as something else meanwhile," Salas said, adding that Villagomez's cellphone was missing from the scene.

People protest against what they say is the lack of government help, in the aftermath of Hurricane Otis, in Acapulco, Mexico, November 5, 2023. The government has sent in thousands of soldiers to help clean up Acapulco, but residents say rubbish has engulfed some areas so quickly that even traffic is being held up. Mexico's Civil Protection authority did not reply to a request for comment, but the government said getting Acapulco cleared up is a top priority. When questioned about the garbage this week, President Andres Manuel Lopez Obrador said authorities are fumigating the city to prevent disease, and would deal with the problem. "When you've got large numbers of yellow fever mosquitoes, dengue outbreaks are only a matter of time."

A man buys vegetables at a stall in an outdoor market in downtown of Ciudad Juarez, Mexico July 27, 2023. Consumer prices rose 0.38% in October, according to non-seasonally adjusted figures, mainly driven by core inflation including higher food, beverage and service costs. The annual headline inflation reading came in slightly below economist forecasts in a Reuters poll, which stood at 4.28%. The closely monitored core index, which strips out some volatile food and energy prices, rose 0.39% during the month, while annual core inflation came in at 5.5%, in line with market expectations. "This report strengthens our view that headline inflation will remain under control over the coming months," said Pantheon Macroeconomics chief Latin America economist Andres Abadia, but "admittedly services inflation is still a bit sticky.

Nearly 50 people are known to have died due to Otis, which struck just after midnight in the early hours of Oct. 25. The late sailor's sister, Maria Jesus Castro, told Reuters that Castro had sent a video to her just after midnight, saying the sea was "getting very ugly." Looking down at his coffin, she added, "Look at where the ship is, there are no signs of the ship, and look, my love, look where he is." She related how authorities told her that Castro's body had been admitted to a morgue in Acapulco on Oct. 27, seven days before the family was contacted. At the same time, Republican voters are warier of foreign conflicts and less interested in foreign policy than they have been during previous competitive primary elections, said Doug Heye, a Republican strategist. Republicans have often said that militants who support or carry out attacks on Israel will try to slip through the U.S.-Mexico border, despite scant evidence of it. He also said, without evidence, that Hamas militants were pouring over the U.S.-Mexico border. STRATEGY BRINGS RISKSRepublicans have drawn a link between national security and border security before, albeit in broader terms. Still, the immigration crackdown that Republican candidates have proposed is not without risk, said Ayres, the Republican pollster.
