The EU and China have reportedly agreed to start talks on the planned imposition of tariffs on Chinese-made EVs. China's commerce ministry said it "does not accept" tariffs imposed by the European Union on Chinese electric vehicles, after the bloc increased tariffs on Chinese EVs to as high as 45.3% on Wednesday. The commerce ministry said "China will continue to take all necessary measures to resolutely safeguard the legitimate rights and interests of Chinese companies." China's commerce ministry also highlighted the EU has indicated it will continue to negotiate with China, adding that both sides are conducting a new round of consultations. On Oct. 25, Reuters reported the two sides were looking at possible minimum price commitments from Chinese producers or investments in Europe as an alternative to tariffs.

EU slaps tariffs on Chinese EVs, risking Beijing payback

A senior EU official said the extra tariffs had been formally approved on Tuesday. It says China's spare production capacity of three million EVs per year is twice the size of the EU market. Beijing has called the EU tariffs protectionist and damaging to EU-China relations and automotive supply chains, and has launched its own probes this year into imports of EU brandy, dairy and pork products in apparent retaliation. The Commission estimates Chinese brands' share of the EU market has risen to 8% from below 1% in 2019 and could reach 15% in 2025. German carmakers have heavily criticized the EU measures, aware that possible higher Chinese import duties on large-engine gasoline vehicles would hit them hardest.

China on Friday reported better-than-expected retail sales and industrial production for September. Retail sales grew 3.2% from a year ago, better than the 2.5% growth estimated by analysts in an LSEG poll, the National Bureau of Statistics said. Meanwhile, industrial production expanded 5.4% in September from a year ago, more than the 4.5% expected by analysts. He noted that year-to-date retail sales data showed "cautious sentiment among consumers." From January to September, retail sales grew 3.35%, nearly same as the growth reported for January through August at 3.36%.

China on Wednesday announced that it has filed an appeal with the World Trade Organization, asking the organization to rule on the recent tariffs that Canada imposed on Chinese electric vehicles and metal products. The ministry said it filed a lawsuit against what it called Canada's "unilateralism and trade protectionist practices" with the WTO, adding that it also launched an anti-discrimination investigation into Ottawa's restrictive measures. These measures will "disrupt and distort the global industrial chain and supply chain," the ministry added. China's industrial profits plunged by 17.8% in August from a year ago, the National Bureau of Statistics said Friday. Industrial profits covers factories, mines and utilities in China. Sluggish domestic demand, a prolonged housing downturn and rising unemployment have weighed on the world's second largest economy. In August, China's industrial activity, retail sales and urban investment all grew slower than expected, with retail sales rising by barely more than 2% and industrial production by 4.5% from a year ago. The urban unemployment rate was 5.3% in August, an uptick from 5.2% in the previous month.

CB Payments Limited (CBPL) is part of the Coinbase Group, which operates a global crypto trading platform. In October 2020, CBPL entered into a voluntary agreement with the U.K.'s Financial Conduct Authority (FCA), accepting restrictions that prevented it from taking on new customers that the regulator considered high-risk. However, CBPL breached the agreement and onboarded and served 13,416 of so-called high-risk customers, the FCA said. These funds were used to make withdrawals and execute crypto transactions via other Coinbase entities, totaling approximately $226 million.
