Americans hoping that President Joe Biden won’t blunder his way into war with Russia can hardly take comfort from his history of poor judgment in matters of foreign policy. The latest news from China underscores how badly Mr. Biden misjudged the tyrant who has now consolidated power in Beijing. The Journal’s Rebecca Feng reports that on Monday foreign investors were fleeing Chinese stocks and it’s easy to see why.
