As Sam Brown, a Republican and Army veteran, has campaigned for Nevada’s U.S. Senate seat against Senator Jacky Rosen, he has deployed a potent weapon against his Democratic foe: the unpopularity of President Biden among the state’s voters. Mr. Brown and his campaign have linked Ms. Rosen to Mr. Biden and his policies at every turn, slamming her support for him on the campaign trail and online and even occasionally referring to her as “Jacky Biden.”Now, with Mr. Biden’s future at the top of the Democratic ticket in doubt, Republicans like Mr. Brown, campaigning in competitive down-ballot races that could decide control of Congress, are considering whether they will need to alter their messaging to account for a different Democratic presidential nominee — whether that is Vice President Kamala Harris or another challenger.

When you’re paid in tips, you’re never really sure if you’ll make rent. At a rally last month in Nevada, Donald Trump announced that, if elected, he would exempt tips from federal taxes. 6 is “Large tax cuts for workers, and no tax on tips!” Republicans in Congress are already working on a bill designed to do just that. Last week, they introduced “Tax Free Tips Act of 2024,” which would end federal income and employment taxes on tips. The other half, which earns less than 32,000, already don’t pay federal taxes on their income.

But recent history raises deep questions about whether Democratic Senate candidates can continue to levitate as far above the presidential ticket as polls now show. “A Democratic Senate majority coalition relies on having both Senators from a state such as Michigan,” said Daniel Hopkins, a University of Pennsylvania political scientist. As recently as the 1980s, it was common for voters to split their tickets in Senate races. Still, even that alignment left room for some Senate candidates to swim against this general tide. This history, by itself, doesn’t answer whether Democratic Senate candidates would have better prospects with or without Biden as their presidential nominee.

The nation's central bank is once again leaving interest rates unchanged as it works to lower inflation. On Wednesday, the Federal Open Market Committee announced that it's holding its key interest rate benchmark steady in a range of 5.25% to 5.5%, continuing the pause that first began in September last year. The Summary of Economic Projections, released alongside the FOMC's interest rate decision, penciled in just one rate cut for 2024. "This housing-related inflation is directly driven by high interest rates: reducing rates will reduce the costs of renting, buying, and building housing, lowering Americans' single highest monthly expense," they wrote. "Lowering interest rates will likely also decrease the cost of auto insurance as well, which has risen due to factors completely unrelated to the cost of lending."

Here are the primaries to keep an eye on:Nancy Mace, a Trump vice-presidential contender, will be on the ballot in South Carolina. Representative Nancy Mace, Republican of South Carolina, who is a contender to be Mr. Trump’s running mate, faces a primary opponent backed by former Speaker Kevin McCarthy, who opposes her because she voted to oust him from the speakership last year. The primary, in the state’s First Congressional District, comes just days after the House Ethics Committee started looking into Ms. Mace’s use of a congressional reimbursement program. Mr. Brown will face Jeff Gunter, a wealthy dermatologist who was Mr. Trump’s ambassador to Iceland, as well as Jim Marchant, who has supported Mr. Trump’s lie that the 2020 election was stolen from him, and a number of other minor candidates. Americans shouldn't expect interest rate cuts to head their way anytime soon. "And if I had to bet, I bet that we will get two rate cuts, one in September and one in December." Some Democratic lawmakers have been pushing the Fed to cut rates and give Americans some breathing room, especially after the European Central Bank cut rates earlier in June for the first time in five years. Former President Donald J. Trump on Sunday said he was endorsing Sam Brown, the Army veteran who is leading the crowded Republican primary field in Nevada’s U.S. Senate race. “Sam Brown is a fearless American patriot,” Mr. Trump wrote in a post on his social media site, Truth Social, adding that Mr. Brown would “fight tirelessly” to protect the border and improve the economy. Mr. Trump’s opinion was the sole remaining question mark. Though he is campaigning as a strong supporter of the former president, Mr. Brown was late to formally back Mr. Trump’s bid for a second term, and his primary rivals sought to capitalize from the right. Jeff Gunter, a wealthy dermatologist and Mr. Trump’s ambassador to Iceland, staked out a position as a MAGA candidate, slamming Mr. Brown in television advertisements as he angled for a possible endorsement from Mr. Trump.

That changed on Thursday, when Mr. Brown appeared to address Mr. Gunter for the first time, at a private fund-raising event in Sparks, Nev., after Mr. Gunter accused him in ads and appearances of being disingenuous and not sufficiently pro-Trump. A group backing Mr. Brown’s campaign, the Duty First PAC, ran its first television ad this week since last year, a $322,000 reservation, according to the tracking firm AdImpact. Mr. Brown’s campaign declined to comment on Mr. Gunter. Mr. Trump made several posts seeming to express his approval for Mr. Brown on Truth Social, his social media platform, this month. Mr. Gunter said he was “running that place like clockwork,” and that the government report was “bogus.”

In 1999, a Florida lawyer, Anuraag Singhal, represented a man convicted of gunning down a police officer. Singhal had to somehow persuade a jury that his client, Jeffrey Lee Weaver, should face life in prison rather than the electric chair, the punishment the hard-charging prosecutor sought. The article described tears rolling down his cheeks, and his voice breaking with emotion as he pleaded for Weaver’s life. A divided jury recommended life in prison. He would become active in conservative legal circles, joining the local chapter of the Federalist Society.

Some Nevada Republicans say the story demonstrates Brown’s deeper understanding of the complexities of reproductive healthcare in a state where voters guaranteed the right to abortion through a referendum. They also hope it illuminates a gray area that many Republican women feel extends beyond “yes” or “no” answers on abortion rights. She said Nevada Republicans have no desire to overturn the state’s existing protections, unlike in Republican-led states like Texas and South Carolina. She also hopes the Browns’ announcement helps move abortion access, largely a winning issue for Democrats, “off the table” in the Senate race. When left to the states, women in Texas facing the same circumstances today would not have the options his wife had in the state in 2008.

On a Friday morning interview with Fox News, Trump criticized Federal Reserve Chair Jerome Powell's handling of the economy, particularly regarding interest rates. "I think he's going to do something to probably help the Democrats, I think, if he lowers interest rates," Trump said, adding that "it looks to me like he's trying to lower interest rates for the sake of maybe getting people elected." While the committee's Summary of Economic Projections in December penciled in three interest rate cuts for this year, Powell said on Wednesday that it's highly unlikely those cuts will take place at the next meeting in March. The jobs data on Friday will support a decision to delay rate cuts until after March — the US economy beat expectations by adding 353,000 jobs. However, some Democratic lawmakers have been urging Powell to consider cutting interest rates sooner rather than later to give Americans financial relief.

Evidence of a strong economy has so far been lost on a general public that still feels the pinch of inflation and worries about the uncertainty of life in 2024. Signs of a thaw in public opinion, but pessimism still dominatesA new CNN poll shows Biden still has a lot of convincing to do: Perception of the economy remains deep under water. However, if hiring remains strong and inflation keeps falling, it may become easier for Biden to convince voters he’s doing a good job strengthening the economy. CNN’s polling editor Ariel Edwards-Levy notes that about half the country, 48%, thinks the economy remains in a downturn. Their letter is proof that the fact of a strong economy is felt, if at all, in different ways.

In a Sunday letter to Fed Chair Powell, shared first with CNN, Warren expressed alarm at how “astronomical” mortgage rates have made a bad situation worse and urged Fed officials to start cutting borrowing costs. “We urge you to consider the effects of your interest rate decisions on the housing market and to reverse the troubling rate hikes that have put affordable housing out of reach for too many,” Warren and fellow Democratic Sens. John Hickenlooper, Jacky Rosen and Sheldon Whitehouse wrote. “Come on, Fed! Turn it around and drop those interest rates,” Warren told CNN’s Kate Bolduan on Monday.

Read previewThe nation's central bank is gearing up to make its first big decision of 2024 — and while it likely won't be the interest rate cut many Americans are hoping for, it's set to bring them closer to that relief. The Fed hinted at how many interest rate cuts Americans can expect this year in its December Summary of Economic Projections. New labor market data out this Friday will show how employment looked at the start of 2024, and some labor market experts already think 2024 will see a cooler job market . That continuing strength in the labor market does represent a slowdown from the hot post-pandemic recovery in 2022. "The Fed has already signaled its willingness to cut rates, and the market has responded accordingly," the lawmakers wrote.

New York CNN —America has a housing affordability crisis and Elizabeth Warren blames Jerome Powell and his colleagues at the Federal Reserve. To fight inflation, the Fed spiked interest rates at the fastest pace since the early 1980s. However, the Fed’s war on inflation set off shockwaves in the housing market. The one-two punch of elevated borrowing costs and record-high home prices has made the housing market historically unaffordable. “High interest rates have aggravated the country’s crisis of housing access and affordability,” the Senate Democrats wrote.

While rent costs have decreased slightly over the past few months, "high interest rates mean higher mortgage rates for landlords, who may pass off these costs in the form of rent hikes for their tenants," the Democrats wrote. Powell has previously acknowledged the impact of interest rate increases on housing costs. LAS VEGAS (AP) — A proposed high-speed passenger train between Las Vegas and Southern California got another boost on Tuesday with Biden administration approval to issue $2.5 billion in tax-exempt bonds for the $12 billion project. The announcement benefiting the Brightline West project followed a $3 billion U.S. Department of Transportation grant in December and government authorization in 2020 for the company to sell $1 billion in similar bonds. "We appreciate the confidence placed in us by DOT and are ready to get to work,” Brightline founder and Chairman Wes Edens said in a statement. The 218-mile (351-kilometer) Brightline West project aims to whisk passengers at 186 mph (300 kph) or more in electric trains on new tracks along the Interstate 15 corridor — cutting in half a four-hour freeway trip between Las Vegas and suburban San Bernardino County near Los Angeles. No date has been announced for work to start, but officials have said it might be operational by the Summer Olympics in Los Angeles in 2028.

LAS VEGAS (AP) — A planned high-speed rail line between Las Vegas and the Los Angeles area got a Biden administration pledge on Tuesday of $3 billion to help start laying track, Nevada elected officials said. But Rosen said electric-powered trains could be carrying passengers by the time Los Angeles hosts the Summer Olympics in 2028. “Connecting Las Vegas and Southern California by high-speed rail will create tens of thousands of good-paying union jobs, boost our Southern Nevada tourism economy, and finally help us cut down on I-15 traffic," Cortez Masto said Tuesday in a statement. RENO, Nev. (AP) — A judge has struck down an effort to enshrine reproductive rights, including abortion, in Nevada’s constitution, as abortion rights advocates in the western swing state attempt to follow other states in putting the question before voters in 2024. If allowed to proceed, Nevadans for Reproductive Rights would need just over 100,000 signatures to get the issue on the ballot. Abortion rights up to 24 weeks are already codified into Nevada law through a 1990 referendum vote, where two-thirds of voters were in favor. In Nevada, reproductive rights were central to Democratic campaigns in the 2022 midterms. Lawmakers in Nevada’s Democratic-controlled legislature are attempting to get reproductive rights including abortion access in front of voters on the 2026 ballot.

US House Easily Passes Bill to Harden Sanctions on Iranian Oil

WASHINGTON (Reuters) - The U.S. House of Representatives easily passed a bill on Friday to bolster sanctions on Iranian oil in a strong bipartisan vote. The Stop Harboring Iranian Petroleum (SHIP) bill, which passed 342-69, would impose measures on foreign ports and refineries that process petroleum exported from Iran in violation of U.S. sanctions. The bill must be passed by the Senate and signed by President Joe Biden before becoming law. While Congress can pass sanctions legislation, such measures often come with national security waivers that allow presidents discretion in applying the law. Despite U.S. sanctions on Iranian oil over its nuclear program, its exports of crude are soaring.
