CNN —“Impoundment” is another word that Americans may need to learn in the vernacular of President-elect Donald Trump’s second term. Trump took the time to record a video about impoundment during the Republican primary season, and he promised seizing control over spending from Congress would be a top priority if he was elected. Impoundment occurs when Congress appropriates money that the president then declines to spend. As a result of these standoffs, Congress passed a law to curtail a president’s use of impoundment, particularly for policy reasons. The Impoundment Control Act of 1974 did a lot more than that, however.

They’ve pressed forward even though a majority of Americans still see the Capitol rioters as responsible for an attack against democracy, according to the most recent polling. The most pressing concerns are for convicted rioters required to report to prison before Trump’s inauguration in January, and for rioters with sentencing hearings coming up, according to a source familiar with the discussions. “They’re thrilled with the election, but there’s a lot of uncertainty from their perspective,” the source told CNN. For convicted rioters already serving prison sentences, there’s even less hope to get them out based on Trump’s campaign rhetoric, the source said. She later told CNN that her strategy guide has already been sent to Trump and the Republican National Committee.

Fulton County, meanwhile, has sued the board, objecting to the push to force it to use election deniers as monitors. “The State Election Board has no statutory authority to force the Fulton County BRE [Board of Registration and Elections] to accept, and Fulton County to pay for, election monitors hand-picked by the State Election Board,” the lawsuit states. But GOP members of the state-election board told CNN neither Germany nor the Carter Center should be allowed to be a monitor because of bias. Fellow election board Republican Janelle King alleged that Fulton County is operating in bad faith. Jimmy Carter has accomplished something no other former U.S. president has — he notched a 100th birthday. Carter, who served one term in the White House, hit the milestone Tuesday at his home in Plains, Georgia, where he has been receiving hospice care for the last 19 months. “I’m only trying to make it to vote for Kamala Harris,” Carter said, his grandson, Jason Carter, told The Atlanta Constitution. Carter’s grandson, Jason Carter, said at tge Democratic National Convention in August that his PawPaw was “holding on” for the November election. Biden was one of the first senators to endorse Carter’s 1976 presidential campaign. Biden and first lady Dr. Jill Biden traveled to Plains, Georgia, to visit the Carters on the 100th day of Biden’s presidency in 2021. “We sat and talked about the old days,” Biden told reporters after the visit, calling the Carters “old friends.”

In 2019, Carter told People Magazine that he never expected to live as long as he has: "It's hard to live until you're 95 years old." In February of 2023, President Carter entered home hospice care after several hospital stays over the years, following his cancer diagnosis in 2015. He and his wife, Rosalynn Carter, who died in November 2023 at 96 years old, kept each other going. Their love story began when the two met at Plains United Methodist Church in their hometown of Plains, Georgia, Mr. Carter told The Washington Post.
