CNN —In late August, a container vessel sailed out of Angola’s Port of Lobito carrying railway operator Lobito Atlantic Railway’s first shipment of copper from the Democratic Republic of Congo (DRC) to the US. That’s about 30 days faster than a road journey, according to Francisco Franca, the CEO of Lobito Atlantic Railway (LAR), a consortium of firms that took over operations of the railway in January. The ship took Lobito Atlantic Railways first shipment of copper to the US. “Lobito Corridor is not just a railway line, but is the economic development along the corridor,” said Franca, the CEO of LAR. On Wednesday, when he arrived at Joint Base Andrews to begin another state visit – this time to Washington – he again found a red carpet and troops. Senior administration officials acknowledge a central factor in scheduling a state visit with Kenya was the desire to counter China’s influence and financial leverage on the African continent, which has outpaced the United States in direct investment. One of the goals of Thursday’s state visit is to demonstrate the ability of democracies – like Kenya’s – to deliver for their people. “I plan on going in February,” Biden told reporters.

WASHINGTON (AP) — President Joe Biden is hosting Angolan President João Manuel Gonçalves Lourenço in the Oval Office on Thursday as he seeks to reaffirm his commitment to Africa even as two wars consume much of his administration's foreign policy focus. The visit comes as Biden appears set to break his commitment to African leaders to visit the continent this year — though senior U.S. officials have made key trips to Africa throughout 2023. This is a fundamental shift in Angolan foreign policy,” lobbyist Robert Kapla wrote in April to Biden confidant Amos Hochstein, according to lobbyist disclosure records. It's part of a global infrastructure program championed by Biden that is meant as a counterweight to China's Belt and Road initiative. Much of Biden's recent foreign policy focus has been on Russia's war in Ukraine and the fighting between Israel and Hamas.
